If you got a parking ticket in Valley Stream, you have three ways to pay it and one way to fight it, and the clock matters: unpaid fines start stacking penalties at 30 days and can more than quadruple by month four. All payments and hearings run through the Village Justice Court at 195 Rockaway Avenue.
How to Pay Your Ticket
The village gives you three payment channels through the Village Justice Court.
Online is the fastest. The court’s portal accepts credit cards and handles parking tickets separately from traffic tickets. A service fee applies to card payments.1Village of Valley Stream, NY. Village Justice Court – Pay Your Tickets Online You will need the ticket number from your citation.

What Happens If You Ignore the Ticket
Under Section 93-78 of the Village Code, late penalties stack on a set schedule:3Village of Valley Stream, NY. Village of Valley Stream Code Chapter 93 Vehicles and Traffic – Article XIV Scofflaws
- At 30 days unpaid, a penalty equal to the original fine is added. A $35 ticket becomes $70.
- At 60 days, a second penalty equal to the original fine is added. The $35 ticket is now $105.
- At 90 days, another $20 is added. Total: $125.
- At 120 days, another $30 is added. Total: $155.
A $35 ticket left alone for four months becomes $155. Higher base fines scale the same way, so a $250 accessible-parking fine grows much faster in absolute dollars.
The money isn’t the only consequence. The village can report you to the New York State Department of Motor Vehicles as a scofflaw, which places a hold on your vehicle registration until every outstanding ticket is paid.4New York DMV. Vehicles with multiple delinquent tickets can also be booted or towed, with storage fees accumulating daily.
How to Contest a Ticket
If you think the ticket was issued in error, mail a not-guilty plea to the Village Justice Court at 195 Rockaway Avenue. The back of the citation explains what to include. The court will then mail you a hearing date and courtroom details. Hearings are held Wednesday evenings.5Village of Valley Stream. Village Court FAQ
At the hearing, a prosecutor or hearing officer reviews the circumstances and your evidence. Some cases can be resolved on written submissions rather than an in-person appearance if the court allows it, so ask about that when you mail your plea. The strongest defenses usually involve missing or obscured signage, a malfunctioning meter, or proof that your vehicle wasn’t where the officer said it was.
Before anything fades, document the scene. Photograph the signs (or lack of them), curb markings, hydrants, driveways, and your vehicle’s position. Time-stamped phone photos are usually enough. Receipts from nearby businesses can help pin down how long you were parked or confirm a meter problem.
Violations That Catch Drivers Off Guard
Chapter 93 of the Village Code governs parking in Valley Stream. The rule most visitors and new residents trip over is the village-wide overnight parking ban: you cannot park on any street overnight, and the ban applies even on blocks with no posted sign. The village keeps it in place partly to allow leaf removal, snow plowing, and street maintenance.6Village of Valley Stream. No Overnight Parking in Valley Stream Enforcement tightens further during declared snow emergencies, when towing becomes more likely.
New York State Vehicle and Traffic Law also applies on village streets. Section 1202 bars parking within 15 feet of a fire hydrant unless you’re in the driver’s seat and ready to move.7New York State Senate. Village Lot Permits Are a Separate System
If your ticket was issued in a village-owned parking lot rather than on the street, the issue may be a missing permit. Permits for village lots are sold only through the online portal; the village does not sell them at Village Hall or by mail.
