Utah Driving Permit: Requirements, Practice Hours, and Rules

A Utah learner permit lets anyone 15 or older practice driving with a qualifying adult in the front seat for up to 18 months before applying for a license.1Utah Legislature. Utah Code 53-3-210.5 – Learner Permit To get one, you visit a Driver License Division (DLD) office with proof of who you are and where you live, pass a vision screening and a 50-question written test, and pay a $19 nonrefundable fee. Applicants under 18 also need a parent or legal guardian to sign the application.

Who Can Apply

You qualify at 15. Beyond age, you need to establish Utah residency, show proof of legal presence in the United States, pass the written knowledge test, pass a vision screening, and pay the fee.1Utah Legislature. Utah Code 53-3-210.5 – Learner Permit The same rules apply whether you are a teenager or an adult who has never held a license.

Applicants under 18 need a parent or legal guardian’s signature on the application. Parents should know what that signature does: the signer becomes jointly and severally liable for civil damages the minor causes behind the wheel, up to Utah’s minimum insurance policy limits.2Utah Legislature. Utah Code 53-3-211 – Application of Minor, Financial Responsibility That personal liability goes away when active insurance meeting the state minimums is in place.

Documents to Bring

The DLD wants four documents in three categories. Missing one sends you home, so pull everything together before you schedule.3Utah Driver License Division. US Citizen Documents

  • One proof of identity and date of birth: a valid U.S. passport or passport card, a certified birth certificate filed with a state vital statistics office, a Consular Report of Birth Abroad, a valid permanent resident card, or a certificate of naturalization or citizenship.
  • One proof of your Social Security number: the signed card is easiest, but a W-2, SSA-1099, or pay stub showing the full number also works.
  • Two proofs of your Utah address, dated within the last 90 days and showing your name. Bank statements, utility bills, property tax notices, vehicle titles, and mortgage or rental contracts all qualify. Minors can use mail addressed to a parent or guardian at the same address.3Utah Driver License Division. US Citizen Documents

The Vision Screening and Written Test

The vision screening checks for at least 20/40 acuity and 90 degrees of peripheral vision in at least one eye.4Utah Driver License Division. Vision Requirements for Drivers Bring your glasses or contacts if you wear them. If you don’t pass, you can still proceed after an eye doctor documents corrected vision.

The written knowledge test is closed-book and runs 50 questions on Utah traffic laws, road signs, and safe driving practices.5Utah Driver License Division. Learner Permit Your $19 fee covers up to three attempts within one year.1Utah Legislature. Utah Code 53-3-210.5 – Learner Permit The Utah Driver Handbook, free on the DLD website, is the study source. Right-of-way, speed limits, and road signs are the sections that trip the most applicants.

At the DLD Office

Book an appointment on the DLD website rather than relying on walk-in availability. Bring the documents, and if you’re under 18, bring the parent or guardian who will sign.

At the counter you’ll submit paperwork, take the vision screening, and sit for the written test at a computer. The fee is $19 and nonrefundable. If you’re under 26 and were in the custody of the Division of Child and Family Services, the fee is waived.6Utah Legislature. Utah Code 53-3-105 – Fees for Licenses, Renewals, Extensions, Reinstatements, Rescheduling, and Identification Cards Credit cards, checks, and other common methods are accepted.

After you pass and pay, staff will take your photo and hand you a temporary paper permit you can use that day. The permanent card arrives by mail in about two weeks, so confirm your mailing address before you leave. Keep the paper permit on you whenever you drive.

What You Can and Can’t Do With the Permit

The permit never allows solo driving. A qualifying adult has to be in the front passenger seat the entire time, and the rules on who qualifies depend on your age:1Utah Legislature. Utah Code 53-3-210.5 – Learner Permit

  • If you’re 18 or older, any licensed driver at least 21 can supervise.
  • If you’re under 18, your supervisor must be a certified driving instructor, a licensed parent or legal guardian, or the responsible adult who signed your application. If none of those are available and your parent or guardian isn’t a licensed driver, another licensed adult at least 21 can supervise with written authorization from the parent or guardian, carried in the vehicle.

You also have to carry the permit itself whenever you’re driving.1Utah Legislature. Utah Code 53-3-210.5 – Learner Permit

Practice Hour Requirement

Before you can apply for a license, you’ll need 40 hours of supervised practice, with at least 10 of them after sunset.5Utah Driver License Division. Learner Permit Applicants 19 and older who complete a driver education course don’t have to log the 40 hours. Keep a log as you go. You won’t submit it during the permit phase, but you’ll want it ready when you apply for the license.

How Long the Permit Lasts

Your permit is valid for 18 months from the date of issuance.1Utah Legislature. Utah Code 53-3-210.5 – Learner Permit If it expires before you apply for a license, you reapply and pay the $19 fee again.

Driver Education for Minors

Anyone between 15 and 18 has to finish a driver education course before being issued a license. You can get the permit and start practicing first, but the course has to be done before you upgrade.7Utah Driver License Division. Driver’s Ed – Age 15-18 Every approved program includes at least six hours of behind-the-wheel training in a dual-control vehicle with a certified instructor, and that training should cover interstate and multilane highway driving where feasible.8Utah Legislature. Utah Code 53-3-505.5 – Behind-the-Wheel Training Requirements Classroom hours vary by format: 27 hours in a high school program, 18 hours in a commercial or private driving school, and 30 hours online.

Insurance While You Have the Permit

Permit holders have to be covered by liability insurance like any other driver. Most teens are already covered under a parent’s policy, but call the insurer to confirm and ask whether the permit holder needs to be formally added. Some carriers add them automatically; others don’t. For parents who signed the application, keeping active insurance in place is also what shuts off the personal liability the signature creates.2Utah Legislature. Utah Code 53-3-211 – Application of Minor, Financial Responsibility

Moving From Permit to License

If you’re under 18, you have to hold the permit for at least six months and be at least 16 before applying for a provisional Class D license.1Utah Legislature. Utah Code 53-3-210.5 – Learner Permit If you turn 18 during that holding period, you can apply as soon as you turn 18, provided you’ve finished driver education. Applicants 18 and older have no minimum holding period and can apply for the license as soon as they meet the practice requirement and pass the driving test.

Before any first-time driver gets a permanent license, there’s one more hurdle: the Traffic Safety and Trends Exam, a separate online test that requires a 100% score and can be retaken until you pass.9Utah Driver License Division. Traffic Safety and Trends Exam It’s taken in addition to the written test you already passed for the permit.
