South Carolina Beginner’s Permit Test: Requirements, Fees, and Prep

The South Carolina beginner’s permit test is a 30-question, multiple-choice knowledge exam covering road signs and traffic laws, and you need at least 24 correct answers — 80% — to pass.¹ It’s computer-based, drawn straight from the South Carolina Driver’s Manual, and given at any SCDMV branch office. Pass it and you walk out the same day with a temporary permit that lets you start driving under supervision.

Who Can Take the Test

You have to be at least 15 years old to apply.² You also need to show that you live in South Carolina by proving a current physical address in the state.³

If you’re under 18, an authorized adult must come with you to the branch and sign a consent form (SCDMV Form 447-CM) in front of a DMV employee, bringing photo ID. It doesn’t have to be a parent — a legal guardian, someone who has had custody of you for at least 60 days, or another responsible adult with notarized written permission from a parent or guardian can sign.⁴ Whoever signs takes on legal liability for damage you cause while driving, so this isn’t a formality.

What to Bring to the SCDMV

The SCDMV won’t process your application without original documents (no photocopies) proving three things: identity, Social Security number, and South Carolina address. The SCDMV Form MV-93 checklist lists every accepted document, and picking it up ahead of time saves a wasted trip.⁵

Identity and date of birth: a certified copy of your birth certificate with a registrar’s signature and file number, or a valid U.S. passport. Hospital-issued birth certificates are not accepted.⁵
Social Security number: verified electronically with the SSA. Your name, date of birth, and SSN on the application must match SSA records exactly.⁵
Proof of address: for a REAL ID-compliant permit, two documents from different organizations showing the same physical South Carolina address (utility bill, lease, bank statement). A P.O. Box does not count.⁵

You also need SCDMV Form 447-NC, the application itself, which you can download in advance or fill out at the branch.⁶ Names have to match across every document. A middle name on your birth certificate that’s missing from your Social Security record is enough to stall the whole process.

What’s on the Test

All 30 questions come from the South Carolina Driver’s Manual, which the SCDMV publishes as a free PDF.⁷ The questions fall into two broad areas.

Sign recognition questions show you a sign’s shape, color, or image and ask what it means. Know the difference between warning signs (diamond-shaped, yellow), regulatory signs (rectangular or square, usually white), and guide signs (green or blue). Traffic law questions cover right-of-way rules, pavement markings, speed limits, safe following distances, and South Carolina’s DUI penalties. DUI questions show up consistently and tend to trip up people who skip that chapter.

How to Prepare

Read the manual cover to cover at least once, and spend extra time on the sign identification pages and the rules-of-the-road chapter. The SCDMV also offers a free online practice exam that mirrors the format of the actual test.⁸ Taking it a few times before your visit is the single most useful thing you can do. If a topic keeps catching you out on the practice exam, go back to that chapter rather than re-reading the whole book.

Test Day at the Branch

Walk into any SCDMV branch office. No appointment is needed for a knowledge test, but you have to arrive before 4:00 p.m.¹ Showing up at 3:45 on a busy afternoon is a good way to be turned away, so plan for the morning if you can.

Before the knowledge test, you’ll take a quick vision screening. The SCDMV checks for at least 20/40 vision. Bring your glasses or contacts if you wear them — corrective lenses are fine, and the examiner will note the restriction on your permit. If you can’t pass even with correction, you’ll need a vision examination from a licensed eye care professional before the SCDMV will proceed.⁹

Once you pass the vision screening, you move to a computer terminal for the knowledge test. Questions appear one at a time. You need 24 of 30 correct to pass.¹ When you finish, you hand over your completed Form 447-NC and identification documents for verification.

If You Fail

Failing isn’t the end of the road. You can retake the knowledge test, though each attempt costs another $2.00.¹⁰ The SCDMV does not publish a mandatory waiting period between attempts, so in practice most people come back after spending more time with the manual. Focus your review on the areas that gave you trouble.

Fees and Getting Your Permit

The total cost to pass the test and get your permit is $4.50: $2.00 for the knowledge test and $2.50 for the permit.¹⁰ The $2.50 fee is set by statute and applies to original permits, renewals, and duplicates alike.¹¹

After you pay, the clerk issues a temporary paper permit you can use right away. The permanent plastic card arrives by mail within 7 to 15 business days.³ Keep the temporary permit on you whenever you drive until the permanent card shows up — it’s your only proof of legal authorization to be behind the wheel.

What the Permit Lets You Do

A beginner’s permit is not a license. You must have a licensed driver who is at least 21 and has held a license for at least one year sitting in the seat beside you at all times.¹¹ Riding in the back seat doesn’t count.

Between 6:00 a.m. and midnight, any qualifying supervising driver works. From midnight to 6:00 a.m., you may only drive if accompanied by a parent, guardian, or another individual in the specific categories listed in Section 56-1-100(A) — essentially a parent figure, not any licensed adult.¹¹ Carry the physical permit every time you drive.

How Long the Permit Lasts and What Comes Next

A beginner’s permit is valid for 12 months from the date of issue. If you haven’t passed the road test within that window, you can renew it for another 12 months at the same $2.50 fee, though the SCDMV can refuse to renew if the examiner believes you haven’t made a genuine effort to pass the driving test.¹¹

If you’re 18 or older, you can take the road test after holding the permit for just 30 days, with no mandatory driver’s education course or supervised-hours log.¹¹ If you’re under 18, the default holding period is 180 days before you’re eligible for full licensure, and drivers between 15½ and 16 may qualify earlier for a conditional license by completing driver’s education, logging supervised practice hours, and meeting school attendance requirements.¹² Use the holding time to get comfortable in varied conditions — rain, highways, nighttime with your supervising driver — because the road test examiner will expect confidence, not just technical compliance.
