Tennessee SNAP, the state’s Supplemental Nutrition Assistance Program, gives monthly food benefits to low-income households through the Tennessee Department of Human Services. For fiscal year 2026, a single person can receive up to $298 a month and a family of four up to $994.1Food and Nutrition Service. SNAP Eligibility You apply online through the One DHS Customer Portal, by mail, or in person at a county DHS office, and most households get a decision within 30 days.
Who Qualifies
Income is the main test. Your household’s gross monthly income (before deductions) cannot exceed 130 percent of the Federal Poverty Level, and net monthly income (after deductions) cannot exceed 100 percent.2eCFR. 7 CFR 273.9 – Income and Deductions The dollar amounts change each October when new poverty guidelines take effect, so check the current numbers on the USDA’s SNAP eligibility page or with your county office. If every member of your household already receives SSI or TANF, categorical eligibility can waive the income and asset tests entirely.
SNAP treats a “household” as people who live together and buy or prepare food together. You must be a Tennessee resident and a U.S. citizen or qualified non-citizen, and every household member needs a Social Security number so the state can verify identity and cross-check employment, tax, and other records.3Tennessee Department of Human Services. Family Assistance Application
Most Tennessee SNAP households are not subject to an asset limit. For households that must meet one, the federal cap is $2,000 in countable resources, or $3,000 if someone in the household is elderly or has a disability. These adjust for inflation each year.4eCFR. 7 CFR 273.8 – Resources Cash, checking, and savings count. Your home and the land it sits on do not.
Non-Citizens
Qualified non-citizens generally wait five years in a qualified status before they can receive SNAP. Several groups skip the waiting period:5Office of the Law Revision Counsel. 8 USC 1612 children under 18; refugees and asylees (for seven years after admission or asylum); Cuban and Haitian entrants; veterans, active-duty service members, and their spouses or unmarried dependent children; trafficking victims; Amerasian immigrants; and certain Hmong and Laotian tribe members who assisted U.S. forces during the Vietnam War, with their spouses and children.
Undocumented individuals are not eligible, but their presence in a household does not disqualify eligible members. The income of ineligible household members is partially counted when the state figures the benefit.
College Students
If you are enrolled at least half-time in college or another higher-education program, you are generally ineligible unless you meet an exemption.6eCFR. 7 CFR 273.5 – Students The common ones: working 20 or more hours a week in paid employment, participating in federal or state work-study during the school term, caring for a child under 6, being a single parent enrolled full-time with a dependent under 12, receiving TANF, or participating in SNAP Employment and Training or a Workforce Innovation and Opportunity Act program. Students under 18 or 50 and older are exempt from the student restrictions, as are students in programs that do not require a high school diploma for admission.
Work Requirements for Adults Without Dependents
If you are 18 to 54, physically able to work, and have no dependents, Tennessee classifies you as an Able-Bodied Adult Without Dependents. You must work, volunteer, or participate in training for at least 20 hours a week (80 hours a month, in any mix) to keep benefits.7Tennessee Department of Human Services. SNAP ABAWD Information Fall short, and your benefits are limited to three months in any 36-month period.8Food and Nutrition Service. SNAP Work Requirements People with documented disabilities, those in treatment programs, and pregnant individuals are generally exempt.
What to Gather Before You Apply
Having your documents ready keeps the application moving. You will need:
- Social Security cards or numbers for every household member.
- Proof of your Tennessee address, such as a recent utility bill, signed lease, or mortgage statement.
- Income records: pay stubs from the last 30 days, plus award letters for Social Security, disability payments, unemployment, or any other unearned income.
- Expense records: rent or mortgage, property taxes, childcare receipts, and medical bills for household members who are 60 or older or have a disability.
The application itself is Form HS-0169, available on the Tennessee Department of Human Services website or in paper form at any county office.3Tennessee Department of Human Services. Family Assistance Application The expense sections matter: shelter costs, dependent care, and out-of-pocket medical costs over $35 a month for elderly or disabled members all reduce your net income and can raise your benefit.9Food and Nutrition Service. Federal rules give the state up to 30 calendar days to issue a decision after it receives your application.12eCFR. 7 CFR 273.2 – Office Operations and Application Processing Some households qualify for expedited processing, with benefits available within seven days. You qualify for expedited service if your household has less than $150 in monthly gross income and less than $100 in liquid resources, or if your combined monthly income and liquid resources are less than your monthly rent and utilities.
A caseworker will contact you within 10 days to schedule an eligibility interview, usually by phone.10Tennessee Department of Human Services. Applying for Services The interviewer reviews your documents and asks about your household’s finances. Missing this call is one of the most common reasons applications stall, so keep your phone number current on the application and answer unknown numbers during this window. After the interview, you get a written notice with your approved benefit amount, certification period, and start date.
How Much You’ll Receive
Benefit amounts depend on household size, income, and allowable deductions. The USDA sets a maximum monthly allotment for each household size. For October 2025 through September 2026, the maximums in the lower 48 states are:1Food and Nutrition Service. SNAP Eligibility
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
- Each additional person: +$218
Most households receive less than the maximum, because the formula assumes you will spend 30 percent of your net income on food. The state calculates net income by subtracting allowable deductions from your gross: a standard deduction based on household size, a 20-percent earned-income deduction, dependent care, excess shelter expenses, and medical costs over $35 a month for elderly or disabled members.2eCFR. 7 CFR 273.9 – Income and Deductions Your benefit is the maximum allotment for your household size minus 30 percent of net income. One- and two-person households that would otherwise fall below $24 a month get a $24 minimum.13Food and Nutrition Service. SNAP COLA Information
Your EBT Card and When Benefits Arrive
Benefits load onto an Electronic Benefit Transfer card mailed to your address. When it arrives, call the number on the card to set a four-digit PIN. Tennessee staggers deposits from the 1st through the 20th of each month based on the last two digits of the head of household’s Social Security number. If those digits are 00 through 04, your deposit lands on the 1st; if they are 89, on the 18th.14Tennessee Department of Human Services. SNAP Benefit Issuance Schedule
The card works like a debit card at authorized grocery stores and farmers markets. You can buy bread, meat, dairy, fruits, vegetables, seeds, and plants that produce food. You cannot use SNAP for alcohol, tobacco, vitamins, medicine, pet food, or hot prepared foods ready to eat at the point of sale.15Food and Nutrition Service. What Can SNAP Buy Tennessee does not participate in the SNAP Restaurant Meals Program, so the card cannot be used at restaurants, even for elderly, disabled, or unhoused cardholders.

Keeping Your Benefits
Tennessee assigns each household a certification period of roughly 3 to 12 months, depending on how stable your income and household situation are. Households made up entirely of elderly or unemployable members with predictable income can get up to a full year. Households with fluctuating income may be certified for only one or two months at a time.17Legal Information Institute. Tenn. Comp. R. and Regs. 1240-01-07-.01
Most Tennessee households fall under simplified reporting, meaning you do not have to report every small income change during the certification period. You must report if your gross monthly income exceeds the limit for your household size. Missing required change forms or simplified reporting forms can get your benefits canceled. Before the certification period ends, the state sends a recertification notice; you complete a new application and sit for another interview to continue. Miss the recertification deadline and your case closes, so you would have to start over.
If You’re Denied or Benefits Are Cut
If your application is denied or your benefits are reduced, Tennessee must send a written notice explaining why. You have 90 days from the date of that notice to request a fair hearing, in writing or by calling and stating that you want to appeal.18Tennessee Secretary of State. Fair Hearing Requests An impartial hearing officer reviews the evidence and decides independently of the caseworker who handled your case.
If you are already receiving benefits and the state is reducing or cutting them off, you can keep your current benefit level during the appeal, but only if your appeal arrives within 10 days of the notice. Appeals filed after 10 days still count within the 90-day window, but benefits do not continue in the meantime.18Tennessee Secretary of State. Fair Hearing Requests One catch: if you lose the appeal, the state can recover the extra benefits you received during the wait as an overpayment. Continued benefits also stop if your certification period ends before the hearing decision.
