If your California vehicle registration renewal notice never arrived, you can still renew on time using just your license plate number and the last five digits of your VIN — and you need to, because under Vehicle Code Section 4601 your registration expires at midnight on the date printed on your registration card whether or not the DMV’s notice ever reached you.1California Legislative Information. Why the Notice Probably Didn’t Reach You
The most common cause is an outdated address in DMV records. Vehicle Code Section 14600 requires you to notify the DMV within 10 days of changing your residence or mailing address.2California Legislative Information. California Vehicle Code 14600 If you moved and didn’t update your file, the notice went to the old address. You can update your address online through the DMV website, which processes faster than a mailed form.
A pending smog check can also stop the notice from being generated. If your vehicle is due for a smog inspection and the Bureau of Automotive Repair hasn’t transmitted a passing result to the DMV, the renewal notice may not go out at all.3California Bureau of Automotive Repair. You Are Still Responsible for the Deadline
Section 4601 sets a hard midnight expiration on the date shown on your registration card, and there is no grace period built in for a missing notice.1California Legislative Information. Your expiration date is printed on the sticker on your rear license plate and on your registration card, so track it from those rather than waiting for mail.
What You Need to Renew Without the Paper Notice
You do not need the notice itself. To renew, you need your license plate number and the last five digits of your Vehicle Identification Number.4California Department of Motor Vehicles. Renew Registration The VIN appears on a plate visible through the windshield on the driver’s side, on the sticker in the driver’s door jamb, and on your existing registration card or title.
Your vehicle also needs current liability insurance on file. Insurers usually transmit this electronically, but keep your policy number handy in case something doesn’t match. If your vehicle requires a smog check, a passing certificate must be on file before an online renewal will go through. Gasoline, hybrid, and alternative-fuel vehicles that are eight model years old or newer are exempt from smog checks at renewal; add eight to the model year to find the first renewal that requires one.3California Bureau of Automotive Repair. Online
The fastest route. Enter your plate number and last five VIN digits on the DMV’s online renewal page and pay by credit card, debit card, or electronic check.6State of California. Online Registration Renewal Application You get a digital receipt right away that acts as temporary proof of registration while the new sticker and card come by mail, usually within about two weeks.
DMV Now Kiosks
If you need the sticker in hand today, use a self-service kiosk. The DMV places kiosks in grocery stores including Ralphs, Safeway, Albertsons, and Vons, and at DMV field offices. Enter your vehicle information, pay on the spot (many kiosks take cash), and the machine prints your registration card and sticker immediately.7California State Department of Motor Vehicles. By Mail
You can send payment directly to the DMV’s Vehicle Registration Operations office in Sacramento. Write your license plate number on the check so it posts to the correct account.8State of California Department of Motor Vehicles. Contact Us This is the slowest option, so leave mailing time if your deadline is close.
Authorized Business Partners
Private auto registration services authorized by the DMV can process a renewal and issue stickers the same day for an added service fee.9California Department of Motor Vehicles. Express Registration Services Useful when no kiosk is nearby.
In Person at a Field Office
Best for complicated cases: a hold on your registration, a cash payment with no nearby kiosk, or other unresolved issues on the vehicle. Book an appointment online rather than walking in.
Late Fees if You’ve Already Missed the Date
If your expiration date has already passed, two separate penalties apply and they stack. The California Highway Patrol late fee follows a tiered schedule:10California DMV. Registration Fees

- 11 to 30 days late: $15
- 31 days to one year: $34
- One to two years: $56
- More than two years: $100
A separate registration late fee under Vehicle Code Sections 9554 and 9559 adds $10 for delinquencies of 10 days or less, $15 for 11 to 30 days, and $30 for 31 days through one year.11California Legislative Information. Driving on Expired Tags
Vehicle Code Section 4000 requires every vehicle operated on a highway or in a public parking facility to be currently registered.12California Legislative Information. California Vehicle Code 4000 Officers stop vehicles with expired stickers, and the base fine sits around $280 before court penalty assessments. These citations are typically treated as correctable violations, so renewing and showing proof to the court usually reduces the outcome to a $25 administrative fee, but that still comes on top of the DMV penalties you already owe.
Asking for a Penalty Waiver
Vehicle Code Section 9562 gives DMV managers discretion to waive late penalties when the delinquency happened through no fault of the vehicle owner.13State of California Department of Motor Vehicles. Vehicle Industry Registration Procedures Manual – Waiver of Fees and/or Penalties Never receiving a notice can qualify, particularly when your address was current in DMV records. Waivers are not guaranteed, and you will likely need to submit a Statement of Facts (form REG 256) at a field office explaining what happened.
Switch to Email Notices So This Doesn’t Repeat
Once mail has failed you, sign up for electronic notices through a free MyDMV account at dmv.ca.gov. Log in, open Communication Preferences, and select paperless vehicle registration notices.14California State Department of Motor Vehicles. Paperless Notices Paper notices then stop, with one exception: if you enroll within 90 days of your next renewal, one more paper notice may still be sent before the switch takes effect. Keep the email address on your MyDMV profile current or the electronic notice will vanish the same way the paper one did.
If You Don’t Plan to Drive the Vehicle
If the reason you didn’t renew is that the car is parked and staying parked, Planned Non-Operation is cheaper than paying full registration. You can file PNO up to 60 days before your registration expires or on the expiration date with no penalty, and up to 90 days after expiration with late penalties added.15State of California Department of Motor Vehicles. A vehicle on PNO cannot legally be driven or parked on any public road.
