You can submit a Utah concealed carry permit application online through the Bureau of Criminal Identification at bci.utah.gov, but two pieces of the process have to happen in person first: the mandatory firearms training course and fingerprinting. Once those are done, the portal handles the rest, from document uploads to payment.
Who Can Apply
Utah is a “shall issue” state, meaning BCI must grant a permit to any applicant who meets the statutory qualifications. You have to be at least 21 for a standard permit. BCI will deny an application if you have been convicted of a felony, a misdemeanor crime of domestic violence, or an offense involving controlled substances. Denials also follow for anyone adjudicated mentally incompetent (unless a court has restored capacity), current users of controlled substances, and fugitives from justice. Federal prohibitors apply on top of state rules, so anyone barred from possessing firearms under federal law is automatically disqualified.1Utah Legislature. Two Federal Rules Applicants Miss
The Lautenberg Amendment imposes a lifetime ban on firearm possession for anyone convicted of a misdemeanor crime of domestic violence. It isn’t limited to felonies, and it isn’t cleared by time. Marijuana is the other trap. Federal law prohibits firearm possession by anyone who uses controlled substances, and cannabis counts regardless of state legalization. A medical marijuana card or any recreational use makes you federally prohibited.

The In-Person Training Course
The “online” in Utah CCW online application refers only to the submission step. The firearms training course itself cannot be taken over the internet. The class has to be taught by a BCI-certified instructor and covers two areas. One is hands-on firearm handling: safe loading, unloading, storage, carrying, and basic operation of both revolvers and semi-automatics. The other is legal instruction on lawful self-defense, the use of force by private citizens (including deadly force), and the rules for transporting and concealing firearms.4Utah Department of Public Safety. When you finish, the instructor gives you a signed certificate with their name and BCI certification number on it. Keep it. You’ll upload it as part of your application.
What to Gather Before You Open the Portal
Missing a single item will stall the process. Have all of the following ready:
- The completed CFP application form, which asks for personal descriptors (height, weight, hair color, eye color) along with your instructor’s name and BCI number.

- A clear scan of your driver’s license or state ID.
- A fingerprint card filled out completely with legible writing and prints, taken by a trained fingerprint technician. What It Costs
Utah’s statutory fee for issuing a concealed firearm permit is $53.25 for residents and $63.25 for non-residents. The non-resident surcharge covers additional out-of-state background processing.5Utah Legislature. Utah Code 53-5-707 – Issuance of Permit – Fees The total charged at submission may run slightly higher because BCI passes through an FBI background check fee. Submitting Through the BCI Portal
With your documents assembled, go to BCI’s official portal at bci.utah.gov and upload each file in turn: the application form, the fingerprint card scan, the training certificate, the photo, and your ID. You’ll provide an electronic signature certifying that everything you submitted is truthful, then pay through the built-in payment gateway.
One warning worth taking seriously. BCI has flagged scam sites and phishing texts that impersonate the official system. The only legitimate portal runs through bci.utah.gov. How Long It Takes
BCI has up to 60 days to issue or deny your permit after you submit. During that window, investigators run background checks through state and federal databases and verify your training. If everything clears, the physical permit card is printed and mailed to the address on your application.1Utah Legislature. Most straightforward applications get processed well before the 60-day deadline. Delays usually trace back to illegible fingerprint cards, missing documents, or a background-check hit that needs deeper investigation. Unreadable prints have to be resubmitted, and the clock essentially restarts.
If You’re 18 to 20
Applicants aged 18 to 20 apply for a provisional permit rather than a standard CFP. The application steps and training requirements are identical, but the permit itself is more limited.1Utah Legislature. Utah Code 53-5-704 – Bureau Duties – Permit to Carry Concealed Firearm – Certification Requirements A provisional permit expires on your 21st birthday instead of running the normal five-year cycle, it does not authorize carrying in primary or secondary public schools, and federal law still bars anyone under 21 from buying a handgun from a licensed dealer.

Renewing Online Later
A standard Utah CFP is valid for five years, and renewal is fully online through BCI’s site with no retake of the training course required. If BCI Denies You
A denial arrives in writing with the general reasons stated. You then have 60 days from receiving that notice to file a petition for review with the review board. On appeal, BCI carries the burden of proving the denial was justified. The board issues a final order within 30 days of hearing the appeal, and that order can be challenged through judicial review.1Utah Legislature. Most denials come from background hits the applicant either didn’t know about or didn’t think would count. Old convictions, unresolved warrants, and domestic violence charges pled down to a generic misdemeanor that still qualifies under the Lautenberg Amendment are the usual culprits.
