Virginia Food Stamps: Eligibility, Benefits, and How to Apply

Virginia food stamps, formally the Supplemental Nutrition Assistance Program (SNAP), give qualifying households a monthly grocery allowance loaded onto an EBT card. In fiscal year 2026, a single person can receive up to $298 a month and a family of four up to $994. Most Virginia households qualify if their gross monthly income is at or below 200 percent of the federal poverty level, and for the majority of applicants there is no asset test. You apply through the state’s CommonHelp portal, at your local Department of Social Services office, or by phone.

Who Qualifies in Virginia

Virginia uses broad-based categorical eligibility under Code of Virginia ยง 63.2-801, which sets the gross income ceiling at 200 percent of the federal poverty guidelines and removes the asset test for most households.1Virginia Code Commission. You must live in Virginia, and your “household” is the people who live with you and regularly buy and prepare food together.

Clearing the gross income screen does not guarantee benefits. Virginia also runs a net income test, and federal law requires net income to be at or below 100 percent of the poverty level for benefits to be paid.3Office of the Law Revision Counsel. 7 USC 2014 – Eligible Households Households that include someone 60 or older, or a member with a documented disability, follow different net income rules and are not subject to the standard gross income test.

Deductions That Lower Your Countable Income

A caseworker subtracts several allowable deductions from your gross income before calculating benefits:

  • Standard deduction: $204 per month for households of one to three, $217 for four, $254 for five, and $291 for six or more.
  • Earned income deduction: 20 percent of gross wages or salary.
  • Dependent care costs when needed for a household member to work or attend training.
  • Excess shelter costs above half of adjusted income, capped at $712 per month (no cap if the household includes an elderly or disabled member).
  • Out-of-pocket medical expenses above $35 per month, for elderly or disabled members only.

How Much You Can Get

The maximum monthly allotment for FY 2026 (October 2025 through September 2026) is set federally and applies in Virginia:

  • 1 person: $298

Most households do not receive the maximum. Your benefit is calculated by taking 30 percent of your net monthly income and subtracting that from the maximum for your household size. The assumption is that you will spend roughly 30 percent of your own income on food, and SNAP fills the rest. Households with zero or very low net income receive the full maximum.

Work Requirements

Non-exempt adults between 16 and 59 must register for work, accept suitable employment if offered, and not voluntarily quit a job or drop below 30 hours per week without good cause. Failure to comply can disqualify you from the program.

Rules for Able-Bodied Adults Without Dependents

Stricter rules apply to able-bodied adults without dependents (ABAWDs). Under longstanding federal law, adults with no children in their SNAP household must work or take part in a qualifying work program for at least 80 hours a month. The One Big Beautiful Bill Act of 2025 expanded who these rules cover. The upper age for the ABAWD time limit rose from 54 to 64, and the child-in-household exemption now applies only when the child is under 14 rather than under 18. You are exempt from the ABAWD time limit if you are physically or mentally unable to work, pregnant, a veteran, experiencing homelessness, or age 24 or younger and were in foster care on your 18th birthday.5Food and Nutrition Service. College Students

Students enrolled at least half-time in college, university, or trade school face an extra hurdle: they must meet a specific student exemption on top of the normal income and household rules.7Food and Nutrition Service. Common qualifying exemptions include working at least 20 hours a week in paid employment, participating in federal or state work-study, caring for a child under 6, receiving TANF, being a single parent enrolled full-time with a child under 12, or being placed in school through a SNAP Employment and Training program or a Workforce Innovation and Opportunity Act program. What You Need Before You Apply

Missing documents are the most common cause of delay. Every household member needs a Social Security number, or proof of having applied for one. The person submitting the application must verify identity through a driver’s license, state ID, work or school ID, voter registration card, or birth certificate. Bring pay stubs from the last 30 days for anyone in the household who works. For unearned income, bring award letters or payment statements for Social Security, pensions, unemployment, or child support.9Food and Nutrition Service. You will also need proof of your Virginia address (a utility bill or lease works), documentation of shelter costs like rent or mortgage statements, and records of any dependent care expenses. Households with a member who is 60 or older or has a disability should document out-of-pocket medical expenses over $35 per month, since those qualify for a deduction that increases the benefit.10Food and Nutrition Service. How to Apply

Virginia takes SNAP applications three ways. The fastest is online through CommonHelp at commonhelp.virginia.gov.11Virginia CommonHelp. You can also hand-deliver a signed application to your local Department of Social Services office during business hours, or mail it to the local office serving your area.

Sign the application before you submit it. An unsigned form cannot be processed. The date your local office receives the application starts the processing clock, so submit promptly if you need benefits quickly.

After You Apply

A caseworker will schedule a mandatory eligibility interview after receiving your application. Most interviews are by phone, though you can ask for an in-person meeting. Expedited Service in Seven Days

Households in severe financial distress can qualify for expedited service, cutting the processing window to seven calendar days.12Food and Nutrition Service. SNAP Application Processing Timeliness You generally qualify if your household has less than $150 in gross monthly income and $100 or less in liquid assets, or if your combined monthly income and liquid assets are less than your monthly rent and utility costs. Migrant and seasonal farmworkers who meet certain destitution criteria also qualify.

Your EBT Card and Payment Schedule

After approval, Virginia mails an EBT card to your home. Call the automated activation line included with the card to set a PIN before using it. The card works like a debit card at authorized grocery retailers.

Virginia loads benefits on a staggered schedule based on your case number. Cases ending in 0 through 3 receive benefits on the 1st of the month, 4 or 5 on the 4th, and 6 through 9 on the 7th. Benefits appear at 12:01 AM on the scheduled date, weekends and holidays included. Keep your card and PIN secure; you are responsible for preventing unauthorized use.

What SNAP Pays For

SNAP covers food intended for home preparation: fruits, vegetables, meat, poultry, fish, dairy, bread, cereals, snack foods, non-alcoholic beverages, and seeds or plants that produce food for the household. You cannot use SNAP for alcohol, tobacco, vitamins or supplements (anything labeled with Supplement Facts), non-food items like cleaning supplies, paper products, pet food, or cosmetics, or hot foods prepared for immediate consumption at the point of sale.13Food and Nutrition Service. Doubling Your Dollars at Farmers Markets

Many Virginia farmers markets take part in Virginia Fresh Match, which doubles the value of SNAP dollars spent on fruits and vegetables. Bring your EBT card to the market information table, swipe it, and receive tokens worth twice your purchase. Spend $10, get $20 in tokens. Tokens can only buy eligible foods from market vendors, and unused tokens roll over to future visits.14Virginia Department of Social Services. SUN Bucks for Summer

Virginia families receiving SNAP with school-age children are automatically enrolled in SUN Bucks, which adds $120 per eligible child for grocery costs when school is out for summer.15Virginia Department of Social Services. Keeping Your Benefits

SNAP is not permanent. Virginia approves you for a certification period, typically six to 24 months. Before it ends, you must recertify with updated income and household information. Your approval letter states the certification end date. Mark it on your calendar, because missing it means benefits stop and you may have to reapply from scratch. Households where every member is 60 or older can get a longer certification period and a streamlined renewal with no interview through the Elderly Simplified Application Project.

During your certification period, Virginia uses simplified reporting. You generally do not need to report minor income changes; you only have to report a change if your household income crosses the gross income eligibility limit. If You’re Denied or Your Benefits Are Cut

You have 90 days from the date on your notice to appeal a denial or reduction. File by completing the Benefits and Services Appeal Form, calling the Appeals and Fair Hearings hotline at (800) 552-7096, submitting through CommonHelp, faxing (804) 726-7656, or emailing appeals@dss.virginia.gov.18Virginia Department of Social Services. If you already receive benefits and your case is being reduced or closed, you can request that benefits continue at the current level during the appeal. You must file before the agency takes the negative action, or within 10 days of the decision being mailed. If the hearing officer sides with the agency, you may have to repay the benefits you received during the appeal.
