The Sun City sales tax rate is 6.3% on most retail purchases, which is lower than most of the surrounding Phoenix metro because Sun City is unincorporated and has no municipal tax layer. The 6.3% is just the 5.6% Arizona state transaction privilege tax plus a 0.7% Maricopa County excise tax. Nearby incorporated cities like Peoria and Surprise add their own municipal rates on top, pushing combined rates above 8%.
How the 6.3% Rate Is Built
Arizona doesn’t technically have a sales tax. The state levies a transaction privilege tax (TPT) on the seller’s right to do business, and sellers pass it along at the register. For a shopper, it behaves exactly like a sales tax.
Two state statutes set the state portion. ARS § 42-5010 establishes a 5% base rate on retail,1Arizona Legislature. Arizona Code 42-5010 – Rates; Distribution Base and ARS § 42-5010.01 adds a 0.6% increment that took effect in mid-2021 and runs through June 30, 2041.2Arizona Legislature. Arizona Code 42-5010.01 – Transaction Privilege Tax; Additional Rate Increment Together they make the 5.6% state rate.
Maricopa County adds a 0.7% transportation excise tax authorized under ARS § 42-6105, approved by voters to fund regional transportation.3Arizona Legislature. Arizona Code 42-6105 – County Transportation Excise Tax Because Sun City sits outside any incorporated city or town, nothing else is added. The combined rate stops at 6.3%.
What You Don’t Pay Sales Tax On
Several categories that Sun City residents buy regularly are exempt from TPT entirely under ARS § 42-5159.4Arizona Legislature. Arizona Code 42-5159 – Exemptions The ones that matter most for a retirement community:
- Groceries bought for home consumption from a grocery store. Prepared food eaten at a restaurant is still taxable.
- Prescription drugs and medical oxygen, including delivery equipment like tanks and masks, when prescribed by a licensed physician, dentist, or veterinarian.
- Insulin, insulin syringes, and glucose test strips, with no separate prescription required.
- Hearing aids as defined under ARS § 36-1901.
- Prescription eyeglasses and contact lenses.
- Durable medical equipment such as wheelchairs and walkers, when the item has a Medicare procedure code, is designated reimbursable by Medicare, and is prescribed by a licensed provider.
- Prosthetic devices prescribed or recommended by a licensed physician, dentist, podiatrist, or other qualifying professional.
- Machinery, technology, or supplies designed to help people with physical or developmental disabilities live more independently.
These apply automatically at the register. You don’t file for a refund or present special paperwork beyond a prescription where one is required.
Online Orders Delivered to Sun City
Online purchases are taxed at the same 6.3% based on the Sun City delivery address. Arizona requires out-of-state retailers to collect TPT once they cross $100,000 in gross sales into Arizona in the current or previous calendar year.5Arizona Department of Revenue. Economic Threshold Every major retailer cleared that bar long ago.
Marketplaces like Amazon, eBay, and Walmart.com face the same threshold, but once they cross it, they must collect tax on every order they process into Arizona, including sales for third-party sellers on their platform.6Arizona Department of Revenue. Out-of-State Sellers So nearly every major online purchase arrives with the correct 6.3% already added at checkout. The gap shows up only with smaller independent sellers who stay below the threshold and operate outside major marketplaces.
When No Tax Was Collected: Use Tax
If a seller doesn’t collect TPT, you owe Arizona use tax on the purchase at the same 6.3% rate.7Arizona Department of Revenue. Transaction Privilege Tax If another state’s sales tax was already collected at a lower rate, you owe use tax only on the difference.
Individuals report and pay it using Arizona Form AZ-USE V, the Individual Consumer Use Tax Payment Voucher, through the Arizona Department of Revenue.8Arizona Department of Revenue. Arizona Individual Consumer Use Tax Payment Voucher Few individuals actually file it, but the obligation is real: on audit, you’d owe back use tax plus interest on qualifying purchases where nothing was collected.
What the Low Rate Saves You
In Peoria or Surprise, the municipal layer pushes the combined rate above 8%. Sun City’s 6.3% saves roughly $17 for every $1,000 of taxable spending compared to a city running a 2% municipal rate. Over a year of furniture, home improvement, vehicle, and other large purchases, the gap adds up.
The tradeoff is that Sun City has no city council, no city hall, and no municipal services funded by local sales tax. Fire protection and similar essentials come through special districts. The Sun City Fire and Medical Department operates under Maricopa County’s jurisdiction rather than a municipal government.9Sun City Fire and Medical Dept. Maricopa County Services Residents fund those services through property-based assessments, which keeps the sales tax burden low and shifts more of the cost onto property owners.
