Tennessee Driver’s License Requirements for Adults Over 18

To get a first Tennessee driver’s license as an adult over 18, you need to visit a Driver Service Center with proof of U.S. citizenship or lawful presence, your Social Security number, and two documents proving Tennessee residency, then pass a vision screening, a 30-question written knowledge test, and a road skills test. The total fee for a standard Class D license is $28, and it stays valid for eight years.¹²

Documents to Bring

Tennessee sorts its requirements into three categories, and you need something from each one. Miss a category and you leave without a license.

Proof of Citizenship or Legal Presence

Bring one original or certified document showing you are a U.S. citizen or lawful permanent resident. The usual choices are a certified birth certificate (the state version, not a hospital souvenir) or a valid U.S. passport. Lawful permanent residents can present a green card. A Certificate of Naturalization or Certificate of Citizenship also works.³

If your current legal name is not the name on that document, bring every document that bridges the gap. Someone whose birth certificate shows a maiden name and who has married twice would bring the first marriage certificate, the divorce decree, and the second marriage certificate. Marriage certificates, divorce decrees, and court orders are the accepted name-change documents.⁴

Social Security Number

Bring your Social Security card, or another official document that displays your full number. If you have never been issued a Social Security number, you sign an affidavit under penalty of perjury saying so.³

Two Proofs of Tennessee Residency

You need two documents showing your name and physical Tennessee address, and they cannot come from the same source. A water bill and a gas bill from the same utility company count as one source. Each document must be dated within the last four months unless otherwise specified.⁵

Accepted documents include utility bills (electric, water, gas, phone, cable), bank statements, Tennessee vehicle registration or title, a mortgage contract or deed, an employer verification letter, a W-2, an unexpired insurance policy, or a voter registration card. A rental lease with ink or electronic signatures counts as one proof only if it comes with a signed letter from the landlord dated within the last 30 days.⁵

The Three Tests

Every first-time applicant has to pass a vision screening, a written knowledge test, and a road skills test.⁶

Vision Screening

The examiner runs a basic eye test at the Driver Service Center to check that you meet the state’s minimum visual acuity standard. If you wear corrective lenses, bring them. A restriction will be added to your license requiring you to wear them while driving.⁶

Written Knowledge Test

The knowledge exam has 30 multiple-choice questions on Tennessee traffic laws, road signs, and safe driving practices. You need 80% (24 correct) to pass.⁷ The Tennessee Driver Handbook, free on the Department of Safety website, covers everything the exam asks about. Right-of-way rules and sign identification are the sections applicants most often miss, so give those extra attention.

Road Skills Test

You must bring your own vehicle. The examiner inspects it before the test starts, so it needs current registration and proof of insurance, working headlights, taillights, brake lights, and turn signals, functional mirrors, properly inflated tires, doors that open and close from inside and outside, and at least half a tank of gas. A cracked windshield that blocks the examiner’s view can disqualify the vehicle.⁶

During the drive, the examiner watches turn signal use, lane positioning, speed limit compliance, and situational awareness. There is also a pre-check where you demonstrate you know your vehicle’s controls: adjusting mirrors, activating headlights, using the horn. Any traffic law violation during the test is an automatic fail.

If You Fail

Failing the written test triggers a waiting period before you can retake it. The road skills test can generally be retaken at 30-day intervals, up to three attempts. Three failures on the road test lead to a six-month wait. Failing again after that wait triggers a 12-month wait before the next attempt.

Fees and How Long the License Lasts

A Class D license costs $28 total and is valid for eight years.¹² Applying at a participating County Clerk’s office adds a $4 administrative fee on top of the state fee.

Driver Service Centers accept credit cards, debit cards, personal checks, and money orders. Some centers have reported occasional issues with certain card types, so a backup payment method is worth having on you.

Standard License or REAL ID

Both license types use the same identity, Social Security, and residency documents. The difference is what the card is good for. Since May 7, 2025, a REAL ID-compliant license or a valid passport is required to board domestic commercial flights, enter federal buildings that require identification, and access military bases. A standard Tennessee license no longer works for those purposes. A REAL ID carries a gold circle with a star in the upper right corner; a standard license is printed with “Not for Federal Identification” on the front.⁸

The REAL ID application has to be completed in person at a Driver Service Center or a participating County Clerk’s office. If you do not fly domestically or visit federal facilities, a standard license is fully valid for driving and general identification.⁸

At the Driver Service Center

Some Driver Service Centers take scheduled appointments and some are walk-in only, and the appointment types available vary by location. Where appointments exist, booking one cuts significant wait time. Arrive 15 minutes early; a late arrival may cancel your appointment and drop you into the walk-in line.⁹

You can start the application online through the Department of Safety’s e-Services portal before your visit, which lets staff pre-approve your documents and speed things up at the counter.⁴

At the center you submit documents, take your photo, and pay the fee. Once everything is processed you get a temporary paper license that lets you drive legally while the plastic card is produced. The permanent card is mailed to the physical address on your application. Plan for roughly two to three weeks; contact the Department of Safety if it has not arrived by then.

If You Already Have a License From Another State

New residents with a valid out-of-state license have 30 days after establishing Tennessee residency to convert it. You bring the same identity, Social Security, and residency documents. Tennessee can waive both the written and road tests for a transfer. To qualify for the waiver, you either surrender the out-of-state license or provide a certified driving record from your former state showing the license is valid and not suspended or revoked, and it cannot have been expired for more than six months.⁶

If the out-of-state license has been expired longer than six months, you take the full set of tests as a first-time applicant.
