Two Proofs of Virginia Residency: Primary and Secondary Lists

For a Virginia driver’s license or ID card, the two proofs of Virginia residency you bring must each show your full legal name and a physical Virginia street address, and at least one has to come from the DMV’s primary list.1Virginia Department of Motor Vehicles. Primary List (At Least One Required)

These carry more weight because they tie you to an address through a financial or contractual obligation.

  • A deed, mortgage, or monthly mortgage statement.
  • A residential lease agreement.

One inconsistency to know about: the DMV’s general Acceptable Documents form (Form 177) lists cell phone bills as a utility example,2Virginia Department of Motor Vehicles. Getting a Virginia Driver’s License or Identification (ID) Card If you’re applying for a license or ID, bring a different utility bill.

Secondary List (Second Document Only)

You can pair one of these with a primary document.

  • Voter registration card.
  • A current automobile or life insurance bill. Insurance cards and policy documents alone are not accepted. Homeowner’s insurance is the exception: either the policy or the bill qualifies.3Virginia Department of Motor Vehicles. Qualifying for a Virginia Address Requirement Exception
  • W-2 or 1099 form, no more than 18 months old.2Virginia Department of Motor Vehicles. Acceptable Documents
  • Virginia or federal income tax return from the previous year.
  • Payroll check stub issued within the last two months.2Virginia Department of Motor Vehicles. Acceptable Documents
  • A certified school record or official report card issued within the last year by an accredited school.2Virginia Department of Motor Vehicles. Acceptable Documents

The insurance distinction catches a lot of people. For auto and life insurance, what the DMV wants is the billing statement showing your name and address, not the policy paperwork or the wallet card.

Format and Freshness Rules

Every document must be an original. Photocopies and temporary documents are rejected.1Virginia Department of Motor Vehicles. Paperless billing has an important workaround. If your utility company or bank has gone electronic, you can print the online statement and use the printout as proof of residency; the DMV confirms that printouts of acceptable online residency documents are accepted.4Virginia Department of Motor Vehicles. Dates matter as much as the documents themselves. Utility bills and bank statements must be dated within the last two months.1Virginia Department of Motor Vehicles. Getting a Virginia Driver’s License or Identification (ID) Card W-2 and 1099 forms must be no more than 18 months old. Tax returns and insurance documents must be from the current or previous calendar year. Check every date before you leave the house. DMV staff may also verify documents directly with the issuing organization, and anything that doesn’t check out sends you back for a replacement.2Virginia Department of Motor Vehicles. When the Names Don’t Match

If the name on your residency document differs from the name on your identity document because of marriage, divorce, or a court order, bring the connecting paperwork. A certified marriage certificate or a court-issued name-change order lets staff link the two records. Without it, otherwise valid documents can be rejected.

Children Under 15

A child applying for a Virginia ID card doesn’t produce two residency documents independently. A parent applies in person and certifies the child’s identity and residency on the Identification Card Application for Minors (Form DL 5).5Virginia Department of Motor Vehicles. Child ID Card The parent still brings an identity document for the child, such as a birth certificate or unexpired U.S. passport, plus proof of the child’s Social Security number if one has been issued.
