Vehicle License Tax in Arizona: Calculation, Exemptions, and Credits

The Arizona vehicle license tax is a value-based tax you pay each year as part of registering your car, truck, or motorcycle. It works like a personal property tax on the vehicle: the assessed value starts at 60% of the manufacturer’s base retail price in the first year, then drops 16.25% each year after.1Arizona Legislature. Arizona Code 28-5801 – Vehicle License Tax Rate; Definitions On most vehicles, the VLT is the biggest line on your renewal notice. The rest of what you owe is a handful of small flat fees.

How the Amount Is Calculated

Arizona does not use what you paid for the vehicle. It uses the manufacturer’s base retail price, also called the factory list price: the base sticker before dealer options, destination charges, or any discount you negotiated. For the first 12 months after a vehicle is initially registered, the assessed value is 60% of that figure.1Arizona Legislature. Arizona Code 28-5801 – Vehicle License Tax Rate; Definitions A vehicle with a $30,000 base retail price has a first-year assessed value of $18,000.

Each year after that, the assessed value falls by 16.25%.2ServiceArizona. ServiceArizona Fees That $18,000 becomes $15,075 in year two, $12,625 in year three, and so on. The dollar drop is biggest early and flattens out over time, and because the schedule is set in statute you can predict future VLT amounts with simple arithmetic.

Two rates apply to the assessed value:

  • $2.80 per $100 of assessed value for a vehicle in its first registration
  • $2.89 per $100 of assessed value for every year after that

The used-vehicle rate is a touch higher per dollar of value, but because the assessed value drops every year, the total VLT almost always shrinks at renewal.1Arizona Legislature. Arizona Code 28-5801 – Vehicle License Tax Rate; Definitions

A worked example makes the math concrete. A new vehicle with a $40,000 base retail price has an assessed value of $24,000 in year one. The VLT is $24,000 ÷ 100 × $2.80 = $672. In year two the assessed value drops to $20,100, and the VLT becomes $20,100 ÷ 100 × $2.89 = $580.89.

Who Is Exempt From the VLT

Several groups can skip the VLT entirely. Each exemption is limited to one vehicle per qualifying person, and you have to show proof when you register.

Veterans

Three groups of veterans qualify for a full VLT exemption under A.R.S. § 28-5802:

  • Veterans who bought the vehicle using financial aid from the U.S. Department of Veterans Affairs. This exemption also waives registration fees on that vehicle.
  • Veterans certified by the VA as 100% disabled and drawing compensation on that basis, on one personally owned vehicle.
  • Bona fide Purple Heart recipients who were honorably discharged, on one personally owned vehicle.

A surviving spouse of a veteran who qualified under the disability or Purple Heart provisions can keep the exemption on the same vehicle or a replacement, until remarriage or death.3Arizona Legislature. Arizona Code 28-5802 – Vehicle License Tax Exemption; Veterans

SSI Disability Recipients

If you receive Supplemental Security Income disability payments from the federal government, you qualify for a full VLT exemption on one vehicle. You claim it by submitting a current annual benefit award letter or benefit verification printout from the Social Security Administration.4Department of Transportation. Vehicle License Tax Exemptions

Regular Social Security disability does not qualify. SSI is a needs-based program with strict income and asset limits; Social Security Disability Insurance (SSDI) is an earnings-based benefit. Only SSI triggers the exemption, and this trips up a lot of applicants.

Nonresident Military

Active-duty service members stationed in Arizona who are legal residents of another state do not pay the VLT on their personal vehicles. The service member has to be the sole or joint owner of the vehicle and provide an affidavit for VLT exemption certified by a commanding officer. Other charges, including the flat registration fee and emissions testing, still apply.

Tribal Members on Reservation

Enrolled members of an Indian tribe who live within their tribe’s reservation are exempt from the VLT under Article 20, Paragraph 5 of the Arizona Constitution. You claim the exemption by submitting a tribal exemption form certifying both enrollment and reservation residency.5Arizona Department of Transportation. Vehicle License Tax Tribal Exemption

Widows, Widowers, and Persons With Permanent Disabilities

Arizona’s general property tax exemption under A.R.S. § 42-11111, worth up to $4,188, can also reduce your VLT. It is means-tested: income from all sources in the preceding year cannot exceed $34,901, or $41,870 if you have a minor child or a child with a permanent disability living with you.6Arizona Legislature. Arizona Code 42-11111 – Exemption for Property; Widows and Widowers; Persons With a Total and Permanent Disability; Veterans With a Disability; Definitions The thresholds are adjusted annually. Any portion of the exemption not consumed by your real property taxes can be applied against your VLT.

Other Fees on Your Renewal Notice

The VLT is the big variable charge, but your registration bill also includes a base registration fee of $4.50, $8.00, or $9.00 depending on the vehicle type, a $1.50 air quality fee, and in certain areas a $0.25 air quality compliance fee.2ServiceArizona. ServiceArizona Fees These are small compared to the VLT on a typical vehicle, but knowing they are flat charges helps you check that the renewal total matches what it should.

Two-Year and Five-Year Registration

Some vehicles can register for a two-year or five-year term. You pay the VLT for each year of the term up front, with the assessed value recalculated for each year using the standard 16.25% reduction. The base registration fee and air quality compliance fee are only charged once for the whole period.2ServiceArizona. ServiceArizona Fees

On a new vehicle with a $25,000 base retail price registered for two years, year one’s VLT is $420 on a $15,000 assessed value, year two’s is about $363 on roughly $12,563, and the combined VLT is around $783.

Electric and Alternative Fuel Vehicles

Arizona used to assess alternative fuel vehicles at just 1% of base retail price instead of 60%. That generous treatment applied only to vehicles initially registered before January 1, 2022.7Arizona Legislature. Arizona Code 28-5805 – Motor Vehicle Powered by Alternative Fuel; Classification; Vehicle License Tax; Definitions If you registered an EV or other alternative fuel vehicle before that date and have kept it continuously registered, the lower assessment can still apply at renewal.

For any alternative fuel vehicle initially registered after December 31, 2022, the VLT is calculated under the standard formula with no discount.8Arizona Department of Transportation. Vehicle License Tax Formula for Alternative Fuel Cars Changing in 2022 Buying an EV today means the same VLT as a gas vehicle with the same base price.

Credit When You Sell Mid-Cycle

If you sell or transfer your vehicle before the registration expires, you can request a credit for the unused portion of the VLT. The credit is calculated from the date you apply, so file promptly. Applications cannot be backdated. You also need to complete a sold notice, and a $12 processing fee applies.9Arizona Department of Transportation. Vehicle Registration Credit or Refund

The credit goes to your MVD customer account and can be used toward future services or paid out in cash. One trap: if you move and register the vehicle in another state rather than selling or transferring it in Arizona, you are not eligible for the credit.9Arizona Department of Transportation. Penalties if You Register Late

Letting a registration lapse costs $8 for the first month past expiration, then $4 for every additional month, capped at $100.10Arizona Legislature. Arizona Code 28-2162 – Delinquent Registration; Penalty; Lien; Failure to Apply for Certificate of Title; Waiver The department can waive or refund the penalty if you can prove the vehicle was not driven on Arizona roads during the lapse. If it was driven, expect to pay the full accrued penalty on top of the normal renewal.

Deducting the VLT on Your Federal Return

Because the VLT is based on the vehicle’s value and charged annually, it qualifies as a deductible personal property tax on your federal return. The IRS limits the deduction to taxes imposed on a yearly basis and based on value alone.11Internal Revenue Service. Topic No. 503, Deductible Taxes The flat registration fee and air quality fees do not qualify.

You claim the deduction on Line 5c of Schedule A (Form 1040) when you itemize. Where only part of a vehicle registration fee is value-based, only that part is deductible.12Internal Revenue Service. Instructions for Schedule A (Form 1040) Arizona breaks the VLT out as its own line on your renewal notice, so pulling the deductible figure is straightforward.

The VLT deduction falls inside the state and local tax (SALT) cap, which is $40,000 for the 2025 tax year and $40,400 for 2026 for most filers, phasing down to $10,000 for taxpayers with income above $505,000 in 2026. Your VLT combines with state income tax and property tax against that single limit, so if you are already near the cap the VLT may not add anything. If you take the standard deduction, the VLT is not deductible at all.
