The Suisun City sales tax rate is 9.125% as of April 2025. That combined rate applies to most retail sales of physical goods inside city limits and is collected at the register, then remitted to the California Department of Tax and Fee Administration (CDTFA). Whether you’re budgeting a purchase or running a shop, the rate itself is only part of the picture: what gets taxed, who collects, and when you file all matter.
How the 9.125% Rate Is Built
Every California sales tax rate starts from the same 7.25% statewide base. Solano County layers on a 0.125% district tax. The largest local piece is Measure S, a city transactions and use tax Suisun City voters first approved at 1% and then renewed in November 2024 at 1.75%, effective April 2025.1Suisun City. Measure S – The Basics Add those together and you get 9.125%.
Measure S revenue stays local. The ballot language dedicates the funds to neighborhood police patrols, 9-1-1 fire and emergency medical response, street maintenance, and public nuisances tied to homelessness.2Ballotpedia. Suisun City, California, Measure S, Public Services Sales Tax Measure (November 2024) Collection runs through the CDTFA, not the city. Businesses file a single state return, and the CDTFA routes the Measure S portion back to Suisun City.
What Gets Taxed and What Doesn’t
California sales tax applies to retail sales of tangible personal property, meaning physical items you can touch or hold. Clothing, furniture, electronics, appliances, building materials, and household goods all carry the full 9.125% at a Suisun City register.3California Department of Tax and Fee Administration. What Is Taxable If you buy a taxable item from an out-of-state retailer for use in Suisun City, you owe use tax at the same rate. Large online retailers typically collect it for you; smaller ones may not, and the obligation then falls on you to report it.
Several categories are exempt:
- Most grocery food. Unprepared food for home consumption, like produce, dairy, bread, and canned goods, is not taxed. Hot prepared food, carbonated beverages, and food sold for on-site consumption are taxable.
- Prescription medicine and certain medical devices, fully exempt wherever purchased.
- Professional services. Legal consultations, medical visits, accounting work, and other services that don’t deliver a physical product carry no sales tax.
The food rule trips people up. A cold sandwich from a deli case is typically exempt, but heat it up and it’s taxable. The line is drawn by preparation and how the food is sold, not by the food itself.
Digital Goods
California takes a narrower view of digital products than many states. Download software, an ebook, an app, or music with no physical medium changing hands, and the sale generally isn’t taxable.4California Department of Tax and Fee Administration. Internet Sales (Publication 109) Nontaxable Sales Streaming and cloud subscriptions follow the same logic. If the seller also hands over a flash drive backup or a printed copy, though, the whole transaction becomes taxable, not just the physical piece.
Garage Sales
Clearing out your garage usually falls under the occasional sale exemption. An occasional sale is a sale of property you didn’t hold for resale in a business, and the test is whether your selling activity is frequent enough in number, scope, and character to look like a business. A few weekend sales a year don’t trigger a tax obligation; running regular inventory does.5California Department of Tax and Fee Administration. Sales And Use Tax Law – Section 6006.5 Vehicles, boats, and aircraft are excluded from the exemption, so private-party sales of those still require tax payment.6California Department of Tax and Fee Administration. Online Sellers and Marketplace Platforms
If you sell physical goods online and ship to California buyers, you may have to collect California sales tax without ever setting foot in the state. The economic nexus threshold is $500,000 in gross sales of tangible personal property delivered into California during the current or previous calendar year. There is no separate transaction count.
Sellers who use Amazon, eBay, Etsy, or similar platforms get some relief. California treats the marketplace facilitator as the retailer for sales made through its platform, which means the platform collects and remits the tax for you.7California Department of Tax and Fee Administration. Sales And Use Tax Law – Chapter 1.7 If every California sale you make goes through such a platform, you generally don’t need your own California seller’s permit for those sales. Direct sales from your own website are different: they count toward the $500,000 threshold, and once you cross it, the collection obligation is yours.
Seller’s Permit and Resale Certificates
Any business that sells or leases tangible personal property in California must hold a seller’s permit from the CDTFA before making its first sale. Selling without one is a violation that carries fines and penalties.8California Department of Tax and Fee Administration. Do You Need a California Seller’s Permit? (Publication 107) Registration is free through the CDTFA online portal.
You’ll need:
- Government-issued ID and your SSN or ITIN.
- Your federal EIN if you operate as a corporation, partnership, or LLC, plus your California Secretary of State entity number.
- Date of birth, SSN or driver’s license number, and address for each officer, LLC member, or partner.
- Estimated monthly total sales and monthly taxable sales.
- Business physical address, mailing address, and the contact information for whoever keeps your books.
The application does not ask for bank account information or NAICS codes, despite what some third-party guides suggest.9California Department of Tax and Fee Administration. Online Services — Registration Temporary permits are available for shows and markets running fewer than 90 days, with each location registered separately.10California Department of Tax and Fee Administration. Once you have a permit, you can buy inventory for resale without paying sales tax by giving your supplier a California Resale Certificate (Form CDTFA-230). The certificate is a written statement that you intend to resell the goods in the regular course of business before making any personal use of them. Misusing one to dodge tax on a personal purchase is a misdemeanor and carries a penalty equal to 10% of the tax that should have been paid, or $500, whichever is greater.11California Department of Tax and Fee Administration. California Resale Certificate Sellers who accept certificates must verify them and keep them on file, or they can be held liable for the uncollected tax at audit.
Filing, Deadlines, and Late Penalties
You file and pay through the CDTFA online system by logging into your account and entering gross sales figures for the period.12California Department of Tax and Fee Administration. File a Return The CDTFA assigns your filing frequency based on reported or projected sales tax liability. Most small businesses file quarterly, higher-volume businesses monthly, and very low-volume sellers may qualify for annual filing.
Businesses whose estimated tax liability averages $17,000 or more per month have to make prepayments on top of their regular returns.13California Department of Tax and Fee Administration. Sales And Use Tax Law – Section 6471 The CDTFA will notify you in writing if you cross that threshold.
Miss a filing deadline and the penalty is 10% of the tax owed for that period, automatically.14California Department of Tax and Fee Administration. Regulation 1703 Interest starts running immediately on any unpaid balance, calculated at the federal underpayment rate plus three percentage points and adjusted semiannually. Penalty and interest apply separately and simultaneously, so a single missed quarter can get costly fast.
Keep sales records for at least four years. That covers receipts, invoices, purchase orders, resale certificates you’ve accepted, and bank statements.15California Department of Tax and Fee Administration. Sales and Use Tax Regulations – Article 18 If you’re audited and can’t produce the records, the CDTFA estimates your liability for you, and those estimates rarely favor the taxpayer.
Buying an Existing Business
If you’re buying a business in Suisun City, California law can make you personally liable for the previous owner’s unpaid sales tax, including penalties and interest. That liability attaches automatically when you purchase the business or its stock of goods, and no contract language between you and the seller can waive it.16California Department of Tax and Fee Administration. Regulation 1702
Protect yourself by requesting a tax clearance certificate from the CDTFA before you close. If the seller owes tax, you’re required to withhold enough of the purchase price to cover it. The CDTFA has 60 days from your written request to either issue the clearance or tell you the amount owed. If they don’t respond in that window, your withholding obligation is released. Skipping this step is one of the most expensive mistakes a buyer can make, because the liability can be larger than a small operation’s size would suggest.
