Texas Form H2588, Workforce Orientation Referral: Deadlines and Appeals

Texas Form H2588, the Workforce Orientation Referral, is a one-page slip your Texas Works advisor hands you during your TANF application interview. You take it to a Workforce Solutions office, attend the Workforce Orientation for Applicants, and the office sends the completed form back to the Texas Health and Human Services Commission (HHSC) as proof you showed up.1Texas Health and Human Services. Form H2588, Workforce Orientation Referral Attendance is a condition of approval: if a required adult skips the orientation without a valid reason, HHSC denies the TANF application.2Texas Health and Human Services. Texas Works Handbook A-2210, Requirements

Each caretaker and second parent in the household gets their own H2588, with a box at the top marking that person’s Potential Choices Status as either Mandatory or Exempt. Read that box first. It tells you whether this requirement applies to you specifically.2Texas Health and Human Services. Texas Works Handbook A-2210, Requirements

What the Advisor Fills In Before You Leave

You don’t complete this form at home. Your advisor fills in the top during the interview and signs and dates it. The fields are:

  • Client Name, Case Name, and Case Number (if you’re reopening a prior TANF case, your old case number goes here).1Texas Health and Human Services. Form H2588, Workforce Orientation Referral
  • Client Number, Application File Date, and your date of birth.
  • Social Security Number, used for identity verification and employment tracking.
  • TP-61 Household (Yes or No) and Potential Choices Status (Mandatory or Exempt).
  • The HHSC office fax number, so Workforce Solutions can fax the completed form back after you attend.1Texas Health and Human Services. Form H2588, Workforce Orientation Referral

Part A (Regular Orientation) and Part B (Alternative Orientation) at the bottom stay blank. Workforce Solutions staff fill in whichever part applies after you attend.

The advisor prints an original and three copies. You receive the original and one copy, Choices staff at Workforce Solutions get a copy the same day, and the third copy stays in your HHSC case record.1Texas Health and Human Services. Form H2588, Workforce Orientation Referral Before you walk out, check every field. A wrong Social Security number or a misspelled name can slow everything down. Keep your copy. It’s your proof that the referral was made.

Where to Take It and By When

You carry the original H2588 and your copy to a Workforce Solutions office in person. It isn’t a mail-in form. Staff there keep the copy you bring and send the completed original back to HHSC, often by fax to the number printed on the form, once you’ve attended the orientation.1Texas Health and Human Services. What Happens at the Orientation

The Workforce Orientation for Applicants is a session run by Workforce Solutions that introduces the employment services available through the Choices program, including job training, child care assistance, and transportation support, along with the time-limited nature of TANF cash assistance.4Workforce Solutions Northeast Texas. Afterward, Workforce Solutions staff sign and date Part A on your H2588 (or Part B, if you attended an alternative session), stamp it, and record the date you attended. The completed form goes back to your Texas Works advisor. That return is what lets HHSC move forward on certifying your benefits.

If You Can’t Make the Regular Session

Not being able to attend the scheduled orientation doesn’t excuse you from the requirement. You attend an alternative orientation instead, which can be an individually scheduled appointment or a phone session arranged by the local Workforce Development Board.6Legal Information Institute. Texas Administrative Code 372.1252 – TANF Workforce Orientation

Circumstances that qualify you for an alternative session include:2Texas Health and Human Services. Texas Works Handbook A-2210, Requirements

  • No available transportation, or a disruption in your usual transportation.
  • Living more than 30 miles from the nearest orientation site.
  • Caring for a child under four months old.
  • A work or school schedule that conflicts with the session.
  • Your own illness or injury, or that of a household member who needs your care.
  • Family violence that would be made worse by attending.

The only recognized good cause for skipping the orientation entirely, regular and alternative both, is being hospitalized or bedridden with a severe illness.2Texas Health and Human Services. Texas Works Handbook A-2210, Requirements

Two situations protect you if the system itself is the problem. If you try to attend an alternative orientation within the pending period but the local board doesn’t offer one in time, HHSC may treat your good-faith effort as compliance.6Legal Information Institute. Texas Administrative Code 372.1252 – TANF Workforce Orientation And if no orientation of any kind is available in your county within the 10-day window, HHSC won’t hold it against you.2Texas Health and Human Services. If You Miss It

When a required adult doesn’t attend either the regular or an alternative orientation, HHSC denies the TANF application. The advisor is required to warn you before certification that attendance is mandatory and to list it as a required action on Form H1020, Request for Information or Action.2Texas Health and Human Services. Texas Works Handbook A-2210, Requirements A TANF denial on this basis does not stop HHSC from processing your Medicaid or SNAP applications; those continue separately.

If You Think the Denial Was Wrong

You can request a fair hearing if HHSC denies your TANF application for a missed orientation and you believe the decision was wrong, whether because you did attend and the paperwork wasn’t processed, or because a qualifying circumstance applied. You have 90 days from the date of the denial notice or the effective date on the Notice of Case Action to file.7Texas Health and Human Services. Fair and Fraud Hearings

You can file the request in writing, by calling 2-1-1, or by going to a local HHSC office. Requests after the 90-day deadline are reviewed for good cause.7Texas Health and Human Services.
