How Your Bill Is Calculated

Your tax is your assessed value divided by 100, then multiplied by the rate. The City Assessor’s Office evaluates every parcel annually, and Virginia’s constitution requires that real estate be assessed at fair market value, meaning what a willing buyer would pay a willing seller under normal conditions.3Virginia Code Commission. Constitution of Virginia – Article X Section 2 – Assessments Assessors weigh recent sales of comparable homes, lot size, condition, and improvements.

The city mails assessment notices to property owners each spring.4Suffolk, VA. Frequently Asked Questions Whenever your assessed value changes, state law requires written notice at least 15 days before the protest deadline, showing the new value, the two prior years’ values, and when and where to object.5Virginia Code Commission. Virginia Code Title 58.1 Chapter 32 Article 10 – Public Disclosure and Access to Records If the assessor raises your value, your bill rises even when the rate holds steady, so reading the notice carefully is worth a few minutes each year.

If You Think Your Assessment Is Too High

Start with an informal review. Call the Assessor’s Office and schedule an appointment with the appraiser assigned to your property. Most disputes are resolved at this stage, and it costs nothing. Bring evidence that supports a lower value: a recent appraisal, sale prices of comparable homes, photos of damage, or anything the assessor may not have seen.11Suffolk, VA. The Assessment Process

If that doesn’t resolve it, file a formal appeal with the Board of Equalization. The filing deadline must be stated on your assessment notice and cannot fall earlier than 30 days after the assessor’s hearing period ends.12Virginia Code Commission.
