To get a Texas driver license, you need to bring four things to a Department of Public Safety office: proof of identity, proof of U.S. citizenship or lawful presence, your Social Security number, and two documents showing your Texas residence. The required documents for a Texas driver license are set by DPS under 37 Texas Administrative Code Section 15.24, and every item must be an original or a certified copy — no photocopies, no laminated certificates, nothing expired.1Cornell Law School. 37 Texas Admin Code 15-24 – Identification of Applicants
Bring Enough to Get the Gold Star
Since May 7, 2025, federal agencies no longer accept non-REAL ID Texas licenses for TSA airport screening, federal buildings, or nuclear facilities. A REAL ID-compliant Texas license carries a gold star in the upper-right corner.2Texas Department of Public Safety. Federal Real ID Act The only way to get that star is to appear in person with the full document set below. Online renewal will not convert a non-compliant card into a REAL ID.3Texas.gov. If your existing license has no gold star, it still works for driving, banking, and voting inside Texas. You just cannot use it to board a domestic flight or enter a federal building without a backup like a passport.4Transportation Security Administration. REAL ID Frequently Asked Questions
Proof of Identity
DPS ranks identity documents in three tiers: primary, secondary, and supporting. One primary document is enough on its own. Without a primary, you need two secondary documents, or one secondary plus two supporting documents.1Cornell Law School. 37 Texas Admin Code 15-24 – Identification of Applicants
Primary Identity Documents
Any one of these stands on its own:
- Unexpired U.S. passport (book or card)
- A Texas driver license or ID card within two years of its expiration date
- U.S. Certificate of Citizenship or Naturalization showing an identifiable photo
- Unexpired U.S. military ID for active duty, reserve, or retired personnel
- Unexpired Department of Homeland Security document with a verifiable photo, such as a Permanent Resident Card (I-551) or Employment Authorization Card (I-766)
- Foreign passport accompanied by a valid visa and Form I-94
Secondary and Supporting Documents
Secondary documents are government-issued records like a certified birth certificate from a state bureau of vital statistics or a Consular Report of Birth Abroad. Supporting documents are less formal identity records: voter registration cards, school transcripts, military discharge papers, and Social Security cards all count.1Cornell Law School. 37 Texas Admin Code 15-24 – Identification of Applicants
A common combination for someone without a passport is a certified birth certificate (secondary) plus a Social Security card and a school or voter registration record (two supporting).
Proof of U.S. Citizenship or Lawful Presence
Identity and legal status are checked separately. A passport can cover both, but many identity documents do not — a Texas ID card proves who you are without proving you are here legally, so DPS still asks for citizenship or lawful presence evidence.
U.S. citizens can use a birth certificate from any state’s bureau of vital statistics, a U.S. Certificate of Naturalization, or a Consular Report of Birth Abroad (Form FS-240) for citizens born to American parents overseas.6Texas Department of Public Safety. U.S. Citizenship or Lawful Presence Requirement
Non-citizens present documentation of authorized stay, such as a valid Permanent Resident Card or Employment Authorization Document. DPS verifies these against Department of Homeland Security databases. If your legal presence has an end date, your Texas license will expire on that same date. A work visa good for two more years produces a license good for two more years.6Texas Department of Public Safety. U.S. Citizenship or Lawful Presence Requirement
Social Security Number
You must show your full nine-digit Social Security number on one of the following:
- Original Social Security card
- W-2 form
- 1099 form
- 1098 tax form from the most recent tax year
7Texas Department of Public Safety. Two Documents Proving Texas Residency
You need two printed documents showing your name and physical Texas address. The name and address on each must match your application exactly, and the address cannot be a P.O. box. Common choices include:
- Utility bills for electric, water, gas, internet, or cell phone service, dated within 180 days of your application
- A current homeowner’s or renter’s insurance policy or statement
- Mortgage statements
- W-2, 1099, or 1098 tax forms from the most recent year
The full list is broader. Streaming service bills and lawn care invoices also qualify, as long as they show your residential Texas address.7Texas Department of Public Safety. Texas Residency Requirement for Driver Licenses and ID Cards
If Nothing Is in Your Name
Someone at the same address can vouch for you using the Texas Residency Affidavit (Form DL-5). They complete Section B and bring their own two residency documents. If the person vouching is not a family member, they must come with you to the DPS office and show acceptable identification of their own.9Texas Department of Public Safety. Texas Residency Affidavit (DL-5)
The other path uses a notarized letter from a government entity, nonprofit, homeless shelter, or assisted living facility confirming your address. A representative signing that letter does not need to accompany you.
Name Change Documents
If your current legal name does not match the name on your identity documents, you must connect the two on paper. DPS also requires you to visit a driver license office within 30 days of any name change.10Texas Department of Public Safety. How to Change Information on Your Driver License or ID Card
For a marriage-related change, bring an original marriage license, divorce decree, annulment document, or Department of State Health Services marriage verification letter. For a name change unrelated to marriage, bring a certified court order, an amended birth certificate, or a Certificate of Naturalization.10Texas Department of Public Safety. How to Change Information on Your Driver License or ID Card
This is where applicants get stuck. If you married ten years ago and never updated your license, DPS still needs the original marriage certificate now. Every step from your birth name to your current name has to be documented, with no gaps. Any document in a language other than English must come with a certified English translation.
Rules That Apply to Every Document
DPS will not accept photocopies. It will not accept notarized copies of originals. It will not accept certified documents that have been laminated. Every document must be unexpired at the time of your appointment.
License specialists check each item in front of you, and identity documents are run against federal and state databases during the appointment. If something is missing or looks wrong, the specialist will stop the process and ask you to come back.
Why It Is Not Worth Improvising
Providing false information on a driver license application is a Class A misdemeanor in Texas, punishable by up to one year in jail and a fine of up to $4,000. The same charge applies to possessing a fictitious or altered license, lending your license to someone else, or using another person’s license as your own.11State of Texas. Texas Transportation Code 521-451 – General Violation
If you are one document short on the day of your appointment, reschedule. That is the safer move by a wide margin.
