South Carolina SNAP, the state’s Supplemental Nutrition Assistance Program, provides monthly food benefits through the Department of Social Services (DSS) to households whose gross monthly income is at or below 130 percent of the federal poverty level. For fiscal year 2026, maximum monthly benefits range from $298 for a single person to $994 for a family of four, and in urgent cases you can receive your first benefits within seven days of applying.
Who Qualifies
Two income tests decide eligibility. Your household’s gross monthly income (before deductions) generally cannot exceed 130 percent of the federal poverty level, and your net monthly income (after allowed deductions) cannot exceed 100 percent of it.1eCFR. 7 CFR 273.9 – Income and Deductions If every member of your household is 60 or older or has a disability, only the net income test applies.
Using the 2026 federal poverty guidelines, the monthly ceilings for common household sizes are:2HHS ASPE. 2026 Poverty Guidelines
- 1 person: $1,729 gross / $1,330 net
- 2 people: $2,344 gross / $1,803 net
- 3 people: $2,960 gross / $2,277 net
- 4 people: $3,575 gross / $2,750 net
- 5 people: $4,190 gross / $3,223 net
Each additional person adds roughly $474 to the gross limit and $364 to the net limit.
South Carolina has adopted broad-based categorical eligibility, which eliminates the SNAP asset test.3Food and Nutrition Service. Broad-Based Categorical Eligibility Your bank balance and other countable resources won’t disqualify you. You still have to meet the income limits.
Your “household” for SNAP includes everyone who lives with you and normally buys and prepares food together.1eCFR. 7 CFR 273.9 – Income and Deductions A roommate who buys and cooks separately is a separate household. Spouses who live together, and parents with children under 22, always count as one household regardless of how meals are handled.
How Much You’ll Receive
Benefits aren’t a flat payment. SNAP assumes your household spends about 30 percent of its own net income on food, so your monthly allotment equals the maximum benefit for your household size minus 30 percent of your net income.4Food and Nutrition Service. SNAP Eligibility A family of four with $1,000 in net monthly income receives $994 minus $300, or $694 per month.
Net income is your gross income minus allowed deductions, which include a standard deduction ($209 per month for one to three people, rising with household size), a 20 percent earned income deduction on wages, dependent care costs, excess shelter costs, and out-of-pocket medical expenses over $35 per month for elderly or disabled members.5Food and Nutrition Service. - 4 people: $994

- 6 people: $1,421
- 7 people: $1,571

Add $218 for each person beyond eight. A household with zero net income receives the full maximum for its size.
Work Rules for Adults Without Dependents
If you’re 18 to 54, have no dependents, and aren’t otherwise exempt, you must work or participate in a qualifying training program for at least 20 hours per week, averaged as 80 hours per month, to keep benefits beyond three months in any three-year period.7eCFR. 7 CFR 273.24 – Time Limit for Able-Bodied Adults Exemptions apply if you’re pregnant, homeless, a veteran, medically unfit for work, or a parent or caretaker of a child under 18 in the household.
If your hours drop below 20 per week even temporarily, report it right away and ask your caseworker about volunteering or training programs that count toward the requirement.
Rules for Students and Non-Citizens
College students enrolled at least half-time must meet an additional exemption on top of the income rules. The common ones are working 20 or more hours per week, participating in federal or state work-study, caring for a child under 6, being a single parent enrolled full-time with a child under 12, receiving TANF, or being under 18 or 50 and older.8Food and Nutrition Service. Students Students enrolled less than half-time aren’t subject to the extra restrictions. Students who get most of their meals through a campus meal plan are ineligible regardless of any exemption.
Non-citizens can qualify under narrower rules than citizens. Lawful permanent resident children under 18 are generally eligible immediately; adult green card holders typically must have held lawful status for five years or have 40 qualifying work quarters. Certain refugees, asylees, and veterans or active-duty military with qualifying immigration status may also qualify. Federal policy here has been shifting, so confirm current rules with your county DSS office.
How to Apply
South Carolina accepts applications three ways: online through the DSS Benefits Portal at benefitsportal.dss.sc.gov, which is the fastest option for most people; by mail or fax to your county DSS office; or in person at a county office during business hours.9South Carolina Department of Social Services. Don’t delay the application if you’re missing a document. You can submit what you have and provide the rest at your interview.
After DSS receives your application, a caseworker will schedule an eligibility interview, usually by phone, though you can request an in-office meeting.13eCFR. 7 CFR 273.2 – Office Operations and Application Processing Federal law requires DSS to issue a decision within 30 days of your application date.14Food and Nutrition Service. SNAP Application Processing Timeliness
You qualify for expedited processing within seven calendar days if your household has less than $150 in monthly gross income and no more than $100 in liquid resources, or if your combined monthly income and liquid resources are less than your monthly rent and utility costs.13eCFR. 7 CFR 273.2 – Office Operations and Application Processing
Using Your EBT Card
Once approved, you’ll receive an Electronic Benefit Transfer (EBT) card that works like a debit card at authorized retailers. You set a four-digit PIN before your first purchase. Anyone with your card and PIN can spend your benefits, so keep the PIN private.
Benefits load on a staggered schedule based on the last digit of your SNAP case number, with deposits landing anywhere from the 1st to the 19th of the month.15Food and Nutrition Service. Monthly Issuance Schedule for All States and Territories Your approval notice tells you your specific date. You can check your balance through the SC EBT mobile app or the ebtEDGE web portal.
You can buy groceries, bread, dairy, meat, produce, and seeds or plants that produce food. You cannot use SNAP for alcohol, tobacco, vitamins, household supplies, pet food, or prepared hot foods sold for immediate consumption.
As of April 2026, South Carolina DSS blocks all out-of-state and online EBT transactions as a fraud prevention measure.16South Carolina Department of Social Services. South Carolina Department of Social Services If you’ll be traveling or need to shop online, contact DSS before your trip to discuss options.
Keeping Your Benefits Current
SNAP approval runs for a certification period, typically 6 to 12 months. Before it expires you must recertify by completing a new review form and sitting for another interview, or your benefits stop. DSS mails a recertification notice, but mark the date on your calendar yourself rather than waiting on the mail.
Between recertifications, you must report certain changes to DSS within 10 days. The most important are income increases (a new job, a raise, a household member starting work) and changes in who lives with you. If you don’t report and you’re overpaid, DSS will recover the overpayment. For an unintentional overpayment, your monthly benefit is reduced by 10 percent or $10, whichever is greater, until the balance is repaid; for an overpayment deemed intentional, the reduction is 20 percent or $20. Intentional program violations also trigger disqualification: 12 months for a first violation, 24 months for a second, and a permanent ban for a third.
Appealing a SNAP Decision
If DSS denies your application, reduces your benefits, or closes your case, you can request a fair hearing within 90 days of the date on the notice.17South Carolina Department of Social Services. How Do I Appeal a SNAP Decision? Call DSS toll-free at 1-800-311-7220 or locally at (803) 898-8080 to file.
If your benefits were reduced or cut off (not an initial denial), you can keep receiving benefits at the previous level during the appeal, but only if you request both the fair hearing and continued benefits within 10 days of the notice date.18South Carolina Department of Social Services. Fair Hearing Information That window is tight. If you lose the appeal, you’ll have to repay the benefits you received while it was pending, so weigh the risk against the cost of a gap in food assistance.
