Property taxes in St. Clair County, IL are billed a year behind: the bill you receive in 2026 covers the 2025 tax year. The County Treasurer splits each year’s bill into two installments, applies your exemptions to the equalized assessed value of your home, and charges 1.5% per month on anything unpaid after the due date. Most homeowners can lower their bill through one or more homestead exemptions, and if you think your assessment is too high, you have 30 days from publication to appeal to the Board of Review.
When Your Bill Is Due
The Treasurer mails one bill per year with two payment stubs. For the 2025 tax year, the first installment is due July 1, 2026, and the second is due September 1, 2026.1St. Clair County, Illinois. Payments can be made online through the Treasurer’s portal, by mail with the stubs from your bill, or in person at the St. Clair County Courthouse. Some local banks also accept payments during the weeks before each due date. Keep the receipt. You’ll want it if you refinance or sell.
Miss a deadline and interest accrues at 1.5% per month on the unpaid balance, starting the day after the installment was due.2Illinois General Assembly. How Your Bill Is Calculated
The St. Clair County Assessor sets a fair market value for your property. Under Illinois law that value is then assessed at one-third, so a home valued at $150,000 has an assessed value of $50,000.3Illinois General Assembly. Once local assessments are finalized, the Illinois Department of Revenue applies an equalization factor to bring the county’s overall level to the one-third standard. For the 2024 tax year, St. Clair County’s tentative multiplier was 1.0710, meaning local assessments were adjusted upward by about 7.1%.4State of Illinois. 2024 St. Clair County Tentative Multiplier Announced Your assessed value multiplied by that factor produces your equalized assessed value, or EAV. That’s the number the tax rate is applied to, and the number your exemptions come off of.
The rate itself is a stack. Every taxing district that covers your parcel, including schools, the county, your township, and any park, library, or fire protection districts, files a levy each year. The County Clerk divides each district’s levy by the total EAV within its boundaries to produce a rate, and the composite rate on your bill is the sum of all overlapping districts.

Exemptions That Lower Your Bill
Exemptions reduce your EAV before the rate is applied. Every one of them requires you to occupy the property as your principal residence on January 1 of the tax year, and most require an application with the Assessor’s office. If you miss the application deadline for a given year, you cannot recover the exemption retroactively.
General Homestead Exemption

Senior Citizens Homestead Exemption
Homeowners 65 or older get another $5,000 off EAV on top of the General Homestead Exemption.7Illinois General Assembly. Illinois Compiled Statutes 35 ILCS 200/15-170 – Senior Citizens Homestead Exemption File once, then renew as the Assessor’s office requires.
Senior Citizens Assessment Freeze
This one locks your EAV at a base year so that rising property values can’t inflate your bill. To qualify for the 2026 tax year, your total household income in 2025 must have been $75,000 or less, and you must be at least 65.8Illinois Department of Revenue. Veterans With Disabilities

- 30% to 49% disability: $2,500 off EAV.
- 50% to 69% disability: $5,000 off EAV.
- 70% or greater disability: the first $250,000 of EAV is exempt, which zeroes out the tax on most homes.
Surviving spouses of veterans whose death was service-connected also qualify for the full $250,000 exemption if they receive VA dependency and indemnity compensation. World War II veterans are exempt from property taxes for tax years 2024 and after regardless of disability level.
Returning Veterans
Veterans returning from active duty in an armed conflict involving the United States can claim a one-time $5,000 EAV reduction for the tax year they come home. It doesn’t renew, and it has to be filed for that specific year.
Persons With Disabilities
Residents with a qualifying disability that prevents substantial work activity and is expected to last at least 12 months or result in death receive a $2,000 EAV reduction. Appealing Your Assessment
If you think the Assessor overvalued your home, file an appeal with the St. Clair County Board of Review within 30 days of the date revised assessments are published.10St. Clair County, Illinois. The evidence that wins appeals is straightforward. A recent professional appraisal from a licensed appraiser, typically $350 to $600 for a residential property, carries real weight. So do comparable sales showing similar homes in your neighborhood selling for less than the Assessor’s valuation implies. Factual errors in the property record, like wrong square footage or an extra bedroom that doesn’t exist, are often the easiest fixes to win. If the Board’s decision still leaves you overassessed, you can appeal to the Illinois Property Tax Appeal Board at the state level. If You Fall Behind: The Annual Tax Sale
When both installments go unpaid, the delinquent balance is offered at the county’s annual tax sale. St. Clair County’s 2026 sale is scheduled for November 2, 2026.12St. Clair County, Illinois. Tax Sale Investors bid on the right to pay your delinquent taxes. Bidding opens at 9% interest and drops from there, with the lowest bidder winning. The investor does not walk away with your property. They walk away with a certificate that lets them collect what you owe, plus their bid rate of interest, when you pay up.
After the sale you have a redemption period to reclaim the property by paying the delinquent taxes, the investor’s interest, and fees. For residential property with fewer than six units, that period is two and a half years.13Justia Law.
