Stockton Serial Killer: Wesley Brownlee’s Charges and Death Penalty

The Stockton serial killer case centers on Wesley Brownlee, a 43-year-old man arrested in Stockton in October 2022 and accused of shooting eight people between April 2021 and September 2022, killing six. He faces six counts of first-degree murder, one count of attempted murder, and firearm enhancements in San Joaquin County, where prosecutors are seeking the death penalty. As of mid-2026, no trial date has been set. A jury trial on whether Brownlee is mentally competent to stand trial is scheduled for September 1 through October 30, 2026.¹

The Killings and Who Was Targeted

The shootings followed a consistent pattern. Victims were alone, in dark areas with few cameras, during evening or early-morning hours. The gunman wore dark clothing and a COVID-style mask, said nothing, and took nothing. Police later called the crimes “mission-motivated.” The motive has not been established.²³

The first two attacks happened in Oakland in April 2021. The rest were in Stockton. The known victims, in order:

Juan Vasquez Serrano, 40, killed April 10, 2021, in Oakland.⁴
Mervin Harmon, 39, killed April 16, 2021, in Oakland.⁵
Natasha LaTour, 46, shot eight to ten times April 16, 2021, in Stockton, and survived.⁶
Paul Yaw, 35, killed July 8, 2022, in Stockton.⁴
Salvador Debudey Jr., 43, killed August 11, 2022, in Stockton.⁷
Jonathan Hernandez Rodriguez, 21, killed August 30, 2022, in Stockton.⁷
Juan Cruz, 52, killed September 21, 2022, in Stockton.⁷
Lawrence Lopez Sr., 54, killed September 27, 2022, in Stockton.⁸

Five of the six men killed were Hispanic. Victims included both housed and unhoused people, and their average age was 42. No personal connection between any of them has been established. Four killings within roughly two months in the summer of 2022 drove a wave of fear through Stockton, particularly among Hispanic farmworkers and unhoused residents.²⁸

The Lone Survivor

Natasha LaTour was unhoused and standing near train tracks in Stockton around 3 a.m. on April 16, 2021, when a man came around a corner and started shooting without a word. She was hit eight to ten times, with injuries to her collarbone, shoulder, lung, and liver, plus nerve damage. She crawled away, and a passerby called 911.⁶⁹

LaTour told CNN in 2023 that she never saw the shooter’s face but recognized him from behind in a photo: “I knew that was the person that tried to kill me.” Her description of the gunman’s build and height helped investigators tie the surveillance footage to a suspect. She attended Brownlee’s November 2025 arraignment.⁹¹⁰

How Police Caught Him

Ballistics testing first linked the shootings. Investigators identified a single pistol used across the Bay Area and Stockton crime scenes. Surveillance footage from Stockton scenes showed a person of interest in dark clothing and a dark cap.¹¹

Police offered a $100,000 reward and received hundreds of tips. Stockton Police Chief Stanley McFadden said community members recognized the suspect’s upright posture, or “stride,” from the released footage.¹²

Once Brownlee was identified, a surveillance team began tracking him. On the night of October 15, 2022, officers followed him as he drove through Stockton, stopping at parks and dark spots. Around 2 a.m., near Panella Park at Village Green Drive and Winslow Avenue, they stopped him as he appeared to be “lurking around” a dark area where a person was alone. He was wearing dark clothing, had a mask around his neck, and had a firearm in his waistband.¹³¹⁴

“We watched his patterns and determined early this morning he was on a mission to kill,” Chief McFadden told reporters. “He was out hunting.” McFadden added: “We are sure we stopped another killing.”¹⁴

The weapon recovered was a Glock 19-style 9mm “ghost gun,” an untraceable polymer firearm assembled from Polymer80 parts. Ballistics matched it to bullets fired in the six homicides and the attempted murder of LaTour.¹⁵

Who Wesley Brownlee Is

Brownlee grew up in Oakland and was 43 at the time of his arrest. He was believed to have lived in Stockton “off and on” while also spending time in other cities. His criminal record reaches back to age 15, when he was arrested in Alameda County on suspicion of selling crack cocaine. At 18 he was arrested for possession, given probation, and after selling cocaine to an undercover officer had that probation revoked. He served two years in state prison, some of it at San Quentin, and was paroled in 1999.¹⁶¹⁷

In 2001 he was convicted again in Alameda County of possessing and selling a controlled substance and sentenced to three years. He was paroled in May 2003 and discharged in 2006. Later offenses included a 2009 misdemeanor DUI in San Joaquin County and a 2014 no-contest plea for cocaine possession, which brought 16 days in jail and five years’ probation. His prior felonies made him a prohibited person, barred from possessing firearms or ammunition.¹⁷

He is the only person charged in the shootings. No accomplices or additional suspects have been identified.¹⁸

The Charges Now on the Table

The charges have changed over time. At Brownlee’s first arraignment in October 2022, prosecutors filed only three killings, which frustrated victims’ families. By December 2022, the San Joaquin County District Attorney’s Office had filed an amended complaint with seven murder counts and one count of attempted murder.¹⁹

After six weeks of grand jury proceedings, a San Joaquin County grand jury returned a new indictment on November 19, 2025: six counts of first-degree murder, one count of attempted murder for the shooting of LaTour, and multiple firearm enhancements. Special-circumstances allegations of multiple killings make Brownlee eligible for the death penalty. The indictment was unsealed the next day, and Brownlee pleaded not guilty to all counts.²⁰¹⁰

The 2025 indictment left out the killing of Mervin Harmon in Oakland, which had been part of the 2022 amended complaint. District Attorney Ron Freitas called that a “tactical decision made by our office for the pursuit of justice in this case for our victims,” and said Brownlee remains a suspect in Harmon’s death. The Harmon shooting falls within Alameda County’s jurisdiction, not San Joaquin County’s.¹⁰²¹

In March 2026, Judge Xapuri Villapudua denied a defense demurrer seeking to dismiss the indictment and cleared the case to move forward. He also ordered grand jury transcripts unsealed so the public could see the evidence prosecutors had presented.²²

Why There’s No Trial Yet

The case has been held up by questions about Brownlee’s competency to stand trial. In August 2024, his defense filed a declaration of doubt regarding his competence. By January 2026, lead public defender Alison Nobert told the court that Brownlee had stopped communicating: “Our client is not talking to us.” He has refused to speak with his attorneys, prosecutors, or court-appointed evaluators. The court appointed two doctors to assess him.²³

In May 2026, a doctor’s report concluded that Brownlee is “presently incompetent to stand trial.” Judge Villapudua did not accept that finding on its own and ordered a jury trial on competency, set to run from September 1 through October 30, 2026. At the same hearing, the judge denied a defense motion to bar the prosecution from seeking the death penalty. If jurors find Brownlee competent, the murder case can move toward a trial date. If they find him incompetent, treatment and further evaluation would follow before any trial could proceed. Brownlee remains in custody in San Joaquin County.¹²⁴

The Death Penalty Decision

On January 26, 2026, District Attorney Ron Freitas formally announced his office would seek death. “After reviewing all the facts of the case and the harm caused to both the victims, their families and this community, I have decided that my office will seek the death penalty against the defendant for these crimes,” Freitas said.²⁵

California has had an executive moratorium on executions since March 2019, when Governor Gavin Newsom halted them by executive order. A death sentence in this case could be imposed but not carried out while that moratorium stands. Freitas said he hopes the pause is temporary: “One individual, one governor, has set this moratorium. And we would hope that the next governor would lift it.”²⁵
