To get a Texas learner permit, you must be 15 to 17 years old, complete the classroom portion of an approved driver education course, pass the written knowledge exam, and apply in person at a Department of Public Safety office with proof of identity, Texas residency, and school enrollment. The permit costs $16, stays valid until your 18th birthday, and lets you practice driving only when a licensed adult who is at least 21 and has at least one year of driving experience sits in the front passenger seat. These are the core Texas learner permit requirements, and the sections below walk through each one in the order you will encounter it.
Who Qualifies for a Learner Permit
Texas Transportation Code Section 521.222 allows the Department of Public Safety to issue a learner license to applicants who are at least 15 but not yet 18, once they have completed the classroom portion of an approved driver education course and passed the written knowledge exam.1State of Texas. Texas Transportation Code 521.222 – Learner License The permit is part of the state’s Graduated Driver License program, which phases in driving privileges as a new driver gains experience.
If you are 18 or older, the learner permit is not your path. Adults apply directly for a driver license, though first-time applicants between 18 and 24 must complete a six-hour adult driver education course before testing.2Texas Department of Public Safety. Completing Driver Education First
You cannot apply for the permit until you have finished the classroom hours of an approved driver education program. Teens have three options: a commercial driving school, a parent-taught course, or a high school program. All three include classroom instruction and behind-the-wheel training. Many courses also administer the written knowledge test, which lets you skip taking it again at the DPS office.
Documents You Need to Bring
Paperwork is where most applicants stumble, so gather everything before scheduling an appointment. Applicants younger than 17 years and 10 months fill out Form DL-14B, which includes a parental consent section.3Texas Department of Public Safety. Texas Driver License or Identification Card Application DL-14B Older applicants use Form DL-14A.4Texas Department of Public Safety. Texas Driver License or Identification Card Application DL-14A Both ask for height, weight, and medical history.
You also need to prove identity, legal presence, and Texas residency. For identity and legal presence, bring an original birth certificate or a valid U.S. passport along with your Social Security card. For residency, bring two documents showing your name and Texas address, such as utility bills, bank statements, or government mail. The residency documents must be dated within 180 days of your application.5Texas Department of Public Safety. Texas Residency Requirement for Driver Licenses and ID Cards
Verification of Enrollment for Minors
Applicants under 18 who have not graduated need a Verification of Enrollment and Attendance (VOE) form from their school, signed by an administrator. This is a separate legal requirement under Texas Transportation Code Section 521.204.6State of Texas. Texas Transportation Code 521.204 – Restrictions on Minor VOEs issued during the school year expire 30 days after issuance. A VOE issued in the last five days of the school year expires on the first day of the following school year.7Texas Department of Public Safety. Verification of Enrollment and Attendance VOE Form Time your application so the form does not lapse before your appointment.
The Application Visit
Schedule an appointment through the DPS website. Walk-ins are accepted at some offices, but waits can stretch for hours without one. The application fee for a learner license is $16 and is non-refundable, so verify your documents before you go.8Texas Department of Public Safety. Driver License Fees
Vision Screening
Every applicant takes a vision test at the DPS office. The standard for unrestricted driving is 20/40 or better in each eye and both together. Weaker vision may still qualify you with restrictions such as corrective lenses, and vision below a certain threshold results in a failure.9Cornell Law Institute. 37 Texas Admin Code 15.51 – Vision Tests
Knowledge Exam
If your driver education course did not include the written test, you take a computer-based exam at the DPS office. It covers 40 questions on Texas traffic laws, road signs, and safe driving, and you need at least 70 percent (28 correct) to pass. Once approved, you leave with a temporary paper permit the same day. The permanent plastic card arrives by mail within two to three weeks.2Texas Department of Public Safety. Apply for a Texas Driver License
Rules While Driving on the Permit
A learner permit does not let you drive alone. Every time you get behind the wheel, a licensed driver who is at least 21 and has at least one year of driving experience must sit in the front passenger seat.1State of Texas. Texas Transportation Code 521.222 – Learner License The supervising driver can be charged with an offense if they fall asleep, are intoxicated, or are otherwise unable to watch the road while you drive.
Carry the physical permit with you whenever you drive. Driving without a proper accompanying adult is treated as unlicensed operation, which is a Class C misdemeanor carrying a fine of up to $500.10State of Texas. Texas Transportation Code 521.457 Repeat violations become a Class B misdemeanor with potential jail time and fines up to $2,000.
Insurance on the Practice Vehicle
Texas does not require a teen with a learner permit to carry a separate auto insurance policy, because the teen usually practices in a parent’s or guardian’s vehicle and is covered under that policy.11Texas Department of Insurance. Adding a Teen Driver to Your Insurance Policy Notify your insurer that a teen is learning to drive in your car. Skipping that step can give the insurer grounds to deny a claim, void the policy, or refuse renewal if a crash happens.
Moving From Permit to Provisional License
The permit is a stepping stone. To earn a provisional license and drive independently, a minor must hold the learner permit for at least six months.12Texas Department of Public Safety. Graduated Driver License GDL and Hardship License Any suspension during that period extends the waiting time by the length of the suspension.
During the holding period, the teen must log at least 30 hours of supervised behind-the-wheel practice, with at least 10 of those hours at night, all with a licensed driver age 21 or older in the vehicle.13Texas Department of Public Safety. Texas Provisional License as a Teen Parent-taught programs track these hours themselves; commercial schools handle the logging as part of the course.
Before the road test, teens 15 to 17 must complete the free Impact Texas Teen Drivers video, a two-hour online module on distracted driving and crash prevention.14Texas Department of Public Safety. Impact Texas Drivers ITD Program The completion certificate is valid for only 90 days, so do not finish the video too far ahead of your road test appointment.
The road test itself happens at a DPS office or an authorized third-party testing location. The vehicle used must pass a safety check and have current registration, a passing inspection, and valid insurance that does not list the applicant as an excluded driver.15Texas Department of Public Safety. Transferring a Permit From Another State
If your family moves to Texas and you hold a valid learner permit from another state, U.S. territory, or certain countries including Canada, you can surrender it for a Texas learner permit without retaking the knowledge exam.16Texas Department of Public Safety. Moving to Texas – A Guide to Driver Licenses and IDs The catch: Texas requires anyone issued a Texas learner permit to hold it for six months before advancing, no matter how long you held the out-of-state permit.12Texas Department of Public Safety.
