To meet the Texas RMP license requirements, you must already hold a Master Plumber license, complete a board-approved course on plumbing business and law, carry at least $300,000 in commercial general liability insurance, and file an application with the Texas State Board of Plumbing Examiners. The Responsible Master Plumber designation is what actually lets a plumbing business advertise, bid work, pull permits, and contract with customers in Texas. Start With the Master Plumber License
The RMP designation sits on top of a Master Plumber license, so that credential comes first. The TSBPE lets you sit for the Master Plumber exam if you meet one of three experience thresholds:2Texas State Board of Plumbing Examiners. Master Plumber
- You hold a current Journeyman Plumber license (Texas or another state) and have held it for at least two years.
- You hold a Journeyman license for at least one year and have completed a training program approved by the U.S. Department of Labor Office of Apprenticeship.
- You hold a Master Plumber license from another state and previously held a Journeyman license for at least two years, or one year with a DOL-approved apprenticeship.
The Master Plumber exam is a written test covering the state plumbing code, mathematics for pipe sizing and system design, and TSBPE administrative rules.3Pearson VUE. It does not, on its own, let you offer plumbing services to the public for compensation. That takes the RMP designation.
Training Required for the RMP
Once you have the Master license, you need to complete a board-approved course on plumbing business and law. The curriculum focuses on the legal side of running a plumbing company: contract obligations, labor regulations, supervision responsibilities, and the administrative rules you will be held accountable for as the licensed person a business operates under. Insurance You Have to Carry
Every RMP must hold a Certificate of Insurance showing at least $300,000 in commercial general liability coverage for all claims in a one-year period.5State of Texas. The insurer must be authorized to do business in Texas or qualify as an eligible surplus lines insurer under the Insurance Code.
This coverage is not a one-time filing. It must stay active for as long as you hold the RMP designation. If the policy lapses, you lose the ability to pull permits and the business cannot legally keep operating. Annual premiums for commercial general liability insurance on a small plumbing operation typically run several thousand dollars, though the exact cost depends on claims history, employee count, and coverage limits.
Applying for the RMP Designation
You can apply online through the TSBPE website or by paper application through U.S. mail. Either route asks for your current Master Plumber license number, verified contact information, and a Certificate of Insurance signed by your insurance agent.6Texas State Board of Plumbing Examiners. Responsible Master Plumber If you operate under a business name or corporate structure, the legal name registered with the Texas Secretary of State must appear on the application and match the name on your insurance certificate exactly. A mismatch between those names is one of the most common reasons applications get rejected.
Fees
The initial RMP application fee is $225. If you apply during your renewal window, which opens 90 days before your Master Plumber license expiration date, you pay only the $300 renewal fee and skip the separate $225 application fee.6Texas State Board of Plumbing Examiners. Late Renewal Penalties
If your RMP designation expires, late fees stack on top of the standard $300 renewal fee:
- Expired less than 90 days: $150 late fee.
- Expired more than 90 days: $300 late fee.

What the Designation Lets You Do
Under Texas Occupations Code ยง 1301.351, any person or company that advertises or offers plumbing services must secure the services of at least one RMP.1State of Texas. A plumbing company without an active RMP cannot advertise, bid on jobs, or operate.
The authority comes with personal accountability. The RMP is responsible for the general supervision and management of every apprentice, tradesman, and journeyman working under the license, and everyone doing licensed plumbing work must hold the appropriate credential for that work.7Texas State Board of Plumbing Examiners. When an inspector finds a code problem, the first call goes to the RMP, not the person who installed the pipe.
Keeping the Designation Current
Holding a Master Plumber license, whether or not you also carry the RMP designation, requires completing six hours of continuing professional education before each renewal.8Texas State Board of Plumbing Examiners. Continuing Education Overview Those hours must come from TSBPE-approved providers and generally cover updates to the plumbing code, safety practices, and administrative rule changes. If you do not finish your CPE before the renewal date, you cannot renew, which puts you into the late-fee schedule and the unlicensed gap.
Penalties for Operating Without an RMP

- Advertising plumbing services without an RMP: $2,500 per violation.
- Contracting or offering to perform plumbing without an RMP: $5,000 per violation.
