Property tax in Stephens County, Georgia is calculated on 40 percent of your property’s fair market value, multiplied by the combined millage rate set each year by the county, the school system, and (if you live inside Toccoa) the city. The Board of Tax Assessors decides the value, the Tax Commissioner collects the money, and the bill is typically due November 15. Exemptions, appeals, and payment all run on fixed deadlines, and missing them is where most homeowners lose money.
How Your Bill Is Calculated
Georgia law assesses taxable property at 40 percent of its fair market value.1Justia. Georgia Code 48-5-7 – Assessment of Tangible Property If the Board of Tax Assessors decides your home would sell for $200,000, the assessed value on your tax record is $80,000. That number is then multiplied by the millage rate, where one mill equals $1 of tax per $1,000 of assessed value.
At a combined rate of 30 mills, an $80,000 assessed value produces a $2,400 tax bill before any exemption is applied. Rates shift year to year as the county, school board, and city adopt their budgets, so the current figures appear on your annual tax notice and on the Tax Commissioner’s website.
Who To Call for What
Two separate offices handle your taxes. The Board of Tax Assessors identifies every taxable parcel and sets its fair market value using sales data, property characteristics, and market trends.2FindLaw. Georgia Code 48-5-260 – Purpose and Intent of Part Call the Assessors if you think the value is wrong, if your property record shows incorrect square footage or features, or if your homestead exemption was denied.
The Tax Commissioner’s office handles billing, collections, exemption processing, and tag renewals. For questions about bill amounts, payments, receipts, or exemption applications, reach the Tax Commissioner at 706-886-4753.
Exemptions That Lower Your Bill

The standard exemption deducts $2,000 from the 40 percent assessed value for county and school taxes, excluding certain bonded indebtedness.3Department of Revenue. Disabled Veteran Exemption
Honorably discharged veterans rated 100 percent disabled by the VA, or unemployable and entitled to benefits at the 100 percent rate, qualify for a large exemption. For 2026, the maximum is $126,526 of assessed value, and any value above that stays taxable. The exemption also reaches veterans who have suffered the loss or permanent loss of use of a hand, foot, or eye.6Georgia Department of Veterans Service. Disabled Veteran Homestead Tax Exemption You will need VA documentation of the disability rating, and you apply through the Tax Commissioner’s office.
Appealing Your Assessment
When your annual assessment notice arrives, you have 45 days from the mailing date to file an appeal with the Board of Tax Assessors.7Justia. Georgia Code 48-5-311 – Creation of County Boards of Equalization Miss that window and the value stands for the year.
When you file, you pick where the appeal goes. The Board of Equalization is the usual route for homeowners; a panel hears both sides and issues a written decision on value, taxability, uniformity, or a denied homestead exemption.7Justia. Georgia Code 48-5-311 – Creation of County Boards of Equalization Arbitration is available if your dispute is purely about value and you can produce a certified appraisal; the losing side pays the arbitrator’s fees based on which number comes closer to the final figure. A hearing officer route exists but is reserved for nonhomestead commercial properties valued above $500,000.
The evidence that moves a Board of Equalization is concrete: recent sales of comparable homes at lower prices, contractor estimates for needed repairs, and documentation of errors in your property record such as wrong square footage, phantom features, or incorrect lot size. Review boards do not accept Zillow estimates, general complaints that the bill is too high, or personal hardship as grounds for a reduction.
How and When To Pay
Your tax notice shows a Map and Parcel ID, Bill Number, and Account Number. Keep one of those on hand to pay, or look up your account on the Stephens County online payment portal by name or address if the paper bill is lost.
Three ways to pay:
- Online. The county portal takes Visa, Mastercard, Discover, American Express, and PayPal, with a card convenience fee of roughly 2.35 percent. Save the confirmation number as your receipt.8Stephens County Georgia. Online Payments
- By mail. Send a check for the exact amount to the Tax Commissioner’s office and write your bill number in the memo line.
- In person. The Tax Commissioner’s office at the Stephens County courthouse accepts cash, check, and card at the counter.
Stephens County has set the tax payment due date at November 15. Georgia’s default statutory due date is December 20, but local governing authorities can adopt an earlier one, so confirm the date printed on your current bill.9Stephens County, GA. Stephens County Tax – General Information
If a lender handles your taxes through escrow, the county still mails you the assessment notice. Review it each year, because escrow pays whatever the county bills, and your chance to appeal the value or add an exemption runs on the deadlines above, not on your mortgage servicer’s schedule.
Late Penalties, Interest, and Tax Sales
Interest on unpaid property tax accrues at 1 percent per month from the due date, with any partial month counting as a full month.10Department of Revenue. Penalty and Interest Rates After 120 days past due, a 5 percent penalty is added to the outstanding balance, with another 5 percent added every 120 days after that, capped at 20 percent of the original tax.11Justia. Georgia Code 48-2-44 – Willful Failure to File Return or Pay Revenue Held in Trust for State A $2,000 bill left for a year can grow past $2,700 once interest and penalty stack.
If taxes stay unpaid, the Tax Commissioner can issue a tax execution (a fi. fa.) that operates as a lien and allows the county to sell the property at auction. If your property is sold, Georgia law gives you 12 months from the sale date to redeem it by paying the full redemption amount, which includes the purchase price plus a statutory premium.12Justia. Georgia Code 48-4-40 – Persons Entitled to Redeem Land After that window closes, the buyer can foreclose your right of redemption and you lose the property. If you cannot pay the full amount, call the Tax Commissioner before the account reaches that stage.
