South Carolina CDL Manual: Classes, Testing, and Disqualifications

The South Carolina CDL manual is a free study guide from the SCDMV that covers every topic on the state’s commercial driver license knowledge and skills exams, and it applies to anyone pursuing a Class A, B, or C license here.¹ It tracks the federal standards set by the Federal Motor Carrier Safety Administration, so what’s inside matches what South Carolina examiners will test you on.²

Where to Download the Manual

The SCDMV hosts the current edition as a downloadable PDF on its website, which you can open on a phone or tablet.¹ Printed copies are sometimes available at local branch offices. Work from the current edition. Federal and state rules change periodically, and older versions can leave you studying material that no longer reflects the test. Each state publishes its own manual, so a study guide from another state won’t match South Carolina’s exams.³

Age and Eligibility

South Carolina uses two age thresholds. You must be at least 18 to drive commercially inside the state (intrastate) and at least 21 to cross state lines (interstate).¹ Most long-haul jobs are interstate, so the 21-year floor applies to most new applicants. Drivers under 21 cannot haul hazardous materials.

Entry-Level Driver Training

Since February 7, 2022, first-time Class A or Class B applicants, drivers upgrading from B to A, and anyone adding a passenger (P), school bus (S), or hazmat (H) endorsement have to complete Entry-Level Driver Training through a federally registered school before the SCDMV will let them test.⁴ The FMCSA doesn’t require a fixed number of classroom or behind-the-wheel hours, but every provider has to follow a set curriculum.

Your school must appear on the FMCSA’s Training Provider Registry. Within two business days of your finishing the program, the school uploads your completion certificate, and the SCDMV verifies that record before letting you sit for the exams.⁵ If you held a CDL or the relevant endorsement before February 7, 2022, ELDT doesn’t apply to you. Private CDL programs generally run between $3,000 and $10,000, so compare a few registered providers before signing up.

Documents to Bring

The SCDMV won’t process an application without specific paperwork. Gather these before you go:

Proof of identity and lawful status: a valid U.S. birth certificate, passport, or proof of lawful permanent residency.
Social Security verification: your card or an acceptable alternative showing the number.
Proof of South Carolina residency: utility bills, a lease, or similar documents with your current address.
Completed SCDMV Form 447-CDL, the CDL application.⁶
Form DL-405A, the CDL Holders Medical Certification.⁷
Federal Form MCSA-5876, the Medical Examiner’s Certificate, from a provider on the FMCSA’s National Registry of Certified Medical Examiners.⁸

Schedule the DOT physical early. Expect roughly $85 to $225 out of pocket depending on the provider, and the certificate is valid for up to two years. Confirm the examiner is on the National Registry before booking.⁹ Form DL-405A also asks you to self-certify one of four operating categories; most CDL holders fall under non-excepted interstate, which requires a current federal medical certificate. If you operate both interstate and intrastate, choose the interstate category; if you do both excepted and non-excepted work, choose non-excepted.¹⁰

The Three License Classes

The manual is organized around three classes based on vehicle size and type:¹¹

Class A covers any combination of vehicles with a gross combination weight rating of 26,001 pounds or more, where the towed vehicle weighs more than 10,000 pounds. Tractor-trailers and most heavy-haul rigs fall here.
Class B covers any single vehicle rated at 26,001 pounds or more, or such a vehicle towing a trailer of 10,000 pounds or less. Dump trucks, large buses, and box trucks fit this class.
Class C covers vehicles that don’t meet Class A or B thresholds but carry 16 or more people (including the driver) or display a hazmat placard.

Class A lets you drive vehicles in all three classes. Class B covers B and C vehicles. Class C is limited to Class C. The manual has separate chapters on combination vehicles for Class A applicants and on air brake systems that can apply across all classes.

Endorsements

Beyond the base license, the manual covers endorsements you can add:¹¹

H (Hazardous Materials): required for placarded hazmat loads. Knowledge test plus a TSA security threat assessment.
N (Tank Vehicles): for bulk liquid or gas tanks of 1,000 gallons or more. Knowledge test only.
P (Passenger): for vehicles carrying 16 or more people. Knowledge and skills tests.
S (School Bus): requires the P endorsement first. Knowledge and skills tests.
T (Doubles/Triples): only available with a Class A. Knowledge test only.
X (Hazmat + Tank): combined endorsement for hazmat tankers. Requires the H test, the N test, and the TSA threat assessment.

The H and X endorsements trigger a federal security screening no other endorsement requires. You submit fingerprints and identification and pass a TSA background check covering criminal history, immigration status, and disqualifying offenses. The federal fee is $85.25 for new and renewing applicants, with a reduced $41 rate available for some applicants.¹² Processing typically takes two to eight weeks, and SCDMV won’t add the endorsement until TSA clearance arrives. TSA approval must be renewed every five years.

Testing: Knowledge Exams, the Permit, and the Skills Test

After you submit your documents and pay the application fee, you take the written knowledge tests at an SCDMV branch. Everyone takes the general knowledge test. Class A applicants also take the combination vehicles test. Air brakes is a separate test. Each endorsement has its own test.

Pass those and the SCDMV issues a Commercial Learner’s Permit, valid for one year. The CLP lets you practice in a commercial vehicle only when a properly licensed CDL holder rides in the front passenger seat.¹³ A permit is not a license. You cannot carry passengers other than your supervising driver, examiners, and other trainees, even if the permit shows a P or S endorsement. With an N endorsement on a CLP, you may operate only an empty tank, and you cannot haul a tank that previously held hazardous materials unless the residue has been fully purged.²

You have to hold the CLP for at least 14 calendar days before you can take the skills test.¹⁴ That’s a hard minimum. Use the time. Fourteen days is not much practice.

The skills test has three parts:

Pre-trip vehicle inspection. You walk around the vehicle and explain what you’re checking and why. The manual details every component, from the engine compartment to brake systems and coupling devices.
Basic control skills. Low-speed maneuvers in a controlled area, including straight-line backing, offset backing, and parallel parking.
On-road driving. Real traffic, with the examiner scoring turns, lane changes, intersections, and general vehicle handling.

Fail any portion and the whole skills test costs $25 to retake.¹⁴ Pass all three and the SCDMV issues your CDL.

One caveat on the vehicle you test in: if you take the skills test in a vehicle with an automatic transmission, the SCDMV places an “E” restriction on your license, limiting you to automatic commercial vehicles. Removing the restriction requires retesting in a manual.

What It Costs

South Carolina’s own fees are modest, but they stack up across the process:¹⁵

CDL application: $15
Each knowledge test: $2
Commercial Learner’s Permit: $2.50, valid for one year¹³
8-year CDL: $25
Skills test retest: $25 if you fail any portion¹⁴

Layer on the DOT physical, training school tuition, and, for hazmat, the $85.25 TSA fee, and the real out-of-pocket cost is well above the SCDMV line items.

Offenses That Disqualify You

The disqualification section of the manual is worth reading twice. Under federal rules, each of these major offenses triggers a minimum one-year disqualification from operating any commercial vehicle:¹⁶

Driving under the influence of alcohol or a controlled substance, or having a BAC of 0.04 or higher while operating a commercial vehicle.
Refusing an alcohol or drug test under implied consent laws, which carries the same weight as a DUI conviction.
Leaving the scene of an accident.
Using a commercial vehicle to commit a felony.
Causing a fatality through negligent operation of a commercial vehicle.

If the offense happens while hauling hazardous materials, the first-offense disqualification jumps to three years. A second conviction for any combination of these major offenses is a lifetime disqualification.¹⁶ Using a commercial vehicle in a drug trafficking felony carries a lifetime ban with no reinstatement.

Serious traffic violations like excessive speeding, reckless driving, and improper lane changes stack up: two within three years disqualify you for 60 days, and three within three years extend that to 120 days.¹⁷

Renewing Your CDL

A South Carolina CDL is valid for eight years. Renewal is $25 for the license plus a $15 application fee. You’ll fill out Form 447-CDL again, show proof of auto liability insurance from a company licensed in South Carolina, pass a vision screening at the branch, and present your current medical certification if applicable.⁷

If you have more than five points on your record within two years of renewal, you have to retake the general knowledge test at $2 per attempt. Hazmat renewals add more work: you retake the hazmat knowledge test and complete a new TSA background check. The hazmat renewal fee is $15 plus the $15 application fee and $2 for the knowledge test.⁷ Vision screenings are free at any SCDMV branch, or you can submit a Certificate of Vision Examination from a licensed eye care professional dated within the past 36 months.
