South Carolina’s TANF program, run by the Department of Social Services under the name Family Independence, provides monthly cash payments to low-income families with children. Who Qualifies
Three things decide eligibility: who is in your household, how much money comes in, and what you have in the bank.
You must be a South Carolina resident and a U.S. citizen or qualifying noncitizen. Your household has to include at least one dependent child under 18, or a child who is 18 but not yet 19 and still attending secondary school or equivalent vocational training full-time.2South Carolina Legislature. Income
Gross monthly income, meaning everything before taxes, must fall below a limit that scales with family size. For a family of three, the gross ceiling is roughly $1,914 a month, about 89 percent of the federal poverty level. After DSS applies its standard deductions and earned-income disregards, countable income for that same family cannot exceed roughly $1,035.
Everything counts toward these limits: wages, child support, Social Security, and any other regular payments coming into the household. DSS verifies each source during the application.
Resources
Countable liquid assets cannot exceed $2,500. That includes cash, checking and savings balances, and anything similar you could quickly convert to cash.3South Carolina Department of Social Services. How Much You Can Get
South Carolina’s benefit amounts are among the lowest in the country. The maximum monthly grant depends on the number of children:1South Carolina Department of Social Services. TANF
- One child: up to $229
- Two children: up to $308
- Three children: up to $388
Those are the maximums for a family with no other income. Countable earnings reduce the grant dollar for dollar after the state’s earned-income disregard is applied. Payments load onto an Electronic Benefit Transfer (EBT) card that works like a debit card at ATMs and retailers.
How to Apply

What to Have Ready
Pulling these together before you start will save time later:
- Photo ID (driver’s license or state ID) and Social Security numbers for every household member
- Proof of South Carolina residency, such as a current utility bill, lease, rent receipt, or mortgage statement
- Recent pay stubs for anyone working, plus award letters for Social Security, disability, or similar benefits
- Bank statements showing checking and savings balances
- Records of monthly expenses such as childcare, rent, and utilities that back up what you report
What Happens After You File
A caseworker will schedule a mandatory interview to verify your information and ask follow-up questions. Work Requirements
Every adult on TANF has to take part in the state’s work program unless they qualify for an exemption. This is not optional.
Participation starts when you sign an Individual Employment Plan with your caseworker. While you are in the program, DSS provides support services such as childcare assistance and help with transportation.
Qualifying activities include active job search, supervised community service, vocational training, and adult basic education for recipients without a high school diploma.
Child-only cases, where the adult caretaker is not counted in the benefit calculation (a grandparent raising a grandchild, for example), do not require the adult to sign an employment plan.3South Carolina Department of Social Services. What Happens If You Miss Requirements
Falling short of your employment plan without good cause does not immediately end your benefits. You get a 30-day conciliation period first. During that window, you can show a legitimate reason for the lapse, agree to get back on plan, or end conciliation. If you are still noncompliant when the 30 days are up, DSS imposes a full-family sanction and terminates the entire household’s TANF benefits.3South Carolina Department of Social Services. This is the piece that catches people off guard. It is a complete cutoff, not a reduction. To get benefits back after a sanction, you must agree to comply with your employment plan and then prove it by actively participating in work activities or holding a full-time job for at least 30 consecutive days. A separate sanction applies if you finish training and then turn down a job offer without good cause, and it also terminates the entire family’s benefits.
Child Support Cooperation
Applying for TANF triggers a separate requirement. State law says every applicant has to help establish paternity for any child born outside marriage and assist in obtaining support from the absent parent.6South Carolina Legislature. If you refuse without good cause, the adult’s share of the benefit can be removed, though the children’s portion continues through a protective payment arrangement.
When Cooperation Would Be Unsafe
South Carolina has adopted the federal Family Violence Option. A signed statement that you are a victim of domestic violence is enough for a temporary deferral from work program participation while an assessment is completed.7South Carolina Department of Social Services. Based on that assessment, three requirements can be waived on a temporary basis:
- Work program participation
- Child support cooperation
- Time limits

How Long You Can Receive Benefits
South Carolina’s time limit is tighter than the federal floor. You can receive TANF cash benefits for no more than 24 months within any 10-year period. When the 24-Month Clock Pauses or Extends
State law identifies specific circumstances that stop the clock or allow an extension:10South Carolina Legislature. South Carolina Code Title 43 Chapter 5 – Section 43-5-1170
- The head of household has a permanent physical or mental disability
- The head of household provides full-time care for a disabled family member at home
- A minor parent who has not finished high school can receive assistance for up to 24 months after turning 18 or graduating, whichever comes first
- If an approved training program will not be finished by month 24, an extension can go to month 30, or further with county director approval
- Child-only cases where the adult caretaker is not the child’s parent and is not in the benefit calculation
- The adult is caring for a child DSS has determined to be abandoned, where the alternative would be foster care
- Childcare or transportation is not reasonably available
- If you have fully complied with your employment plan and cooperated with all state agencies but no employment is reasonably available, the department may extend benefits for up to 12 additional months, with reviews every 60 days

If You Are Denied or Sanctioned
You have the right to a fair hearing whenever DSS denies your application, reduces your benefits, or imposes a sanction. The written notice explaining the adverse decision has to tell you how to request one. You can represent yourself, bring a friend or family member, or have an attorney speak on your behalf.
Timing is critical. If you request a hearing promptly after getting a notice of sanction or reduction, you may be able to keep receiving benefits at your current level while the appeal is pending. Wait too long and you forfeit that right. The exact deadline and process are spelled out in the notice DSS sends. If any of it is unclear, your caseworker is required to help you understand the notice and complete the appeal request.
