If you’re homeschooled in Tennessee, you do not use the SF-1010 school attendance form to get a learner permit or driver license. That form is completed by public and private school officials. Where to Get the Verification of Enrollment
The Verification of Enrollment is available through your local homeschool association or registrar rather than the Department of Safety website. Whoever oversees your homeschool registration — an umbrella school, a church-related school, or the local education agency you’re registered with — is the party that completes and signs the form.1Homeschool Roster. Contact your registrar early. Administrative offices for homeschool associations often run on limited hours, and you’ll need the form dated recently enough to still be valid when you reach a Driver Services Center.
Why the SF-1010 Doesn’t Apply
The SF-1010, formally the Certification of Compulsory School Attendance, is designed to be completed by a principal or director of schools reviewing the student’s grades and attendance in a conventional school setting.2Tennessee Department of Safety and Homeland Security. Certification of Compulsory School Attendance Homeschool students don’t have that chain of authority, which is why Tennessee routes them through the Verification of Enrollment instead. Don’t try to have a parent sign the SF-1010 as the “school official” — Driver Services clerks will reject it.
If you’ve already graduated or earned a high school equivalency credential, neither form is required. Academic and Attendance Standards You Still Have to Meet
Tennessee law ties driving privileges to school compliance for anyone under 18, and homeschool students are held to the same underlying standards as their peers in traditional schools. Two benchmarks matter:
Passing grades. Satisfactory academic progress means earning a passing grade in at least three full unit subjects, or the equivalent, at the end of the most recent grading period. If you fell below that threshold, you won’t be considered in compliance until you pass three subjects again at a later grading period.4Justia. Attendance. A student is treated as “withdrawn,” and therefore ineligible, once they accumulate more than 10 consecutive unexcused absences or 15 total unexcused absences in a single semester.2Tennessee Department of Safety and Homeland Security. Certification of Compulsory School Attendance Excused absences for illness, family emergencies, or other reasons formally approved don’t count toward those limits. If circumstances beyond your control — a documented medical condition, for example — caused the absences, the attendance teacher or director of schools can provide documentation excusing you from the requirement.4Justia. Your homeschool registrar signs off that you meet these standards when they complete the Verification of Enrollment.
What Else to Bring to the Driver Services Center
The Verification of Enrollment is one piece of paperwork among several. Coming in without the rest means a wasted trip.
- Minor/Teenage Affidavit and Cancellation of Liability. A parent or legal guardian who holds a valid Tennessee driver license must sign this in person at the Driver Services Center. - Proof of identity and age. Typically a certified birth certificate or valid U.S. passport. The parent or guardian who signs the affidavit can also attest to your identity under oath if you lack standard documentation.6FindLaw. Tennessee Code Title 55 Motor and Other Vehicles 55-50-321
- Two proofs of Tennessee residency. A utility bill, bank statement, or similar document showing your address. For minors, these can be in a parent’s name if you also bring proof of the relationship such as a birth certificate. Your parent or guardian has to be physically present because the affidavit requires their in-person signature at the counter, and they need their own valid Tennessee driver license with them.
Validity Window
During the school year, school-attendance documentation for driver licensing is valid for 30 days from the date the school official signs it. If you don’t make it to a Driver Services Center within that window, you’ll need to go back to your registrar for a new form.2Tennessee Department of Safety and Homeland Security. A summer exception applies: a form dated within the last 30 days of the spring semester stays valid through the summer months until school resumes in August.2Tennessee Department of Safety and Homeland Security. Falling Out of Compliance After You’re Licensed
If you already hold a permit or license and later drop below three passing subjects or exceed the unexcused absence limits, your school is required to notify the Department of Safety. Within five days of that notice, the department sends a letter warning that your license will be suspended 30 days from the mailing date unless you return to compliance and submit proof before that deadline.4Justia. A first withdrawal keeps your license suspended until you return to school and regain satisfactory academic progress, or until you turn 18, whichever comes first. A second or subsequent withdrawal suspends all driving privileges until your 18th birthday no matter what.4Justia. To reinstate after a first suspension, you’ll need a fresh Verification of Enrollment from your registrar certifying that you’re back in compliance.
