The sales tax rate in Victoria, TX is 8.25 percent on most taxable purchases. That total is built from a 6.25 percent Texas state sales tax, a 1.50 percent City of Victoria tax, and a 0.50 percent Victoria County tax.1Texas Comptroller of Public Accounts. Texas Sales and Use Tax Rates It’s the maximum combined rate Texas law allows a local jurisdiction to reach, and Victoria sits right at the cap.
Where Each Piece of the Rate Comes From
The 6.25 percent state portion applies to every taxable sale in Texas and funds statewide operations.2State of Texas. Texas Tax Code Chapter 151 On top of that floor, the City of Victoria adds 1.50 percent under Texas Tax Code Chapter 321, and Victoria County adds 0.50 percent under Chapter 323.1Texas Comptroller of Public Accounts. Texas Sales and Use Tax Rates Add them together and you get the 8.25 percent printed on receipts across the city.
If you’re shopping or doing business in unincorporated parts of Victoria County — outside the city limits — the city’s 1.50 percent drops off. The rate there is 6.75 percent: state plus county only. Address matters, so a delivery or jobsite in the county proper is taxed differently from one inside Victoria.
What You’ll Pay 8.25 Percent On
Texas taxes two broad things: tangible personal property and a specific list of services. Tangible personal property covers anything physical you can carry out of a store, including clothing, electronics, furniture, and building materials. Those purchases carry the full 8.25 percent at a Victoria register.
Services are narrower. Texas taxes 17 enumerated service categories, among them telecommunications, cable television, credit reporting, debt collection, insurance services, security services, and repair or remodeling of personal property.3State of Texas. The 80 Percent Rule for Data Processing and Information Services
Two taxable categories come with a built-in discount. For data processing services and information services, 20 percent of the charge is exempt by statute, so tax applies to only 80 percent of the invoice. Software-as-a-service subscriptions fall under data processing, which means cloud accounting tools and similar platforms are taxable, but only on 80 percent of what you pay.4Texas Comptroller of Public Accounts. Taxable Services A vendor charging the full 8.25 percent on 100 percent of a SaaS invoice is overcharging.
What’s Exempt
Groceries
Most food for home consumption is exempt: produce, meat, milk, eggs, bread, cereals, and similar staples. Snack items like chips and candy sold at a grocery store are also exempt.5Texas Comptroller of Public Accounts. Grocery and Convenience Stores Prepared food is taxable, though, so restaurant meals, hot deli items, and food sold with utensils carry the 8.25 percent.
Prescription Drugs and Medical Devices
Prescription medications dispensed by a licensed practitioner are exempt. Over-the-counter drugs labeled with an FDA Drug Facts panel are also exempt, and insulin is exempt whether prescribed or not. Prosthetic devices, hearing aids, corrective lenses, orthopedic appliances, and their replacement parts are tax-free. Therapeutic devices like oxygen concentrators qualify for the exemption when a licensed practitioner prescribes them.6Cornell Law Institute. 34 Texas Admin Code 3.284 – Drugs, Medicines, Medical Equipment
Items You’re Buying to Resell
Inventory purchased for resale isn’t taxed at the point of purchase; you collect the tax from the end customer instead. To buy tax-free, give your supplier a resale certificate listing your Texas sales tax permit number, your business name and address, a description of what you’re buying, and your signature.7Cornell Law Institute. 34 Texas Admin Code 3.285 – Resale Certificate; Sales for Resale A blanket certificate works for a supplier you buy from regularly and stays valid until you revoke it in writing. You can’t use the certificate for anything you intend to use yourself.
The August Sales Tax Holiday
Each August, Texas holds a weekend sales tax holiday that drops qualifying items to zero. In 2026 the holiday runs from Friday, August 7 through midnight on Sunday, August 9.8Texas Comptroller of Public Accounts. Sales Tax Holiday Clothing and footwear under $100 per item are tax-free, as are school supplies and student backpacks under $100.2State of Texas. Texas Tax Code Chapter 151
The $100 threshold is per item, not per transaction. Five $90 shirts all qualify; a single $105 pair of boots does not. Jewelry, handbags, watches, accessories, athletic or protective-use clothing, and computers are excluded.8Texas Comptroller of Public Accounts. Sales Tax Holiday
Online and Out-of-State Purchases
If you buy something taxable from an out-of-state seller who doesn’t charge Texas tax, you owe use tax at the same 8.25 percent rate.9Texas Comptroller of Public Accounts. Use Tax Since October 2019, large platforms like Amazon, eBay, Etsy, and Walmart Marketplace have been required to collect and remit Texas sales tax on sales through their platforms, so most online orders shipped to Victoria already have the 8.25 percent built in. Use tax mostly comes up with smaller online retailers and cross-state private-party purchases.
Permit holders report use tax on their regular sales tax return under “Taxable Purchases.” Everyone else files Form 01-156 directly with the Comptroller. Individuals owing less than $1,000 in use tax for the year can wait until January 20 of the following year to file; cross $1,000 and the return is due by the 20th of the month after you hit that threshold.9Texas Comptroller of Public Accounts. Collecting Sales Tax as a Victoria Business
Any business making taxable sales in Victoria needs a Texas sales tax permit before it collects a cent. There’s no fee. You apply online through the Comptroller’s eSystems portal using your SSN or federal EIN, your business structure details, and your NAICS industry code.10Texas Comptroller of Public Accounts. Texas Online Tax Registration Application Collecting tax without a permit is illegal, as is failing to obtain one when required.
The Comptroller assigns filing frequency — monthly, quarterly, or annually — based on how much tax you collect. Monthly returns are due by the 20th of the following month; tax collected in April is due by May 20. Returns go through Webfile inside eSystems.11Texas Comptroller of Public Accounts. File and Pay
File on time and Texas gives you a 0.5 percent discount on the tax you collected that period.12Texas Comptroller of Public Accounts. Sales and Use Tax Prepaying adds another 1.25 percent. Miss the deadline and the discount is gone, replaced by penalties:
- 1 to 30 days late: 5 percent of the tax owed
- More than 30 days late: 10 percent
- After a Notice of Tax Due: an additional 10 percent, for a total of 20 percent
Every late return also carries a flat $50 penalty, even if no tax was due for the period.13Texas Comptroller of Public Accounts. Penalties for Past Due Taxes Interest starts on the 61st day after the due date at a rate set each calendar year. Zero-dollar returns still need to be filed on time.
If you sell through a marketplace platform and also sell direct, you still need your own permit for the direct sales. The marketplace rule only covers transactions that run through the platform itself.
Deducting Victoria Sales Tax on Your Federal Return
Texas has no state income tax, so itemizers can deduct state and local sales tax instead. The IRS lets you choose between deducting state income tax or state sales tax, and with no income tax on the table, sales tax is the choice.
You can track actual receipts or use the IRS optional sales tax tables, which estimate your deduction from income, family size, and local rates.14Internal Revenue Service. Use the Sales Tax Deduction Calculator The tables don’t include large one-time purchases like a vehicle or boat, so you can add those actual amounts on top. The 2026 SALT deduction is capped at $40,400 for most filers and $20,200 for married filing separately, with phase-downs beginning once modified adjusted gross income exceeds $505,000.
