Valencia College Florida Residency Form: Documents, Deadlines, and Appeals

The Valencia College Florida residency form is the online Florida Residency Declaration you submit through your Valencia account to qualify for in-state tuition. Getting it right matters: in-state students pay $103.06 per credit hour for associate-level courses, while out-of-state students pay $390.96 for the same credit.1Valencia College. Tuition and Fee Schedule You log in, complete the declaration, upload two qualifying documents, and submit before the published deadline for your term. Your residency has to be determined on or before the first day of classes; miss that window and you pay the out-of-state rate for the term.2Valencia College. Florida Residency for Tuition Purposes

Figure Out Who the Claimant Is Before You Start

The “claimant” is the person whose Florida ties the college evaluates. Get this wrong and the rest of the form falls apart, because you’ll be listing documents you can’t produce.

Florida Statute 1009.21 defines a “dependent child” as anyone eligible to be claimed as a dependent under the federal income tax code. If that’s you, your parent or legal guardian is the claimant, and their Florida documents are the ones that count. If your parents are divorced or separated, you qualify as a Florida resident as long as either parent is a legal Florida resident.3Florida Senate. Florida Code 1009.21 – Determination of Resident Status for Tuition Purposes

If you’re not eligible to be claimed as a dependent, you serve as your own claimant. Students under 24 can also qualify as independent if they are married, active-duty military, a veteran, an orphan, a former ward of the state, in foster care, or providing more than 50 percent of their own financial support.4Florida Department of Education. What Documents You Need to Upload

Florida law requires at least two documents proving the claimant has been a legal Florida resident for 12 consecutive months before classes start.5The Florida Legislature. Florida Statutes 1009.21 – Determination of Resident Status for Tuition Purposes You can submit two Tier 1 documents, or one Tier 1 paired with one Tier 2. At least one must come from Tier 1.6Valencia College. Steps to Request Florida Residency

Tier 1 Documents

  • Florida driver license or state ID card, issued at least 12 months before the term starts.
  • Florida voter registration card, registered at least 12 months out.
  • Florida vehicle registration, same 12-month requirement.
  • Proof of a permanent home in Florida occupied as a primary residence by the claimant (or by the student’s parent if the student is a dependent).
  • Proof of a Florida homestead exemption. A valid homestead exemption is treated as a single conclusive piece of evidence and requires no additional documents at all.
  • Florida high school transcripts, acceptable only if the diploma or GED was earned within the last 12 months. A GED must come with transcripts showing multiple years at a Florida high school.
  • Proof of permanent full-time employment in Florida, at least 30 hours per week for the most recent 12 consecutive months.

Tier 2 Documents

Tier 2 items supplement a Tier 1 document but can’t stand alone:

  • Declaration of Domicile filed with a Florida county clerk of court. The 12-month clock runs from the date the clerk stamped the sworn document, not the date you signed it.
  • Florida professional or occupational license.
  • Florida incorporation evidenced by Department of State filings.
  • Membership in a Florida-based organization that requires Florida residency as a condition of membership.
  • Benefit histories from Florida agencies, including public assistance or other state program records.
  • Utility bills with proof of 12 consecutive months of payments, a lease agreement with 12 months of payment proof, or an official state, federal, or court document showing legal ties to Florida for the full 12-month period.

Every document must be current, not expired or inactive, and the issue date must fall at least 12 months before the first day of classes. When you type dates and ID numbers into the form, match the physical document exactly. A transposed digit or a date that’s off by a day can flag your application for manual review or outright rejection.

How to Complete and Submit the Form

The declaration lives online. There’s no paper form to mail.

  • Create your Valencia College account. If you haven’t applied for admission yet, do that first. You need an active VC account to reach the form.
  • Log in and open the “Submit Proof of Florida Residency” link on Valencia’s residency steps page. The form is hosted through an online submission system linked from your account.
  • Enter the claimant’s information. Select which documents you’re providing and type the issue dates and ID numbers exactly as they appear on the originals.
  • Scan or photograph your Tier 1 and Tier 2 documents and upload them as PDF or JPG files. Text has to be legible and dates visible.
  • Submit, then save a copy or screenshot of the confirmation page.6Valencia College. Steps to Request Florida Residency

If you run into technical trouble, you can email documents to admissionshelp@valenciacollege.edu or deliver paper copies in person at a campus location. If your form and documents don’t arrive before the published deadline, Valencia won’t process residency for the current term, and your classification rolls to the next available term.

Deadlines by Term

Valencia publishes residency deadlines on each term’s academic calendar, and they are firm cutoffs.

The 12-month residency clock and the form deadline are two different dates. For Fall 2026, your documents must show Florida residence established on or before August 23, 2026, even though the form itself isn’t due until August 31. Check the academic calendar for summer and other sessions; each has its own cutoff.

Valencia doesn’t publish a specific processing timeline for initial submissions, so submit well ahead of the deadline rather than on the last day. Keep your confirmation. If there’s ever a dispute about whether you filed on time, that’s your proof.

Military and Veteran Students

If you’re active-duty military, a military spouse, or a military dependent, the standard residency form may not be the right path. Active-duty service members stationed in Florida, or simply living in the state at the time of acceptance, qualify for in-state tuition. The same applies if you attend a Florida public college located within 50 miles of a military installation, even if you don’t technically reside in Florida.9Florida Department of Education. Military Tuition Waivers and Benefits

Florida College System institutions must also waive out-of-state fees for any active-duty member of the U.S. Armed Forces regardless of where they’re stationed, and honorably discharged veterans along with their spouses and dependents may qualify for out-of-state fee waivers too. Contact Valencia’s admissions office before filing the standard form, since a waiver can make the residency declaration unnecessary.

Reclassification If You’re Already Enrolled as a Non-Resident

If you started at Valencia paying out-of-state tuition and have since built up 12 months of Florida residency, you can apply for reclassification. The deadline is before the end of the add/drop period for the term in which you want the new rate to apply.10Valencia College. Valencia College Policy 6Hx28:8-06 – Residency You submit the same declaration form with the same Tier 1 and Tier 2 documentation; the 12-month window is measured from the start of that term, not from your original enrollment date.

Reclassification is not retroactive. You won’t get a refund for out-of-state tuition already paid. The in-state rate kicks in for the term you’re reclassified and all future terms, as long as your status doesn’t change.

If Your Application Is Denied

Valencia has a residency appeals committee. To start an appeal, download the Florida Residency Appeal Checklist from the admissions page and send it along with copies of all supporting documentation to admissionshelp@valenciacollege.edu. The checklist asks you to explain the basis for your appeal and identify evidence the initial review may have overlooked. The committee issues a final written determination within 20 business days.6Valencia College. Steps to Request Florida Residency

If you need help putting the appeal together, Valencia’s First Stop student services offices on each campus can walk you through it. The most common successful appeal involves a student who had the right documents all along but submitted them incorrectly the first time: expired copies, wrong dates, or documents under a name that didn’t match the claimant.
