A speeding ticket in Suffolk County has to be answered by the return date printed on it, at the court listed on the ticket itself. That court is either the Suffolk County Traffic and Parking Violations Agency (SCTPVA) in Hauppauge or a local Justice Court, depending on where you were stopped. Fines run from $45 to $600, but the fine is only part of the bill: surcharges, agency fees, a separate DMV assessment for high-point violations, and years of higher insurance premiums stack on top.
Where to Send Your Response
The “Return To” line near the bottom of your ticket tells you which court has your case. SCTPVA at 100 Veterans Memorial Highway in Hauppauge handles moving violations issued in the five western towns: Babylon, Brookhaven, Huntington, Islip, and Smithtown.1Suffolk County Traffic and Parking Violations Agency. Suffolk County Traffic and Parking Violations Agency Tickets written in the eastern towns or in an incorporated village go to that community’s Justice Court.
Sending your plea to the wrong court does not count as responding. The deadline keeps running, and a missed deadline becomes a default conviction and a license suspension.
How to Enter Your Plea
Your ticket carries a return date. You must plead guilty or not guilty by that date. For SCTPVA tickets, you have three options:
- Online, not-guilty pleas only, at courtinnovations.com/TPLEAS. Register within 30 days of the ticket entering the system, and wait at least 72 hours after the violation date (excluding weekends) before trying. Pleading this way also makes you eligible for a plea offer through the same system.1Suffolk County Traffic and Parking Violations Agency. Suffolk County Traffic and Parking Violations Agency
- By mail to SCTPVA, PO Box 9000, Smithtown, NY 11787. Use certified mail with return receipt so you have proof of delivery.1Suffolk County Traffic and Parking Violations Agency. Suffolk County Traffic and Parking Violations Agency
- In person at the SCTPVA office, Monday through Friday, 8 AM to 4 PM, no appointment needed.1Suffolk County Traffic and Parking Violations Agency. Suffolk County Traffic and Parking Violations Agency
For Justice Court tickets, follow the instructions on the back. Each court has its own address, hours, and clerk. Send your plea to the specific court named on the summons.
On the back of the ticket, check the guilty or not-guilty box, and print your full name, mailing address, and date of birth. If you plead not guilty, you can also check the box requesting a supporting deposition. That is a sworn statement from the officer describing the stop, the time, the location, and how your speed was clocked. You have to request it within 30 days of the date you are directed to appear.2New York State Senate. Fines and Points by Speed
New York sets speeding penalties by how far over the limit you were going. The ranges below are for a first offense within 18 months. Second and third convictions in that window carry higher fines, and a third triggers license revocation.4Governor’s Traffic Safety Committee. Penalties for Speeding
- 1 to 10 mph over: $45 to $150 fine, 3 points.
- 11 to 20 mph over: $90 to $300 fine, 4 points.
- 21 to 30 mph over: $90 to $300 fine, 6 points.
- 31 to 40 mph over: $180 to $600 fine, 8 points.
- More than 40 mph over: $180 to $600 fine, 11 points.
Each tier also carries a possible jail sentence, though jail is uncommon for straightforward speeding cases. Fines double in active work zones, and school-zone speeding may carry different penalties.4Governor’s Traffic Safety Committee. Penalties for Speeding
Points matter because 11 or more within any 18-month window makes your license subject to suspension.5New York State Department of Motor Vehicles. Driver License Points and Penalties A single ticket at more than 40 mph over hits that threshold on its own. A 21-to-30-mph-over ticket puts 6 points on your record in one shot, leaving little cushion before the next violation.
What a Conviction Actually Costs
The fine on the ticket is the starting figure. Several other charges stack on top.
Every traffic infraction conviction in New York carries a mandatory $30 surcharge, made up of a $25 surcharge and a $5 crime victim assistance fee. Tickets processed in a town or village court add another $5, for a $35 total.6New York State Senate. New York Vehicle and Traffic Law 1809 – Mandatory Surcharge Required for Certain Violations
SCTPVA adds a $55 administrative fee to every ticket it processes. Missing a payment deadline adds $50. A default judgment adds another $100.7Suffolk County, NY. Suffolk County Code Chapter 818 – Traffic and Parking Violations Agency Fees
The Driver Responsibility Assessment is the charge most people don’t see coming. If you rack up 6 or more points within 18 months, the DMV bills you separately: $100 per year for three years, or $300 total. Each point above six adds $25 per year, or $75 over the three-year period.8New York State Department of Motor Vehicles. Driver Responsibility Assessment (DRA) An 8-point conviction (31 to 40 mph over) owes $450 over three years on top of everything else. Not paying the assessment suspends your license.
Then there is insurance. A speeding conviction typically stays on your insurance record for about three years, and a single ticket can add roughly $600 per year in higher premiums during that period. Drivers with clean records before the ticket often see the sharpest increase because they lose their good-driver discount at the same time the surcharge lands.
Reducing the Damage
Most Suffolk County speeding cases get resolved short of trial. If you plead not guilty at SCTPVA, the agency schedules a conference with a prosecutor.9Suffolk County Traffic and Parking Violations Agency. Suffolk County Traffic and Parking Violations Agency – Moving Violations The prosecutor may offer to reduce the charge to a lower-point violation or a non-moving violation. Reducing a 6-point speeding charge to a 0-point parking violation keeps points off your record and avoids the DRA entirely. If you filed your not-guilty plea online, an offer may come through the same system before any in-person appearance. At Justice Courts, the process is similar, but the judge rather than a prosecutor typically handles negotiations.
If you reject the offer or the case can’t be settled, it goes to a hearing where you or your attorney can challenge the ticket.
Separately, New York’s Point and Insurance Reduction Program (PIRP), often called a defensive driving course, does two things. It subtracts 4 points from the total used to test whether you have hit the 11-point suspension threshold, though the points remain on your record for insurance and DRA purposes. And it earns a 10% discount on your auto insurance base rate for three years. The point reduction only applies to violations from the 18 months before you finish the course; you can’t bank credit for future tickets, and the point-reduction benefit is available once every 18 months. The insurance discount refreshes every 36 months.10New York State Department of Motor Vehicles. Point and Insurance Reduction Program (PIRP)
If You Have a CDL
Commercial license holders face a second layer of consequences. Under federal rules, speeding 15 mph or more over the limit is a “serious traffic violation.” A second serious violation within three years disqualifies your CDL for 60 days. A third disqualifies you for 120 days.11eCFR. 49 CFR 383.51 – Disqualification of Drivers These disqualifications apply even if you were in a personal vehicle, as long as the conviction results in a suspension or revocation. Getting a plea that puts the recorded speed below 15 mph over can matter more than the fine.
If You Live Out of State
Ignoring the ticket because you live somewhere else does not work. New York is part of the Driver License Compact, an agreement among 45 states and the District of Columbia to share traffic conviction records. A Suffolk County conviction gets reported to your home state’s DMV, which treats it as a local violation. If you never answer the ticket, New York suspends your driving privilege in the state and notifies your home DMV, and most member states then suspend your home license until the New York matter is cleared.12New York State Department of Motor Vehicles. If You Miss the Deadline
Failing to respond to a moving violation by its return date suspends your New York driving privilege. The suspension does not expire on its own; it stays in effect until you answer the ticket. You also face additional fines and a possible default conviction, where the court enters a guilty plea for you and imposes the maximum penalty.12New York State Department of Motor Vehicles. Traffic Tickets in New York State For SCTPVA tickets, a default adds a $50 default fee and a $100 judgment fee to whatever the fine was.7Suffolk County, NY. Driving on that suspension is a separate offense, and getting caught turns a traffic infraction into a misdemeanor or worse. Answering the ticket on time, even if you intend to fight it, is the cheapest move in every scenario.
