Transitional Food Stamps in California: Eligibility, Duration, and Amount

Transitional food stamps in California, formally called Transitional CalFresh (TCF), give families up to five months of continued food benefits after their CalWORKs cash aid ends.1California Legislative Information. California Welfare and Institutions Code 18901-6 You don’t apply. If your household was receiving both CalWORKs and CalFresh in the month your cash aid closed, the county converts you to TCF automatically, and food benefits keep arriving on the same EBT card.

Who Gets Transitional CalFresh Automatically

You qualify if at least one person in your household received both CalWORKs cash aid and CalFresh in the month CalWORKs ended.2Los Angeles County Department of Public Social Services. 63-504.13 Transitional CalFresh The county pulls the conversion together from information already in your file. Nobody will call you to set it up, and you won’t be asked to turn in paperwork for it.

TCF is for households leaving CalWORKs “in good standing.” The common reason is a positive one: earnings went up, hours increased, or the CalWORKs time limit was reached. Households leaving a Tribal TANF program qualify under the same rules.3Santa Clara County Social Services Agency. Transitional CalFresh Benefits

Who Doesn’t Qualify

Some household members are blocked from TCF individually. That includes anyone disqualified for an Intentional Program Violation (a fraud-related CalFresh disqualification) and anyone identified as a fleeing felon or probation or parole violator. The rest of the household can still receive TCF.

The entire case is ineligible when:

That last one trips people up. If a SAR 7 is due around the time your CalWORKs is closing, turn it in. Skipping it ends your TCF eligibility along with your cash aid.

How Long the Benefits Last

TCF runs for five consecutive months, starting the first day of the month after CalWORKs closes.2Los Angeles County Department of Public Social Services. 63-504.13 Transitional CalFresh If your cash aid ends in March, your TCF covers April through August. There is no extension beyond five months.

Benefits can stop early if you reapply for and are approved for CalWORKs, if a household member becomes eligible for CalWORKs or regular CalFresh in a different household, or if you ask to have TCF discontinued. If you apply for regular CalFresh during the TCF period and are approved, TCF ends and standard rules take over; the new amount could be higher or lower than TCF was paying.3Santa Clara County Social Services Agency. How Much You’ll Receive

Your TCF amount is based on the “base month,” which is the last month you received both CalWORKs and CalFresh. The county takes your CalFresh allotment from that month and removes the CalWORKs grant from the income side of the calculation, since you no longer get it.6Santa Clara County Social Services Agency. General TCF Guidelines – Section: Benefit Calculation The practical result for most households: your TCF benefit comes in higher than your prior CalFresh amount, because the cash grant was counted as income that pulled your food benefit down.

New income that caused the CalWORKs closure, like a raise or extra hours, is not factored in. The county uses only what was on file during the base month, and your benefit stays at that level for all five months. One exception: if a federal cost-of-living adjustment takes effect during your TCF period, your benefit is adjusted upward.2Los Angeles County Department of Public Social Services. 63-504.13 Transitional CalFresh SNAP allotments update every October 1, so a TCF period that crosses that date could see a small bump.7Food and Nutrition Service. No Reporting While You’re on TCF

During the five months, you’re exempt from the usual CalFresh reporting rules. You don’t have to report changes in income, household size, where you live, or your expenses. County workers also aren’t required to act on third-party information about your household.3Santa Clara County Social Services Agency. Transitional CalFresh Benefits If your paycheck changes, you don’t owe the county a form about it. The amount stays fixed for the period.

The card itself works the same as always. You can buy any food or drink with a Nutrition Facts label, including bread, produce, meat, dairy, cereal, and snacks. You can’t use it for alcohol, tobacco, vitamins, supplements, hot prepared food, or non-food items like diapers, cleaning supplies, or pet food.8Food and Nutrition Service. Recertifying Before TCF Ends

TCF ends automatically after five months. If you still need food help, you have to recertify for regular (non-assistance) CalFresh before the clock runs out. Miss it and benefits stop; there is no grace period.

The county sends a Notice of Expiration of Certification with a recertification packet, usually during the fourth month of your TCF period.9California Department of Social Services. All County Letter 11-70 – Transitional CalFresh Recertification Process To keep benefits uninterrupted, file the application by the 15th of the final month of TCF and complete an interview. Most interviews are by phone, but you can ask for an in-person one.10California Department of Social Services. Recertification for CalFresh Benefits

Regular CalFresh, unlike TCF, asks you to verify current income, expenses, and household composition. You’ll have at least 10 days after the interview to supply any proof the county asks for.10California Department of Social Services. Recertification for CalFresh Benefits Turn in documentation for deductible expenses, including rent, utilities, child care, and medical costs. Those deductions reduce countable income and raise your benefit; without proof, the county acts as if the expense doesn’t exist.

Other Help During the Transition

Transitional Medi-Cal

Federal law requires states to continue Medicaid, called Medi-Cal in California, for up to 12 months for families leaving welfare because of increased earnings.11Medicaid.gov. Implementation Guide – Transitional Medical Assistance The first six months are available regardless of income, as long as you were on aid for at least three of the past six months, still live in California, and have a child in the home. A second six months is available if your earned income stays at or below 185% of the federal poverty level. Health coverage can run well past the five-month TCF window.

WIC

If your household includes someone pregnant or postpartum, an infant, or a child under five, look into the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). WIC offers supplemental foods, nutrition education, and referrals. Receiving CalFresh often makes you automatically income-eligible for WIC, and the two programs can run at the same time without reducing each other.

You don’t need to wait until TCF ends to apply for either program. Starting early keeps you from having a gap in coverage once the five months are up.
