South Carolina offers disabled veterans one of the more generous state benefit packages in the country: no property tax on your home or two vehicles, no state income tax on military retirement, free license plates, free metered parking, tuition waivers for your children at state colleges, hiring preference for public jobs, and discounted or free access to state parks and hunting and fishing licenses. Most of the largest exemptions require a 100% permanent and total service-connected rating from the VA, but several benefits reach veterans with lower ratings, surviving spouses, and dependent children.
Property Tax Exemption on Your Home and Vehicles
South Carolina Code § 12-37-220(B)(1) eliminates property taxes on the home and personal vehicles of qualifying disabled veterans. You must be permanently and totally disabled from a service-connected condition, certified through your county veterans’ service officer and filed with the South Carolina Department of Revenue.1South Carolina Legislature. The exemption covers two things. Your home and up to five acres of land, provided the dwelling is owner-occupied and titled solely to you or jointly with your spouse. And up to two private passenger vehicles owned or leased by you, or owned jointly with your spouse. That takes both the annual real property bill on the residence and the personal property tax on the vehicles to zero.

What Happens for a Surviving Spouse
A surviving spouse can continue receiving the home exemption as long as they remain unmarried, live in the home, and own it in fee or for life. The exemption can carry to a subsequent home if the spouse moves. It applies even if the veteran never actually claimed it during their lifetime.1South Carolina Legislature. No State Income Tax on Military Retirement or VA Disability
For tax years after 2021, South Carolina fully exempts military retirement pay from state income tax. The Workforce Enhancement and Military Recognition Act removed the earlier age-based limits and income caps, so every military retiree can deduct all military retirement income from the South Carolina return regardless of age or other earnings.3South Carolina Legislature. VA disability compensation is separate and has always been exempt from both federal and state income tax. It doesn’t get reported on your South Carolina return at all. Together, those two rules make the state one of the more favorable places for a disabled veteran’s overall tax picture.
Free License Plates and Metered Parking
South Carolina Code § 56-3-1110 gives free vehicle registration and license plates to certain disabled wartime veterans. You qualify if the VA has certified you for compensation based on the loss or loss of use of one or both limbs, permanent virtual blindness in both eyes, or a total and permanent service-connected disability. Up to three free sets are available, with no need to reapply as long as you own or lease the vehicle. An unremarried surviving spouse can also receive these plates.5South Carolina Legislature. Vehicles displaying qualifying disabled or handicapped plates park free at any government-operated meter or timed space in the state. The vehicle must display either the distinguishing plate or a DMV-issued handicapped placard.6South Carolina Legislature. Free Tuition for Your Children
South Carolina Code § 59-111-20 waives tuition at any state-supported college, university, or technical school for children of qualifying wartime veterans. The waiver covers undergraduate degrees and vocational programs as long as the student maintains satisfactory academic standing.8South Carolina Legislature. The veteran parent must have served honorably during a federally defined war period and fall into one of these categories:
- Killed in action or died from any cause while in service
- Died from a disease or disability resulting from service
- Permanently and totally disabled by VA determination, from any cause
- Former prisoner of war as defined by Congress or presidential proclamation
- Missing in action
- Awarded the Congressional Medal of Honor or Purple Heart for combat wounds

Eligibility Rules for the Child
The child must be 26 or younger and pursuing an undergraduate degree. Applications go through the South Carolina Department of Veterans’ Affairs, not the school. For residency, the veteran parent must have been a South Carolina resident when entering service and during service, or must have lived in the state for at least one year and still reside there. If the veteran is deceased, they must have resided in the state for at least one year before death.9South Carolina Legislature. Watch the wartime requirement. The statute says “wartime” veterans, and if the parent’s service didn’t fall within a federally recognized war period under 38 U.S.C. § 101, the child won’t qualify even at a 100% rating. Peacetime-only veterans should look at federal alternatives like the Dependents’ Educational Assistance program or a transferred Post-9/11 GI Bill.
Preference for State Jobs
South Carolina Code § 1-1-550 requires that honorably discharged veterans receive hiring preference for positions in every public department and on all public works in the state. Age, loss of a limb, or other physical impairment that doesn’t actually prevent you from doing the job cannot disqualify you, provided you have the necessary skills.10South Carolina Legislature. State agencies must interview at least one qualified veteran for every full-time position. Agencies operating on a merit system must provide preferences similar to those used by the federal government, to the extent practicable. The preference is not a guaranteed offer, but it moves you ahead of non-veteran candidates with comparable qualifications, and the federal preference model the state mirrors gives extra weight to service-connected disabilities.
Hunting, Fishing, and State Park Access
The South Carolina Department of Natural Resources issues a free disability hunting and fishing license to any state resident receiving disability benefits from the VA. You must have been a state resident for at least 365 days before applying. The license covers both hunting and fishing and is valid for three years. For state parks, permanently and totally disabled veterans can buy the Palmetto Passport at half price, currently $49.50, for unlimited entry to every state park for everyone in your vehicle.13SC Department of Veterans’ Affairs. State Veterans’ Nursing Homes
South Carolina operates state veterans’ homes in Columbia, Anderson, Walterboro, Gaffney, Florence, and Sumter. To qualify for admission you generally need active duty service, discharge under other than dishonorable conditions, South Carolina citizenship, and VA criteria for long-term nursing care.16SC Department of Veterans’ Affairs. Federal VA Adaptive Housing Grants
You can stack federal VA housing grants on top of state benefits to modify a home for accessibility. For fiscal year 2026, the Specially Adapted Housing (SAH) grant provides up to $126,526 for veterans with severe service-connected disabilities such as loss of limbs or blindness. The Special Home Adaptation (SHA) grant provides up to $25,350 for other qualifying conditions. Either grant can be used up to six times over your lifetime.17Veterans Affairs. If you’re living temporarily in a family member’s home, the Temporary Residence Adaptation (TRA) grant helps fund modifications there. SAH-eligible veterans can receive up to $50,961 through TRA, and SHA-eligible veterans up to $9,100 for FY 2026.17Veterans Affairs. Dependency and Indemnity Compensation for Survivors
If a veteran’s death results from a service-connected condition, the surviving spouse and dependents may qualify for Dependency and Indemnity Compensation (DIC), a tax-free monthly VA payment. Survivors can also qualify when the death was not service-connected but the veteran had been rated totally disabled for at least 10 years before death, or for at least 5 years from the date of discharge if that period covers the years immediately before death.18Veterans Affairs. A surviving spouse must have lived with the veteran until death (or been separated through no fault of their own) and meet at least one marriage requirement: married within 15 years of discharge from the qualifying service period, married for at least one year, or had a child together. Remarriage at age 55 or older on or after January 5, 2021, does not disqualify a survivor.18Veterans Affairs.
