Florida teachers have three federal options for student loan forgiveness: Public Service Loan Forgiveness (PSLF), which cancels your remaining Direct Loan balance after 120 qualifying payments; Teacher Loan Forgiveness, which pays off up to $17,500 after five years at a low-income school; and Perkins Loan cancellation, which can wipe out a Perkins balance entirely over five years of qualifying teaching. Florida does not run its own equivalent forgiveness program, but the state does tie salary incentives to designated high-demand subjects. Which program fits you depends on your loan types, where you teach, and how long you plan to stay in the classroom.
Public Service Loan Forgiveness
PSLF cancels whatever balance remains on your federal Direct Loans after 120 qualifying monthly payments made while you work full-time for a qualifying employer.1Federal Student Aid. If you leave qualifying employment for a stretch and later return, your count picks up where it left off.
Nearly every Florida public school is a qualifying employer. That includes district-run schools, state colleges, and nonprofit charter schools. Nonprofit private schools with 501(c)(3) status qualify too.1Federal Student Aid. Full-time work for PSLF means an annual average of at least 30 hours per week, or your employer’s own full-time standard if that is higher.1Federal Student Aid. Public Service Loan Forgiveness Program Infographic Summer breaks do not disqualify you as long as you are returning to a teaching position in the fall.
The program itself is run by the U.S. Department of Education. MOHELA currently services PSLF loans and processes forms, but the Department makes eligibility and payment-count decisions.2MOHELA. MOHELA – Section: Public Service Loan Forgiveness
Teacher Loan Forgiveness
Teacher Loan Forgiveness is a separate program that pays off up to $17,500 on Direct Loans and FFEL Stafford Loans after five complete, consecutive years of full-time teaching at a qualifying low-income school.3Federal Student Aid. Teacher Loan Forgiveness The amount depends on what you teach:

You must have been a new borrower on or after October 1, 1998, hold full state teaching certification without emergency or provisional waivers, and have a bachelor’s degree with demonstrated competence in the subjects you teach. PLUS loans and Perkins Loans are not eligible.
You apply only after finishing all five years. There is no annual check-in, which keeps the paperwork light but also means you won’t get feedback along the way.
PSLF or Teacher Loan Forgiveness: Which Is Better
You cannot get credit toward both programs for the same years. If you use Teacher Loan Forgiveness for your first five years of service, those years will not count toward your 120 PSLF payments.3Federal Student Aid. For most Florida teachers planning a long career in public education, PSLF is the better deal. It forgives the entire remaining balance rather than capping at $17,500, and every payment during your first five years counts toward the 120. Taking TLF first can effectively add five years to your total repayment timeline. The math only tips toward TLF when your remaining balance is small enough that $5,000 or $17,500 covers most of it, or when you are unsure you will stay in qualifying employment for a full ten years.
Perkins Loan Teacher Cancellation
If you have Federal Perkins Loans, a separate cancellation program can eliminate up to 100% of your Perkins balance over five years of qualifying full-time teaching. No new Perkins Loans have been issued since 2017, but borrowers still carrying Perkins debt remain eligible.5Federal Student Aid. Perkins Loan Cancellation and Discharge
The cancellation follows an incremental schedule based on the original principal plus interest accrued during each service year:6Federal Student Aid. Perkins Cancellation (Chapter 5)
- Years 1 and 2: 15% each year
- Years 3 and 4: 20% each year
- Year 5: 30%
Perkins cancellation is administered by the school that made the loan, not by the Department of Education. Contact your school’s financial aid office to apply. You can also consolidate remaining Perkins debt into a Direct Consolidation Loan and then pursue PSLF on the new balance, though the PSLF payment count starts fresh on the consolidated loan.
Which Florida Schools Qualify
PSLF eligibility turns on the employer, not the student population. Any Florida public school district, public college or university, or nonprofit private school with 501(c)(3) status qualifies. Most Florida charter schools operate as nonprofits and therefore qualify; for-profit charter schools and for-profit private schools do not.
Teacher Loan Forgiveness has a narrower requirement. Your school must appear in the Department of Education’s Teacher Cancellation Low-Income (TCLI) Directory during at least one of your five service years. A school makes the directory if it sits in a Title I-eligible district and more than 30% of its students meet the applicable poverty measure.7Federal Student Aid. The directory is searchable on the Federal Student Aid website, so check before committing to five years of service.
Perkins Loan cancellation uses the same TCLI Directory criteria, so a school that qualifies for TLF also qualifies for Perkins cancellation.
Only Direct Loans Qualify for PSLF
PSLF covers federal Direct Loans only. Older Federal Family Education Loan (FFEL) Program loans and Perkins Loans will never earn PSLF credit on their own. To make them eligible, consolidate them into a Direct Consolidation Loan.
Consolidation carries an important tradeoff: the qualifying payment count on the consolidated loan starts at zero. If you already have Direct Loans with qualifying payments on the books, do not fold them into the same consolidation as your non-Direct loans. Consolidate the non-Direct loans on their own and leave your existing Direct Loans alone, or you will lose credit for every qualifying payment you have already made.

Repayment Plans After the 2025 and 2026 Changes
PSLF payments count only if you are enrolled in an income-driven repayment plan or the 10-Year Standard Repayment Plan.1Federal Student Aid. Public Service Loan Forgiveness Program Infographic The 10-Year Standard plan technically qualifies, but it pays your loans off in exactly the time it takes to reach 120 payments, so there would be nothing left to forgive. Income-driven plans keep payments lower and leave a balance for PSLF to cancel.
Two recent changes have reshaped the repayment options. A federal court order issued March 10, 2026 blocked implementation of the SAVE Plan. Borrowers who were enrolled in SAVE or had SAVE applications pending were placed in forbearance and now need to select a different repayment plan to resume making qualifying payments.8Federal Student Aid. The One Big Beautiful Bill Act, signed in mid-2025, created a new Repayment Assistance Plan (RAP) that must take effect no later than July 1, 2026. Payments under RAP will count toward PSLF. The same law expanded Income-Based Repayment eligibility by removing the partial financial hardship requirement, opening IBR to borrowers with loans made on or after July 1, 2014 and before July 1, 2026 who previously did not qualify.9Federal Student Aid. If you were on SAVE, moving to IBR or PAYE is generally the safest step while the litigation continues. Months spent in forbearance usually do not count toward PSLF, and those months add up.
Will You Owe Taxes on the Forgiven Amount
PSLF forgiveness is not treated as federal taxable income. You will not receive a 1099-C or owe federal tax on the canceled balance.
Teacher Loan Forgiveness is also federally tax-free. The Internal Revenue Code excludes from gross income student loan discharges granted because you worked in a specific profession for a qualifying employer.
Income-driven repayment forgiveness is a different story. The American Rescue Plan Act temporarily exempted all forms of student loan forgiveness from federal income tax through December 31, 2025. That exemption expired on January 1, 2026. Borrowers who reach the 20- or 25-year IDR forgiveness mark after that date may owe federal income tax on the discharged balance. For PSLF, this doesn’t matter, because PSLF’s tax-free status is permanent. But if you leave qualifying employment before hitting 120 payments and later receive IDR forgiveness instead, the tax treatment can be very different. Florida has no state income tax, so the state side isn’t an issue.
How to Apply and Track Your Progress
The PSLF Form and Help Tool
PSLF uses a single form for both certifying your employment and applying for final forgiveness, now referred to by the Department of Education simply as the “PSLF form.” You generate and submit it through the PSLF Help Tool at StudentAid.gov/pslf, which walks you through the process, applies a digital signature, and routes the form to an authorized official at your school or district for their signature.10Federal Student Aid. Submit the form at least once a year, whenever you change employers, and when you believe you have reached 120 qualifying payments. Annual submission is not technically required, but waiting years to submit means waiting years to learn that some payments didn’t count. Catching problems while you are still with the same employer makes them easier to fix.
Teacher Loan Forgiveness Application
Teacher Loan Forgiveness has no interim certification process. You submit the Teacher Loan Forgiveness Application directly to your loan servicer only after completing all five consecutive years of qualifying service.4Federal Student Aid. 4 Loan Forgiveness Programs for Teachers – Section: Teacher Loan Forgiveness (TLF) Program Keep your own records along the way: employment verification letters, copies of your contracts, and confirmation that your school appeared in the TCLI Directory during each service year. Your school’s chief administrative officer must certify your employment on the application, and gathering five years of documentation after the fact is harder than keeping it organized in real time.
A Warning About TEACH Grants
The TEACH Grant is a separate program worth knowing about because many Florida education students receive one. TEACH Grants provide up to $4,000 per year for students who agree to teach full-time for four years in a high-need subject at a school serving low-income students, within eight years of finishing their program.11Federal Student Aid. If you do not complete the four-year teaching obligation, every TEACH Grant you received converts to a Direct Unsubsidized Loan with interest charged back to the original disbursement date.11Federal Student Aid. If you are already planning a teaching career in a qualifying position, the TEACH Grant is essentially free money. If your plans are uncertain, the conversion risk is steep.
Florida High-Demand Areas and District Incentives
Florida does not run a state-level loan forgiveness program comparable to PSLF or TLF. What the state does provide is a framework of salary incentives tied to identified shortage subjects. For the 2025–26 school year, the Florida Department of Education designated seven high-demand teacher needs areas: exceptional student education (ESE), technology education, English, math, general science, physical science, and English for speakers of other languages (ESOL).12Florida Department of Education. Florida law requires school districts to incorporate these high-demand areas into their salary schedules, which can translate into higher pay or signing bonuses depending on the district.12Florida Department of Education. Identification of High Demand Teacher Needs Areas for 2025-26 The state also identifies “high-priority locations,” defined as high-density or low-density urban and rural schools with low economic indicators, or schools that have received failing grades. Teaching at one of these schools may qualify you for state salary incentives and federal programs like TLF at the same time, since schools in economically disadvantaged areas often appear in the TCLI Directory.
District programs change frequently. Contact your district’s human resources office directly to ask about current recruitment bonuses, housing assistance, or loan repayment stipends. Some Florida districts have offered their own loan repayment assistance in hard-to-staff subjects, though these programs are locally funded and vary widely in availability and amount.
