Suffolk County Pistol Permit: Training, Documents, and Timeline

To get a pistol permit in Suffolk County, you must meet the eligibility rules under New York Penal Law Section 400.00, apply in person at the licensing office covering your town, provide four qualifying character references, submit to fingerprinting and a background investigation, and — if you want to carry concealed — complete an 18-hour state-approved firearms safety course. Expect the process to take up to six months from filing to decision.

Who Can Apply

You must be at least 21 years old, unless you were honorably discharged from a branch of the U.S. military or the New York National Guard. Beyond age and residency, the licensing officer evaluates every applicant for “good moral character,” which in practice means a close look at your criminal history, mental health records, and overall background. The following will disqualify you:

  • An outstanding warrant for a felony or serious offense.
  • Being an unlawful user of, or addicted to, a controlled substance. Under federal law this currently includes marijuana, even where state law allows recreational use.
  • A dishonorable discharge from any branch of the military.
  • A misdemeanor domestic violence conviction, which under the federal Lautenberg Amendment bars you from possessing firearms or ammunition.
  • Renunciation of U.S. citizenship.

The application also asks about mental health history. Involuntary commitment or an active extreme risk protection order can disqualify you, and the licensing officer checks mental health databases during the investigation.

Premises License or Concealed Carry

Suffolk County issues two main categories of handgun license, and the one you choose changes what you must submit.

A premises license lets you keep a handgun at your home or a fixed place of business listed on the license. A concealed carry license allows you to carry a handgun on your person in public, subject to state and federal restrictions on where firearms are allowed. This category was reshaped by the Concealed Carry Improvement Act in 2022, which removed the old “proper cause” standard but added mandatory training, an expanded list of prohibited locations, and a three-year recertification cycle.3New York State Senate. One boundary worth noting up front: New York does not recognize concealed carry permits from other states, and very few states recognize a New York permit. Your Suffolk County license almost certainly has no legal effect outside New York.

Training Required for Concealed Carry

If you are applying for concealed carry, you must complete a state-approved firearms safety course before your application can be processed. The course runs a minimum of 16 hours of in-person classroom instruction plus a minimum of 2 hours of live-fire range training.1New York State Senate. Classroom topics include firearm safety, state and federal gun laws, safe storage, conflict de-escalation, use of deadly force, suicide prevention, and the list of sensitive locations where carry is prohibited. You must score at least 80 percent on a written test. The live-fire portion tests shooting proficiency at a level set by the Division of Criminal Justice Services. On passing both, the instructor issues a certificate of completion that you submit with your application.

The training is a one-time requirement for initial licensing. Documents and Character References

Your application package requires more paperwork than most applicants expect. The core requirements are the same at both licensing offices, with small procedural differences.

You need four character references who are U.S. citizens, Suffolk County residents, and have known you for at least one year. The licensing office will not accept relatives by blood or marriage, active law enforcement officers, husband-and-wife pairs, or multiple members of the same family or household.4Suffolk County Police Department. For identification and residency, bring a New York State driver’s license or non-driver ID showing your current Suffolk County address, plus a birth certificate or valid U.S. passport. If you were born outside the United States, bring naturalization papers or, for permanent residents, your Alien Registration Card. Have a voter registration card, utility bill, or tax bill available for residency verification at the interview.

For employment, bring a recent pay stub or a current employer-issued photo ID for any employer listed on the application.

Suffolk County splits pistol licensing between two offices based on which of the ten towns you live in.

You must apply in person. Staff will take your photograph and electronic fingerprints during the visit, and those prints feed into state and federal criminal databases.

Both offices charge a $10.00 non-refundable application fee. Fingerprinting is $87.00 at the Police Department and $88.25 at the Sheriff’s Office.4Suffolk County Police Department. The Police Department accepts checks and money orders payable to “S.C.P.D.” The Sheriff’s Office accepts cash for the application fee and requires a U.S. money order for the fingerprint fee. Background Investigation and Timeline

Once your paperwork is filed and fees are paid, your fingerprints go to the Division of Criminal Justice Services and the FBI for a criminal background check. An assigned licensing officer schedules an in-person interview to review your application and assess your suitability, and separately contacts each of your four character references to verify what you have said.

Investigators cross-reference mental health records, criminal databases, and any other records relevant to your eligibility. By statute, the licensing officer must act on your application within six months of submission, and any delay beyond that requires written notice to you explaining the specific reason.1New York State Senate. If Your Application Is Denied

A denial comes with written notice stating the specific reasons. The CCIA created a formal appeals process: you have 90 days from receiving the denial to request a hearing before an appeals board established through the Division of Criminal Justice Services.3New York State Senate. You can also challenge a denial through an Article 78 proceeding in New York State Supreme Court, which asks a judge to review whether the licensing officer’s decision had a rational basis in fact or law. Recertification After You Are Licensed

A Suffolk County pistol license is not permanent. Under Penal Law Section 400.00, licenses issued in Suffolk County expire after no more than five years and must be recertified. Suffolk County handles its own recertification rather than routing it through the State Police, so follow the instructions from whichever office issued your license.
