Syracuse property tax comes in three separate bills each year: one from the City of Syracuse, one from the Syracuse City School District, and one from Onondaga County. For fiscal year 2026, the combined city and school rate is $28.83 per $1,000 of assessed value, with the county levy added on top.1City of Syracuse. Mayor Walsh Proposes FY26 City of Syracuse Budget Because Syracuse has not conducted a full citywide reassessment since 1995, your assessed value is often well below your home’s actual market price, and that gap shapes almost every decision you might make about your bill.
How Your Bill Is Calculated
Each jurisdiction sets its own rate per $1,000 of assessed value. To estimate what you owe one of them, multiply the rate by your assessed value and divide by 1,000.2Onondaga County. County Town Tax Rates A home assessed at $100,000, for example, would owe roughly $2,883 in combined city and school taxes for FY26 ($28.83 × 100), with county taxes added separately. The county rate varies and is published each year in the Onondaga County rate books.
Syracuse uses a Homestead Tax Option, so one-, two-, and three-family residences are taxed at a different rate than commercial and larger apartment properties. The homestead rate is typically lower.
Watch the calendars. City and school taxes run on a fiscal year starting July 1. County taxes follow the calendar year starting January 1. You will get separate bills for each cycle.
Why the 1995 Assessment Matters
The Syracuse Department of Assessment sets a market value for every parcel, and any change generates a Notice of Assessment Change in the mail.3City of Syracuse. About the Department of Assessment What makes Syracuse unusual is that there has been no citywide reassessment since 1995. The average city property is now assessed at roughly 52 percent of its current market value. A new reassessment is planned, but tax bills reflecting updated values are not expected to go out until around July 2030.
Practically, that means most Syracuse owners are assessed below what their home would sell for. If that is your situation, a grievance is unlikely to help. A grievance only makes sense when your assessment is above realistic market value or clearly out of line with comparable homes on your block.
Exemptions That Lower the Bill
Several programs reduce the taxable value of a Syracuse home. All exemption applications must be filed with the City Assessor’s Office by the taxable status date, March 2 each year.4City of Syracuse. Property Tax Exemptions Miss it and you wait another year.
STAR (School Tax Relief)
STAR reduces school taxes on your primary residence. Basic STAR is open to eligible homeowners regardless of age. Enhanced STAR provides a larger benefit for owners 65 and older with combined household income of $110,750 or less for the 2026–2027 school year.5New York State Department of Taxation and Finance. Types of STAR New homeowners and anyone not currently receiving STAR must register for the STAR credit through the state’s online portal; the older exemption is closed to new applicants.6New York State Department of Taxation and Finance. Register for STAR or Update Your STAR Registration The credit arrives as a check from the state, and its value can grow over time, while the legacy exemption is frozen.
Senior Citizens’ Exemption
Homeowners 65 and older may qualify for a reduction of up to 50 percent of assessed value. Each municipality sets its own income ceiling for the full exemption, ranging from $3,000 to $50,000 under state law. A sliding scale can provide a partial exemption above the local maximum, and at the state level, seniors with income up to $58,400 may qualify for at least a 5 percent reduction where the sliding-scale option has been adopted.7New York State Department of Taxation and Finance. Senior Citizens Exemption You cannot combine this exemption with the disability exemption on the same property, so pick whichever saves more.
Veterans’ Exemptions
New York offers three veterans’ exemptions, and eligibility depends on when and how you served:
- The Alternative Veterans’ Exemption is available to veterans who served during a designated wartime period or received an expeditionary medal, with additional reductions for combat-zone service and VA-rated disabilities.8New York State Department of Veterans’ Services. Property Tax Exemptions for Veterans
- The Cold War Veterans’ Exemption covers service during the Cold War period, with extra reductions for VA-rated service-connected disabilities.
- The Eligible Funds Exemption applies when you used pension, bonus, or insurance money to buy the home, reducing assessed value by up to $5,000.
Dollar amounts vary because each municipality can adopt higher or lower maximums within state-set ranges. Contact the Syracuse Assessor’s Office for the specific limits the city has adopted.
Persons With Disabilities
Residents with documented physical or mental disabilities who meet income requirements may qualify for a reduction structured similarly to the senior exemption.7New York State Department of Taxation and Finance. Senior Citizens Exemption
Challenging Your Assessment
If your home is assessed above what it could realistically sell for, or comparable homes nearby carry lower assessments, you can file a formal grievance with the Syracuse Board of Assessment Review.
What You Need
The grievance uses New York State Form RP-524, available from the Syracuse Department of Assessment or the state tax department.9New York State Department of Taxation and Finance. Property Tax Forms – Assessment Grievance The form asks for your property’s tax map number and space to present evidence that the current assessment is too high.10New York State Department of Taxation and Finance. RP-524 Complaint on Real Property Assessment The strongest evidence is a recent professional appraisal or a list of comparable sales showing that similar Syracuse homes sold for less than your assessed value. Appraisals for grievance purposes typically cost a few hundred dollars, and some property tax attorneys work on contingency.
When and How to File
Syracuse’s grievance window is not in spring or summer like most New York towns. The city opens its tentative assessment roll for inspection and complaints during the last two weeks of January each year.11City of Syracuse. Board of Assessment Review Deliver your completed RP-524 in person to City Hall or mail it to the Board of Assessment Review before the window closes. You may appear at any hearing yourself, bring an attorney, or send a representative, but a representative must be authorized in Part Four of the form.12New York State Department of Taxation and Finance. Grievance Procedures The board issues a written decision.
If the Board Denies You: SCAR
If the Board of Assessment Review turns you down, you can file a Small Claims Assessment Review petition. SCAR is limited to owner-occupied one-, two-, or three-family homes. Your property’s equalized value must be $450,000 or less, or the total reduction you are requesting must be no more than 25 percent of the current assessment.13New York State Senate. Real Property Tax Law 730
The petition must be filed within 30 days after the final assessment roll is published; miss that window and the court dismisses the case. The filing fee is $30, with no other court fees. Within 10 days of filing, you must serve copies of the petition on the appropriate parties. SCAR is simpler and cheaper than a full Article 7 proceeding, which is the formal court action for higher-value or commercial properties.
Payment Deadlines and Late Penalties
City and school taxes are billed together for the fiscal year starting July 1. County taxes follow the calendar year and are payable without penalty through January 31.14Onondaga County. Taxpayers Guide The city accepts payments online, by phone, through mobile services including Apple Pay and Google Pay, and in person at City Hall.
Falling behind gets expensive fast. On county and town taxes:
- February (one month late): 1 percent penalty
- March: 1.5 percent penalty
- April 1 onward: unpaid balances transfer to the Onondaga County Department of Finance and penalties jump to 6 percent
- May through September: penalties climb monthly from 6.5 percent to 8 percent, plus filing fees and advertising charges
The annual interest rate on unpaid taxes is 12 percent. School taxes collected by the county in November carry a 5 percent penalty.14Onondaga County. Taxpayers Guide
If taxes stay unpaid long enough, Onondaga County forecloses and sells the property at public auction. The county does not sell tax liens to third-party investors; it takes ownership and auctions the property directly to the highest bidder.15Onondaga County. Real Property Tax Foreclosure Auction Foreclosure typically follows several years of nonpayment, but the penalties and fees that pile up in the meantime can exceed the original tax debt by a wide margin.
