The Vermont hotel voucher program, formally the General Assistance Emergency Housing program, pays for a motel room when you have nowhere else to stay. The Department for Children and Families (DCF) runs it. To apply, call 1-800-775-0506.1Department for Children and Families. Emergency Housing For fiscal year 2026 (July 1, 2025 through June 30, 2026), eligible households can receive up to 80 nights of paid motel stays, and the cap is suspended entirely from December 1, 2025 through March 31, 2026.2Vermont Department for Children and Families. Current ESD Rules It is temporary shelter, not long-term housing, and it comes with rules.
Who Qualifies
You have to be unable to afford your own housing, and you have to fit one of two tracks: a catastrophic event, or a household with a vulnerable member.1Department for Children and Families. Emergency Housing
The catastrophic track covers fires, floods, and natural disasters that destroyed your home or made it uninhabitable. Anyone in this situation can qualify regardless of who else lives with them.
The vulnerable-member track is broader. Your household qualifies if it includes a child, someone 65 or older, a person receiving SSI or SSDI, or a person in the third trimester of pregnancy.3Vermont Department for Children and Families. One important wrinkle for SSI recipients. If every member of your household receives SSI, Reach Up, or a combination of the two, the state considers your household over-income for non-catastrophic General Assistance.3Vermont Department for Children and Families. General Assistance Rules 2600 In a mixed household, an individual SSI or SSDI recipient still counts as a vulnerable member.
DCF also checks income and available resources. You need to show you genuinely cannot pay for lodging yourself. The state verifies all income sources, countable assets like bank balances, and shelter expenses.5Cornell Law Institute. Vermont Code 13-260 – General Assistance 2600
How to Apply
Call the Emergency Housing line at 1-800-775-0506. This is the dedicated number, separate from the general Benefits Service Center.1Department for Children and Families. Emergency Housing You can also walk into a local DCF district office during business hours. A caseworker interviews you to assess the situation. Bring what you can: pay stubs, benefit award letters, identification, and information about your last permanent address. Incomplete information slows everything down, and speed is the whole point.
What It Costs You and How Long You Can Stay
If you have income, you contribute 30 percent of your monthly income toward the room. If you have no income, your contribution is zero. The state pays the motel directly for the rest.
Under Act 27, which governs the program for fiscal year 2026, eligible households can receive up to 80 nights.2Vermont Department for Children and Families. Current ESD Rules The count starts July 1, 2025. Nights used under earlier fiscal year rules do not count against your FY2026 total. From December 1, 2025 through March 31, 2026, the 80-night cap does not apply, and nights used during that window are not subtracted from your annual total.

Rules That Can Get You Removed
Living in a program motel comes with expectations, and violations are how people most often lose their spot. Behavior that can get you removed and barred for 30 days includes violent behavior, drug distribution or manufacturing on the premises, tampering with fire safety equipment, and repeated criminal conduct like theft or disorderly behavior.8Vermont Department for Children and Families. Emergency Housing Rules A single serious incident can be enough. So can a pattern of smaller ones.
Two other situations end your authorization. If DCF decides you have not been making efforts to find alternative housing, your stay ends at the close of the current authorization period. If an actual alternative placement becomes available, your stay ends on that date.8Vermont Department for Children and Families. Working Toward Permanent Housing
While you are in the program, you are expected to participate in Coordinated Entry, Vermont’s statewide process that matches households experiencing homelessness with available housing resources through a standardized assessment.9Vermont Department for Children and Families. Addressing and Preventing Unsheltered Homelessness After the assessment you are placed on a master list and, when possible, assigned to a housing navigator who helps with a stability plan, rental applications, landlord contacts, and resources for security deposits and moving costs.
Keep in touch. If 90 days pass with no contact or services, you can be moved to an inactive list and lose your priority placement.
The Winter Expansion
Vermont’s Adverse Weather Conditions policy widens access during winter. For fiscal year 2026, the expanded eligibility period runs December 1, 2025 through March 31, 2026, when the usual eligibility requirements are relaxed regardless of the forecast.10Department for Children and Families. In the shoulder seasons around late fall and early spring, expanded eligibility can also kick in on a weather-dependent basis, using cold and precipitation thresholds that have shifted year to year.7Vermont Department for Children and Families. Appealing a Denial
If DCF denies your application or terminates an existing authorization, you can request a fair hearing before the Human Services Board. Three ways to file: tell your Economic Services caseworker you want to appeal and have them forward the request, call the Human Services Board directly at 802-828-2536, or email contact.hsb@vermont.gov saying you want a fair hearing for an emergency housing denial.
Hearings happen by phone. A hearing officer reviews the case and recommends a decision to the full board. You can ask the hearing officer to order temporary housing while the appeal is pending, and you should make that request at the same time you file, not afterward. If DCF miscounted your nights or applied the wrong fiscal year against you, that is grounds to appeal. The Human Services Board has ruled that nights used before July 1, 2025 do not count toward the FY2026 80-night maximum.
Disability Accommodations
Because the program takes federal funding, it has to comply with Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act, and those requirements extend to the motels the state contracts with. The program cannot use eligibility criteria that screen out people with disabilities, must provide reasonable modifications when needed, and must ensure effective communication for people with hearing, vision, or cognitive disabilities.11U.S. Department of Justice: ADA.gov. ADA Best Practices Tool Kit for State and Local Governments – Chapter 7 Emergency Management If you need an accessible room, assistive equipment, or a policy modification, the program is legally required to accommodate you unless doing so would fundamentally alter the program.
Taxes
Motel payments the state makes on your behalf are generally not taxable income. The IRS general welfare exclusion covers payments made through government programs that are based on individual need and are not compensation for services.12Internal Revenue Service. Application of the General Welfare Exclusion Notice 2012-75 Vermont’s program fits: it is legislatively created, eligibility depends on financial need, and a motel voucher is not payment for work. You should not receive a 1099-G for emergency housing benefits, and you don’t report them on your federal return.
