Victorville, California tax rates run across several layers: an 8.75% combined sales tax, a 1% base property tax that often climbs to between 1.2% and 1.8% with special assessments, California state income tax reaching 13.3% at the top, a 10% transient occupancy tax, and a 7% utility users tax. Below is how each one works, who collects it, and when you have to pay.

Property Tax: 1% Base, Often More
Under Proposition 13, the base property tax rate is capped at 1% of assessed value, and annual increases in assessed value are limited to 2%.6Los Angeles County Assessor. The 1% is only the starting point. Many newer Victorville subdivisions sit inside Community Facilities Districts, commonly called Mello-Roos districts, which add special assessments for roads, parks, and schools. These line items can push the effective rate to between 1.2% and 1.8% of assessed value. If you’re buying a home, ask whether the property carries Mello-Roos obligations before closing; they can add hundreds of dollars a month and don’t disappear when property values drop.

Exemptions That Lower Your Bill
The homeowners’ exemption reduces assessed value on your primary residence by $7,000, worth roughly $70 a year on the base tax. You file once with the county assessor and it stays in place.10California Legislative Information. California Revenue and Taxation Code RTC 218
Disabled veterans with a 100% service-connected rating qualify for a much larger exemption. For 2026, the basic exemption reduces assessed value by roughly $180,000 with no income limit. A low-income tier raises that to about $271,000 for households earning under approximately $81,000. Unmarried surviving spouses may also qualify. File form BOE-261-G with the county assessor.
Homeowners who are at least 62, blind, or disabled may qualify for the state Property Tax Postponement program, which lets you delay current-year property taxes on your primary residence if total household income is $55,181 or less.11California State Controller’s Office. Property Tax Postponement Postponed taxes accrue interest and come due when you sell or move, so it’s a deferral, not a discount.
If You Think Your Assessment Is Too High
You can file an assessment appeal through the San Bernardino County Clerk of the Board. The regular filing window in most California counties runs from July 2 through either September 15 or November 30, depending on when the assessor mails value notices. The application carries a $45 processing fee for the 2026 calendar year.12San Bernardino County Clerk of the Board. Assessment Appeals You’ll need evidence that your assessed value exceeds market value, and recent comparable sales in your neighborhood are the strongest material to bring. The Clerk of the Board stays neutral and won’t help you build your case.
California State Income Tax: Up to 13.3%
California’s income tax has nine brackets ranging from 1% to 12.3%, plus a 1% Mental Health Services Tax on taxable income above $1 million, for a top effective rate of 13.3%. The Franchise Tax Board administers it, and the filing deadline matches the federal date: April 15, 2026, for the 2025 tax year.13Franchise Tax Board. e-file Calendars
For 2025 returns filed in 2026, single filers pay 1% on the first $11,079 of taxable income. The 9.3% rate starts at $72,725, and the 12.3% rate hits income above $742,954. Married couples filing jointly get wider brackets: 9.3% starts at $145,449 and 12.3% begins above $1,485,907. Thresholds adjust for inflation each year.
California’s standard deduction is $5,706 for single filers and $11,412 for married couples filing jointly in 2025. That’s considerably smaller than the federal deduction, which is part of why the state tax bite feels heavier than the rate alone suggests.
Self-Employment Tax
If you work as an independent contractor, gig worker, or small-business owner in Victorville, self-employment tax sits on top of income tax. The rate is 15.3%: 12.4% Social Security and 2.9% Medicare. For 2026, the Social Security portion applies to the first $184,500 in net self-employment earnings.14Social Security Administration. Contribution and Benefit Base The Medicare portion has no cap, and an additional 0.9% Medicare surtax applies to earnings above $200,000 for single filers or $250,000 for joint filers. Quarterly estimated payments to both the IRS and the Franchise Tax Board are required to avoid underpayment penalties.
Business License Tax

A state-level professional license or contractor credential does not replace the city license. Letting the city license lapse triggers late fees that can run 25% to 50% of the original tax, and operating without one is a misdemeanor under local ordinances.
Transient Occupancy Tax: 10%
Victorville charges a 10% Transient Occupancy Tax on hotel, motel, and short-term rental stays of 30 days or less. Lodging operators collect it from guests and remit to the city, with revenue going to the general fund. If you rent out a room or property short-term, you’re responsible for collecting and remitting.
Utility Users Tax: 7%
The city levies a 7% Utility Users Tax on electricity, natural gas, and telecommunications services delivered to addresses within city limits. It appears as a line item on monthly utility statements, and the utility providers forward the money to the city. The UUT is separate from sales tax and applies to utility consumption itself.
