To meet the Texas Journeyman Plumber license requirements, you need a qualifying prior credential (an active Plumber’s Apprentice Registration, Tradesman Plumber-Limited License, or out-of-state Journeyman license), at least 8,000 hours of plumbing work under a Responsible Master Plumber, a 48-hour board-approved training program, a fingerprint-based background check, and a passing score on both the written and hands-on portions of the state exam.1Legal Information Institute. 22 Texas Admin Code 363.5 – Journeyman Plumber License The Texas State Board of Plumbing Examiners (TSBPE) runs the process end to end. Plan on roughly $120 in state and vendor fees before your license card arrives, plus the cost of your training program.
Who Can Apply
You must already hold one of three credentials when you apply: a current Plumber’s Apprentice Registration, a current Tradesman Plumber-Limited License, or a current Journeyman Plumber License from another state.1Legal Information Institute. 22 Texas Admin Code 363.5 – Journeyman Plumber License On top of that, you need 8,000 documented hours in the plumbing trade under the supervision of a Responsible Master Plumber, or a Master Plumber licensed in another state. Hours you logged as an Apprentice or as a Tradesman Plumber-Limited count toward that total.2Texas State Board of Plumbing Examiners. Employer Certification Form
The 48-hour training program is the second big requirement. The curriculum breaks into three parts: two six-hour continuing professional education classes, the OSHA 10-Hour Outreach Training course for construction safety, and at least eight additional hours covering material like reading construction drawings and plumbing math.3Texas State Board of Plumbing Examiners. Administrative Rules You are exempt from this classroom requirement if you have already completed a board-approved training program, are enrolled in good standing in a U.S. Department of Labor Office of Apprenticeship program, or hold a current Journeyman license from another state.1Legal Information Institute. 22 Texas Admin Code 363.5 – Journeyman Plumber License
Credit Toward the 8,000 Hours
If you finished the classroom portion of a DOL-approved apprenticeship or a board-approved training program, you can submit a written request for up to 1,000 hours of credit against the experience requirement.3Texas State Board of Plumbing Examiners. Administrative Rules A registered Plumber’s Apprentice who earns an associate of applied science degree from a TSBPE-approved plumbing technology program combining classroom and on-the-job training can also qualify to sit for the exam through that pathway. Both options require a written request to the board.
Military Service and Out-of-State Routes
Military veterans and active service members who do not hold a current out-of-state license, and have not held a Texas license in the past five years, may have military experience credited toward the 8,000 hours. You submit your DD Form 214 or equivalent along with evidence of plumbing-related training and education from your service.4Legal Information Institute. 22 Texas Admin Code 365.22 – Licensing Procedures for Military Service Members and Veterans A restricted license in another state or an unacceptable criminal history disqualifies you from this pathway.
Texas has reciprocity with Louisiana and Arkansas, but the terms differ. Louisiana applicants must hold both a Journeyman or Master plumbing license and a Journeyman or Master Natural Gas fitter license. Arkansas applicants must have held their plumber license for at least four years.5Texas State Board of Plumbing Examiners. Reciprocal License Verification Form If you are licensed in another state but do not qualify for reciprocity, you apply through the standard Out-of-State Examination Request process and sit for the Journeyman exam.
Fingerprinting and Background Check
Every new license applicant has to complete a fingerprint-based background check through IdentoGO, which forwards your prints to the Texas Department of Public Safety and the FBI.6Texas State Board of Plumbing Examiners. Fingerprint Instructions for Plumbers The fee is $39.05, paid to IdentoGO at your appointment. Cash and personal checks aren’t accepted. Schedule through the TSBPE registration page on the IdentoGO site, and when the system asks for an “Authorization code,” select “No.”
Allow 45 days for the results to reach TSBPE. Prints taken for another agency’s background check don’t count. If 45 days pass and your status still hasn’t updated on the TSBPE Public License Search, email your IdentoGO receipt, name, license number, and phone number to fingerprints@tsbpe.texas.gov.6Texas State Board of Plumbing Examiners. Documents You’ll Need to File
The Employer’s Certification Form is the center of your application. A Responsible Master Plumber uses it to verify the exact hours you worked under their supervision.2Texas State Board of Plumbing Examiners. Employer Certification Form If your hours came from more than one employer, you need a separate form from each. Confirm every form carries the Master Plumber’s license number. A missing or wrong number is one of the most common reasons applications stall.
The application itself asks for your full legal name, Social Security number, and current contact information. You must disclose any licenses or registrations you have held in Texas or elsewhere, and attach a valid government-issued photo ID. Forms are on the TSBPE website. Many applicants mail the completed packet to the board in Austin, though some forms can be submitted through the online portal. Mailed payments go by check or money order.
Incomplete applications are the biggest cause of avoidable delay. Missing signatures, blank fields, and illegible handwriting push the timeline back by weeks. Make copies before you send anything, and reconcile the hours and dates on your training certificates and experience forms against what you entered on the application.
What It Costs
- Examination fee: $40, due when you apply to take the exam.
- Initial license fee: $40, due after you pass.
- Fingerprint background check: $39.05, paid to IdentoGO.
Each retake of the exam costs another $40.3Texas State Board of Plumbing Examiners. Administrative Rules All of these fees are nonrefundable. Your 48-hour training program is a separate expense, typically $70 to $250 depending on the provider.
The Exam
Once TSBPE confirms your eligibility, you’ll get instructions for scheduling both a written and a hands-on practical exam at a designated testing center. You need at least 70% on each portion. The exam is not considered passed until both parts are cleared.7Pearson VUE. Texas State Board of Plumbing Examiners Candidate Handbook
Written Portion
The written exam covers the Texas Plumbing Code, plumbing theory, and state regulations. Expect pipe sizing, fixture unit calculations, venting rules, and code compliance questions. The TSBPE’s Journeyman Examination Review Course outline is a good guide to how topics are weighted.
Practical Portion
The hands-on shop work tests whether you can actually build what the written exam asks about. You will measure, cut, assemble, and fit five pipe and fitting types:8Texas State Board of Plumbing Examiners. Journeyman Plumber Examination Review Course
- Solvent-cemented PVC
- Soldered copper
- Brazed copper
- Threaded steel
- Compression-band cast iron
You also have to identify proper and improper water heater installations, then design a two-story sanitary drainage and vent system for up to 10 common plumbing fixtures and install the design into a scaled-down model using miniature pipe and fittings. The drainage and vent layout is where many candidates struggle, so practice it before test day. Current Tradesman Plumber-Limited licensees are exempt from the hands-on shop work and the two-story system design portions.8Texas State Board of Plumbing Examiners. What the License Lets You Do
A Journeyman Plumber license authorizes you to install, alter, and repair plumbing in any type of building, from single-family homes to commercial high-rises and industrial facilities.9State of Texas. Texas Occupations Code Chapter 1301 – Plumbers That is a real jump from the Tradesman Plumber-Limited license, which only covers one- and two-family dwellings.
You work under the general supervision of a Responsible Master Plumber, but general supervision does not mean the Master has to be on site next to you. You can run jobs independently as long as a Master Plumber oversees the work overall, and you can supervise Plumber’s Apprentices under the same license. Specialized endorsements (medical gas piping, multipurpose residential fire sprinklers, and water supply protection) are available after licensure, each with its own 24-hour course, $27 exam, and $14 endorsement fee.10Texas State Board of Plumbing Examiners. Endorsements
Renewing Your License
The Journeyman license renews annually. The fee is $40, and you must complete six hours of continuing professional education through a TSBPE-approved provider before you renew.11Texas State Board of Plumbing Examiners. Continuing Education Overview A Medical Gas endorsement adds another two hours of CPE every three years, specific to that endorsement. Confirm your provider is approved before enrolling, since the board only awards credit for approved courses.
If you hold both a Journeyman and a Master Plumber license, you only pay the renewal fee for the Master.12Texas State Board of Plumbing Examiners. Journeyman Plumber Miss the deadline and late fees kick in: $20 within 90 days of expiration, $40 after that. During any lapse you are considered unlicensed and cannot legally perform plumbing work, and the unlicensed period stays on your record.3Texas State Board of Plumbing Examiners. Administrative Rules
Penalties for Working Without a Valid License
Working without a valid license carries consequences at three levels. TSBPE can impose administrative penalties of up to $5,000 per violation, and each day the violation continues counts as a separate offense. A civil penalty of $50 to $1,000 per day can also be assessed after notice. Performing plumbing work without the required license, registration, or endorsement is a Class C misdemeanor under criminal law.9State of Texas. Texas Occupations Code Chapter 1301 – Plumbers A lapsed renewal is treated as unlicensed work during the gap, so staying current on CPE and the annual fee matters as much as earning the license in the first place.
