The Tennessee Promise Scholarship covers tuition and mandatory fees at the state’s community colleges, colleges of applied technology, and certain other eligible institutions for recent high school graduates, and the eligibility and requirements come down to a short list: Tennessee residency, on-time applications, full-time enrollment the fall after graduation, a 2.0 GPA, a mandatory mentor meeting, and eight hours of community service each semester. Who Qualifies
You qualify if you graduate from a Tennessee public or private high school, complete a Tennessee home school program, or earn a GED, HiSET, or other state-approved equivalency credential before your nineteenth birthday.2Justia Law. You must be a U.S. citizen or an eligible non-citizen with a valid Social Security number. Eligible non-citizens include permanent residents with a green card, refugees, asylees, and certain other categories recognized by federal student aid rules.3TN.gov. The timing requirement trips up more applicants than any other eligibility rule. You have to enroll full-time, meaning at least 12 credit hours, at an eligible institution in the fall semester immediately after you graduate from high school.4Tennessee Board of Regents. TN Promise Taking a semester off disqualifies you unless you receive an approved leave of absence for a documented medical or personal reason.
Where You Can Use It
The scholarship works at any of Tennessee’s 13 community colleges, 24 colleges of applied technology, or other eligible institutions that offer an associate degree program.5College For TN. At a four-year school, you have to be admitted to and enrolled in an associate degree program, not a bachelor’s program, and the award itself is calculated differently. Instead of covering all remaining tuition, the scholarship amount at a four-year institution is capped at roughly the average cost of tuition and fees at a community college, then reduced by any Pell Grant, HOPE Scholarship, or Tennessee Student Assistance Award you receive.2Justia Law. How the Last-Dollar Award Works
Tennessee Promise is a last-dollar scholarship, so you don’t receive a flat check. Your school adds up tuition and mandatory fees, subtracts every dollar of gift aid you already have (Pell Grant, HOPE Scholarship, Tennessee Student Assistance Award, and any other grants), and Tennessee Promise pays the remaining balance.5College For TN. If your other aid already covers tuition and fees in full, your Tennessee Promise award for that semester is zero. You stay in the program and still get mentoring, but no scholarship money changes hands.3TN.gov. The scholarship does not pay for course-specific lab fees, online course fees, textbooks, supplies, or insurance.
The Two Application Deadlines
Two deadlines control whether you receive the scholarship at all, and neither can be extended.

You’ll need your Social Security number, your parents’ or guardians’ contact information, federal income tax returns, W-2 forms, and records of any untaxed income. The Social Security number has to match exactly across the state portal and the FAFSA, because mismatches cause processing delays that can jeopardize your funding.3TN.gov. The Mandatory Mentor Meeting
After the November deadline, Tennessee Promise assigns each applicant to a partnering organization that coordinates mentorship, and applicants have to attend a mandatory meeting, usually held in December or January, to stay eligible.5College For TN. Missing the meeting disqualifies you from receiving scholarship payments.
Community Service Rules
Tennessee Promise requires 16 hours of community service per year, divided into eight hours before each semester.5College For TN. TN Promise For new applicants entering in fall 2026, all 16 hours must be completed and reported to the assigned partnering organization by August 1, 2026. For continuing students, the usual deadlines are July 1 for the fall semester and December 1 for spring.
Service means volunteering for a nonprofit or public service organization. Job shadowing in a field related to your career path also counts. Several common activities do not:
- Paid work of any kind, including tasks performed off the clock at your regular job
- Volunteering for a neighbor or family friend rather than an organization
- Any arrangement where a family member is your service supervisor
- Dropping off donated goods at a charity

Staying Eligible Each Semester
Getting the scholarship is one step. Keeping it means hitting several requirements every term:
- Full-time enrollment of at least 12 credit hours per semester at a community college or eligible four-year institution. Colleges of applied technology set their own full-time standards.4Tennessee Board of Regents. TN Promise

- Eight community service hours per semester, reported on time.

The Five-Semester Limit

Several kinds of semesters don’t count against the five:
- A final graduation semester where you don’t need full-time enrollment to finish
- Semesters covered by an approved leave of absence
- Semesters where your institution doesn’t offer at least 12 credit hours applicable to your program

Leaves of Absence and What You Can Appeal
Tennessee Promise allows medical or personal leaves of absence for documented reasons, including illness, a death in the immediate family, pregnancy, extreme financial hardship, required military service, religious commitments, and participation in a required internship or co-op program.9Tennessee Student Assistance Corporation. A leave is also available if the program you want to enter doesn’t start until spring or summer, or if you’re attending a four-year institution full-time while waiting for admission to an eligible two-year program. If you need to drop below full-time enrollment during a semester, start the appeal with the Institutional Review Panel at your college’s financial aid office, with a detailed letter and supporting documentation. If the panel denies the appeal, you have 45 calendar days to appeal to the Tennessee Higher Education Commission.7College For TN.
