Texas Military Driver’s License: Renewals, Exemptions, Veteran Perks

If you are active-duty military stationed in Texas but your home of record is somewhere else, you do not need a Texas driver’s license at all. You can drive on your valid out-of-state license for as long as you are stationed here, and the same exemption covers your spouse and dependent children. If Texas is already your home state and you hold a Texas license, your license stays valid past its printed expiration date for the entire length of your service, and you can renew by mail from any duty station in the world.1State of Texas. Nonresident Military Exemption

Texas Transportation Code Section 521.027 exempts a nonresident on active duty in the U.S. armed forces from the Texas license requirement, provided they carry a valid license from their home state or Canadian province. The exemption extends to the spouse and dependent children of that service member as long as each also holds a valid license from their home state or province.1State of Texas. The word to watch is “nonresident.” If your home of record is another state, you can drive on that state’s license in Texas indefinitely. If Texas is your home of record, the exemption is not for you — the extension and renewal rules below are.

Your Texas License Stays Valid While You Serve

A Texas driver’s license held by an active-duty service member remains valid past its printed expiration for the full length of that person’s military service. You do not have to renew before deploying, and you do not have to worry about the printed date lapsing while you are away. To drive on an expired-but-extended Texas license, carry the license together with your valid military identification card.2Department of Public Safety. The extension applies to military spouses and dependents on the same terms, and it holds as long as the license has not been suspended, cancelled, or revoked. A PCS move will not force an emergency renewal just because the card shows an old date.

Renewing By Mail From a Duty Station

Active-duty members, their spouses, and their dependents can renew a Texas license by mail from anywhere in the world. Your mailing needs to include:

  • Application Form DL-14A, filled out completely, including the medical history questions. Class A or B non-CDL holders also complete Form CDL-2.
  • A clear copy of the front and back of your military ID card. If the Texas license has been expired more than two years, add a copy of the expired license.3Texas Department of Public Safety.   • Proof of U.S. citizenship or lawful presence.
  • Two proofs of Texas residency. A current military document showing your residential address is acceptable.
  • Form DL-63 eye exam, completed by an eye specialist.
  • A 2×2 passport-style color photo.
  • A signature sample in black ink on a blank piece of paper.

Two features favor military applicants. You can renew even if your license has been expired more than two years, a door that closes for civilians after that mark. You can also ask that your current out-of-state address print on the renewed card instead of a Texas address.2Department of Public Safety. Renew or Replacing Your DL or ID While You Are Out-of-State

Processing runs several weeks. The new card ships to any address you provide, including an overseas station.

The 90-Day Window After You Separate

The extension does not switch off the moment you leave the service. Texas administrative rules give you up to 90 days after separation to keep driving on your extended license while you complete a renewal.5Legal Information Institute. 37 Texas Administrative Code 15.33 – Renewal of Texas License With Validity Period Extended by Military Service

If the license expired more than two years before its original expiration date, you will need to bring both the expired-but-extended Texas license and your DD-214 when you renew. Do not let the 90 days pass without acting. Driving after that grace period ends puts you in the same position as any unlicensed driver, which in Texas starts as a Class C misdemeanor and escalates for repeat offenses or if you are also uninsured.

Skipping the CDL Road Test With Military Experience

Veterans and active-duty members who drove heavy vehicles in the military can skip the CDL road skills test when moving to a civilian commercial license. The federal Military Skills Test Waiver Program, authorized under 49 CFR 383.77, allows states to substitute qualifying military driving experience for the hands-on skills exam.6Federal Motor Carrier Safety Administration. To qualify you must meet all of the following:

  • Within the last 12 months, you were employed in a military position that required operation of a vehicle equivalent to a civilian commercial motor vehicle.
  • You operated that type of military vehicle for at least the two years immediately before discharge or application.
  • You certify that your license has not been suspended, revoked, or cancelled, and that you have no disqualifying CDL offenses.6Federal Motor Carrier Safety Administration. Military Skills Test Waiver Program
  • A commanding officer completes a portion of CDL-3A verifying your driving experience and the vehicle types you operated. Their contact information must be legible because DPS may call to verify.7Texas Department of Public Safety. Application for Military Skills Test Waiver – CDL-3A

Two limits matter. The waiver covers only the skills test, so you still have to pass every written CDL knowledge exam for the class and endorsements you want, including topics such as air brakes and combination vehicles. Adding a Veteran Designation

Texas prints a “VETERAN” designation on the driver’s license or ID card at your request. It is free at a scheduled renewal or original application. If you want it added between renewals, you pay the standard duplicate license fee, and disabled veterans who qualify for the fee exemption pay nothing in either case.8Department of Public Safety. Visit a driver license office and bring one of the following:

  • DD-214 (Certificate of Release or Discharge)
  • DD-215 (Correction to DD-214)
  • NGB-22 (National Guard Report of Separation)
  • A VA proof-of-service letter or disability letter
  • A Veterans Identification Card

You must have received an honorable discharge or a general discharge under honorable conditions.8Department of Public Safety. Driver License and Identification Services for Veterans

Free License for Disabled Veterans

A veteran with a service-connected disability rating of at least 60% may qualify for a free Texas driver’s license or ID card. Eligibility requires an honorable discharge, federal disability compensation, and no obligation to register as a sex offender. REAL ID and Your Military ID

REAL ID enforcement began May 7, 2025. Since that date, you need a REAL ID-compliant driver’s license or an acceptable alternative to board domestic flights and enter federal facilities. Military members and their families already carry accepted alternatives: Department of Defense Common Access Cards, uniformed services ID cards including retiree and dependent IDs, and Veterans Health ID cards are all accepted at federal and military installations.9Defense Logistics Agency. If your Texas license is not yet REAL ID-compliant, meaning it does not carry a gold star, you can request the upgrade at your next renewal. The out-of-state mail renewal can produce a REAL ID-compliant card as well, provided you include the additional proof-of-citizenship documentation REAL ID requires.
