Texas Dental Board License: Eligibility, Exams, and Renewal

To get a Texas dental license, you apply to the Texas State Board of Dental Examiners (TSBDE) after graduating from an accredited dental program, passing the required national and clinical exams, passing the Texas jurisprudence assessment, and clearing a fingerprint-based background check. The application fee for a dentist license by examination is $360, with fingerprinting, exam registration, and credential verification adding several hundred dollars more before you can practice.

Who the License Covers

The TSBDE issues separate credentials depending on the role, and the pathway you follow depends on which one you need.1Texas State Board of Dental Examiners. Dental Practice Act and TSBDE Rules

  • Dentists must hold a full dental license (or a temporary, provisional, or faculty license) before treating patients.
  • Dental hygienists must be licensed before performing cleanings, scaling, or other hygiene procedures.
  • Dental assistants must register with the board, with additional certification required for tasks like taking X-rays.

These rules apply in every practice setting in Texas, from solo offices to hospitals. Most of what follows focuses on the dentist license, since that is the longest and most expensive path; hygienists and assistants follow parallel but shorter tracks with their own forms and fees.

Eligibility Requirements

Age and Education

A dentist applicant must be at least 21 years old and hold a DDS or DMD from a dental school accredited by the Commission on Dental Accreditation (CODA).2State of Texas. Texas Occupations Code 256.002 – Minimum Qualifications of Dental Applicant Graduates of non-CODA programs, typically foreign dental schools, can still qualify, but only after completing at least two years of full-time training in an ADA-approved specialty program at a CODA-accredited institution.3Texas State Board of Dental Examiners. Dentist License – Foreign-Educated Graduates

Hygienists must graduate from a CODA-accredited hygiene program. Registered dental assistants follow a separate education and exam track, with a $40 application fee.4Texas State Board of Dental Examiners. Texas State Board of Dental Examiners – Fee Schedule

BLS Certification

Every applicant must hold a current Basic Life Support (BLS) certification that includes a hands-on skills demonstration.3Texas State Board of Dental Examiners. Dentist License – Foreign-Educated Graduates An online-only course will not satisfy this requirement. The American Heart Association’s BLS Provider course is widely accepted, and the completion card is valid for two years.

Background Check

Fingerprinting runs through IdentoGO, the state-approved vendor. After you start your online application, the board emails you instructions and a unique agency service code for scheduling your appointment.5Texas State Board of Dental Examiners. Fingerprint Criminal Background Check A criminal record does not automatically disqualify you, but the board will review the circumstances and may take longer to process your file. Disclose everything upfront; omissions create bigger problems than the underlying history usually does.

The Exams You Have to Pass

National Board

Dentist applicants must pass the Integrated National Board Dental Examination (INBDE), a 500-question multiple-choice test spread across six sections covering biomedical sciences, clinical dental sciences, and patient case scenarios. Scores range from 49 to 99, with 75 required to pass.6Joint Commission on National Dental Examinations. 2026 INBDE Candidate Guide Hygienists take the National Board Dental Hygiene Examination (NBDHE) instead.

Clinical Exam

You must also pass a regional clinical examination that the TSBDE accepts. The board currently validates scores from the ADEX (administered by the American Board of Dental Examiners) and CRDTS-SRTA exams.7Texas State Board of Dental Examiners. Hygienist License – By Credentials These are hands-on tests requiring you to perform actual clinical procedures under observation. Confirm with the TSBDE that your chosen exam is still accepted before you register, since the regional testing picture has shifted in recent years.

Jurisprudence Assessment

Every applicant must pass the TSBDE Jurisprudence Assessment, which tests your knowledge of the Texas Dental Practice Act and the board’s administrative rules.1Texas State Board of Dental Examiners. Dental Practice Act and TSBDE Rules You have to complete it within one year before submitting your application. If you are also pursuing a sedation or anesthesia permit, note that a separate Chapter 110 component covers those rules specifically.8Texas State Board of Dental Examiners. • Official transcripts sent directly from your dental school, showing the date your degree was conferred. If the transcript does not clearly show the award date, include a copy of your diploma.
  • Fingerprint clearance through IdentoGO using the service code the board emails you.5Texas State Board of Dental Examiners. Fingerprint Criminal Background Check
  • A copy of your current BLS card reflecting hands-on skills verification.
  • The TSBDE application form for your license type. Disclose every prior license you have held in another state and any criminal or disciplinary history.

Submitting the Application and How Long It Takes

Applications go through the Health Professions Council online licensing portal at vo.licensing.hpc.texas.gov. You create an account, upload your forms, NPDB report, and transcript copies, and pay the fee electronically. The portal is also where you track status.

The TSBDE asks applicants to allow four to six weeks from receipt of a complete application before checking on it.3Texas State Board of Dental Examiners. Dentist License – Foreign-Educated Graduates Applications filed during graduation season tend to take longer, and anything involving criminal history or past discipline will add review time.10Texas State Board of Dental Examiners. Registered Dental Assistant X-Ray Certification If something is missing, the board will contact you through the portal or by email. Once approved, you receive a license number that lets you practice while your paper certificate is mailed.

If You Are Already Licensed in Another State

Texas does not offer true reciprocity with any state, but it does accept applications by credentials. The fee is $2,945, reflecting that the board is reviewing your practice history rather than fresh exam scores.4Texas State Board of Dental Examiners. You must have actively practiced for at least three of the five years immediately before your application, or served as a dental educator at a CODA-accredited school for the preceding five years. You still have to pass the TSBDE Jurisprudence Assessment within one year of applying, submit verification from every state or jurisdiction where you have held a license, and show 12 hours of continuing education completed in the 12 months before applying, with at least 8 of those hours in clinical or scientific coursework.7Texas State Board of Dental Examiners. Renewal and Continuing Education

Texas dental licenses are renewed every two years.11Texas State Board of Dental Examiners. Dentist License Renewal The renewal fee is $458.50 for a dentist, $225.50 for a hygienist, and $71.50 for a dental assistant. Late fees escalate quickly: a dentist renewing between 1 and 90 days late pays $687.75, and between 91 and 364 days late it climbs to $917. After 364 days the license is canceled, and reinstatement costs $441.4Texas State Board of Dental Examiners. Texas State Board of Dental Examiners – Fee Schedule

Continuing education hours are required each renewal cycle. One component is non-negotiable: any dentist providing direct patient care must complete at least two hours annually of board-approved CE on safe and effective pain management related to opioids and other controlled substances, covering reasonable standards of care, identifying drug-seeking behavior, and communicating with patients about controlled substance prescriptions.12State of Texas. Texas Occupations Code 257.005 – Continuing Education for Dentist and Dental Hygienist CE should come from providers recognized under national standards such as the ADA’s CERP program or the Academy of General Dentistry’s PACE program.13Commission for Continuing Education Provider Recognition. ADA CERP Standards Renewal also requires fingerprint clearance, so you may need another IdentoGO appointment if you have not been printed within the board’s required timeframe.14Texas State Board of Dental Examiners. What the Standard License Does Not Cover

Two things are worth knowing upfront, because a standard dental license does not include them.

Sedation requires a separate TSBDE permit. If your practice involves anything beyond local anesthesia, you need one. Fees run $32 for a nitrous oxide or Level 1 minimal sedation permit and $260 each for Level 2 (moderate), Level 3 (deep), and Level 4 (general anesthesia). All applicants must already hold an active Texas dental license, pass the Chapter 110 jurisprudence component within the year before applying, and submit a fresh NPDB self-query report valid for 60 days.8Texas State Board of Dental Examiners. Anesthesia Permit Application

Prescribing controlled substances requires separate registrations. Your state license does not authorize you to prescribe opioid pain medications or certain sedatives on its own. For that, you need a federal DEA registration, which covers a three-year period, plus a Texas controlled substance registration through the state’s Prescription Monitoring Program. Most new dentists apply for both shortly after receiving their state license, since the inability to prescribe significantly limits what you can do in practice.
