Texas CDL Status: Downgrades, Clearinghouse, and Reinstatement

To run a Texas CDL status check, go to the Texas Department of Public Safety Driver License Eligibility portal at texas.gov/licenseeligibility and sign in with your Texas driver license or ID number, your date of birth, and the last four digits of your Social Security number.1Texas.gov. Official Texas Driver License Eligibility System The dashboard shows whether your commercial privileges are active, suspended, downgraded, or disqualified, along with any holds, fees, or documents you still owe.

That’s the whole login. Older guides mention an audit or DD number from the physical card; the current portal doesn’t ask for one. You can print the results page as quick proof for a current or prospective employer, and if the system flags a problem, it usually names the reason and points to what has to happen before your CDL comes back.2Texas.gov. What Your Status Result Actually Means

The portal returns one of a few labels, and the difference between them controls what you can drive and what you have to do next.

Eligible. Your commercial privileges are fully active for the class and endorsements printed on your card.

Ineligible. Your license is suspended or revoked. This typically comes from an administrative action, unpaid surcharges, or a legal violation, and it applies to any motor vehicle, not just a CMV. You can’t legally drive at all until the underlying issue is cleared.

Downgraded. Your basic Class C license still works for a personal vehicle, but your commercial privileges have been stripped. Most drivers who show up as downgraded got there through an expired medical certificate rather than a moving violation.3Department of Public Safety. Commercial Driver License (CDL) Medical Certification Requirement

Disqualified. A federal designation that bars you from operating a CMV for a set period. It comes from serious traffic violations, major offenses such as DUI, or railroad-crossing infractions, and the time out ranges from 60 days to a lifetime ban depending on the offense and whether it’s a repeat.4eCFR. 49 CFR 383.51 – Disqualification of Drivers

One trap worth knowing: driving a commercial vehicle while your CDL is disqualified is itself a disqualifying offense. Getting caught behind the wheel adds a fresh one-year disqualification on top of whatever you were already serving.4eCFR. 49 CFR 383.51 – Disqualification of Drivers

Why Most Downgrades Happen Quietly

If you check your status and it shows downgraded without any traffic incident behind it, the medical certificate is almost always the reason. Federal law requires every CMV driver to carry a valid Medical Examiner’s Certificate (Form MCSA-5876), valid for a maximum of two years and often just one year for drivers with conditions like hypertension, diabetes, or a sleep disorder.5Federal Motor Carrier Safety Administration. For How Long Is My Medical Certificate Valid

When you get or renew a CDL, you self-certify what kind of commercial driving you do. The four federal categories are non-excepted interstate, excepted interstate, non-excepted intrastate, and excepted intrastate.6eCFR. 49 CFR 383.71 – Driver Application and Certification Procedures Most long-haul and regional drivers are non-excepted interstate, which means DPS has to have a current medical certificate on file for you at all times.

When the certificate lapses, DPS downgrades the CDL automatically. No grace period, no courtesy call. One day the card is a CDL; the next it works only as a Class C.3Department of Public Safety. Commercial Driver License (CDL) Medical Certification Requirement Beyond losing your job eligibility, a downgrade can also cost you per diem deductions and other tax benefits that depend on active commercial-driver status.

The recovery is straightforward if you move quickly. If the only reason for the downgrade was a lapsed medical certificate, and you act within 12 months, DPS will restore your previous class and endorsements without a retest. You have to submit a valid medical certificate to the National Registry, your record has to be otherwise eligible, and your license can’t have been expired for more than two years.3Department of Public Safety. How the Drug and Alcohol Clearinghouse Affects Your Status

Since November 2024, the FMCSA Drug and Alcohol Clearinghouse feeds directly into your CDL status. Under the Clearinghouse II rule, state licensing agencies including Texas DPS must remove commercial privileges from any driver whose Clearinghouse status shows “prohibited.” A failed drug test, a positive alcohol result, or a refusal to test triggers an automatic CDL downgrade that follows you across states and carriers.7Drug and Alcohol Clearinghouse. Employers must query the Clearinghouse at least once every 12 months for each CDL driver, so a prospective employer will see the prohibition on a pre-employment check even if the state hasn’t yet processed the downgrade on your record.8Drug and Alcohol Clearinghouse. Clearinghouse Annual Queries

Getting out of prohibited status means completing the full return-to-duty process. You work with a DOT-qualified Substance Abuse Professional who evaluates you, prescribes education or treatment, and re-evaluates you afterward. Only once you pass a return-to-duty test with a negative result does your Clearinghouse status flip to “not prohibited,” which is what lets DPS restore your CDL. The SAP also sets a follow-up testing plan that any future employer has to carry out.9FMCSA Drug and Alcohol Clearinghouse. The Return-to-Duty Process and the Clearinghouse

Getting Your CDL Back

The route back to active status depends on why you lost it, so the first move after a bad result on the eligibility portal is reading the reason the dashboard lists.

A medical-certificate downgrade is the easiest to fix: get the exam, submit the certificate, and if you’re inside the 12-month window your class and endorsements return without retesting.3Department of Public Safety. Commercial Driver License (CDL) Medical Certification Requirement

A disqualification for traffic violations or a major offense means waiting out the full period set by federal law. No fee shortens it. When the period ends, you may owe reinstatement fees and, depending on how long the CDL has been inactive, you may have to retake the knowledge and skills exams.4eCFR. 49 CFR 383.51 – Disqualification of Drivers

A Clearinghouse downgrade has no set clock. Your CDL stays down until the SAP confirms you’ve completed the return-to-duty process, and the sequence has to happen in order, so starting late costs weeks you can’t get back.9FMCSA Drug and Alcohol Clearinghouse.
