Virginia Journeyman Plumbing License: Requirements, Exam, and Renewal

To earn a journeyman plumber license in Virginia, you need to meet the state’s experience and training requirements, apply to the Board for Contractors through the Department of Professional and Occupational Regulation (DPOR), pay a $150 application fee, and pass the journeyman plumbing exam. The baseline Virginia journeyman plumbing license requirements are four years of practical plumbing experience plus 240 hours of formal vocational training, but several alternative routes exist depending on your background.

Experience and Training You Need to Qualify

Virginia Administrative Code 18VAC50-30-40 spells out the acceptable combinations of field work and classroom instruction. Every extra year of documented experience beyond four offsets 80 hours of training, down to a floor of 40 classroom hours:

Four years of experience with 240 hours of vocational training
Five years of experience with 160 hours of vocational training
Six years of experience with 80 hours of vocational training
Seven years of experience with 40 hours of vocational training

If you have ten or more years of documented plumbing experience, you can skip the training requirement entirely and go straight to the exam. In that case, you submit reference letters from building officials, inspectors, past employers, contractors, engineers, architects, or clients who can attest to your work.¹

Vocational training must come from an accredited school or a Board-approved organization, and your experience needs to be verifiable through employer records. Collect transcripts and employment documentation early, because the Board reviews both closely.

Other Ways to Qualify

Associate Degree or Two-Year Certificate

An associate degree or a certificate of completion from at least a two-year program in a plumbing-related field cuts the experience requirement to two years. The credential must come from an accredited community college or technical school, and you’ll submit a transcript with your application.²

Registered Apprenticeship

Completing a registered apprenticeship program approved by the Commissioner of the Virginia Department of Labor and Industry satisfies both the experience and training requirements and waives the journeyman exam. You still submit the application and fee, but no test.²

Residential Journeyman Plumber

Virginia offers a residential journeyman plumber license with lower thresholds if you plan to work only on homes. It starts at two years of experience plus 160 hours of training, with the same sliding scale: three years with 120 hours, four years with 80 hours, five years with 40 hours, or six years with no training.² The trade-off is scope: this license limits you to residential work.

Military Service Credit

Honorably discharged veterans can receive credit for substantially equivalent military training, education, or experience under §54.1-118 of the Code of Virginia. If your Military Occupational Specialty involved plumbing, DPOR may count some or all of that service toward the experience requirement. Contact DPOR’s Military and Veterans Services team before applying so you know what documentation to send.³

How to Apply

You apply using DPOR’s Tradesman Exam and License Application (form A501-2710EXLIC), available on the DPOR Tradesmen page. The form collects your contact information and at least one identifier, either a Social Security number or a Virginia DMV control number.⁴

Most of the paperwork proves your experience. Employers sign designated sections certifying the type and duration of your work. Applicants using the ten-year pathway submit reference letters instead.¹

A non-refundable $150 fee goes with the application. DPOR accepts checks or money orders payable to the Treasurer of Virginia, and credit-card payment is available through the form’s insert.⁴ Incomplete applications get returned, so verify every section and collect all employer signatures before mailing.

Disclosing a Criminal Conviction

If you have a criminal conviction, submit DPOR’s Criminal Conviction Reporting Form along with either a state police criminal history report, a national background check, or a certified copy of the court’s final order. The Board weighs criminal history under the nine factors in §54.1-204.B of the Code of Virginia, including the seriousness of the offense, its relevance to plumbing work, time elapsed, and evidence of rehabilitation.⁵ A conviction does not automatically disqualify you, and DPOR offers a predetermination process so you can find out where you stand before completing the full application. Failing to disclose a conviction, on the other hand, can be disqualifying on its own.

The Journeyman Plumbing Exam

Once DPOR approves your application, you schedule the exam through PSI, the department’s contracted testing provider.⁶ The exam is open-book. You bring the edition of the International Plumbing Code specified in the current candidate information bulletin, along with any other approved references. Study guides are not allowed.

Multiple-choice questions cover drainage and venting, piping materials and methods, water-heater installation, fixture requirements, and general code compliance. The test rewards fluency with the code book’s layout, since most questions require you to look up and apply code provisions to job scenarios. Candidates typically get between three and four hours. Confirm the current question count, time limit, and passing score in PSI’s candidate information bulletin, since those details change when the exam is updated.⁷

If you have a documented disability, you can request accommodations under the Americans with Disabilities Act, such as extended time, large-print materials, screen-reading technology, a distraction-free room, or permission to bring medication.⁸ Contact PSI when scheduling the exam so accommodations are arranged in advance.

After you pass, the Board issues your license and you’re authorized to practice as a journeyman plumber in Virginia.

What the License Lets You Do

A Virginia journeyman plumber can install, repair, and maintain plumbing systems, materials, and equipment. The license does not authorize independent practice. Journeyman plumbers work under the supervision of a master plumber, who handles project planning, layout, and oversight. If you want to work on your own, pull permits, or supervise other plumbers, the master license is the next step and requires additional experience and a separate exam.⁹

Unlicensed individuals can still perform plumbing work as long as they’re supervised by a licensed tradesman in that specialty. Once you’re doing plumbing work for the public for compensation, though, licensure is mandatory.⁹

Renewal and Continuing Education

Journeyman plumbing licenses expire three years from the last day of the month they were issued. Renewal costs $160 and is non-refundable.¹⁰

Before renewing, you must complete three hours of Board-approved continuing education on changes to the International Plumbing Code. The course must be finished before your expiration date. If you hold licenses in multiple trades, each designation needs its own three-hour course.¹⁰

Miss the deadline and consequences escalate. You get a 30-day grace period after expiration to submit the renewal fee and continuing-education proof. Past that window, reinstatement costs extra. If your license stays lapsed more than a year, you have to apply from scratch under whatever requirements are current, which can mean retaking the exam.

If You’re Already Licensed in Another State

Virginia offers a Universal License Recognition (ULR) pathway for plumbers licensed elsewhere. You qualify if you hold a valid plumbing license with a similar scope in another state, have been licensed there for at least three years, passed an examination, met training standards, and have no disciplinary actions or disqualifying criminal history. A separate ULR application exists for tradesmen.¹¹

ULR does not automatically waive the Virginia exam. Whether you have to test depends on how closely your home state’s requirements align with Virginia’s. Penalties for Working Without a License

Performing tradesman work for the public without a Virginia license is a Class 1 misdemeanor. Fines run up to $500 per day for each day of unlicensed operation. When the unlicensed work involves a consumer transaction, it also qualifies as a prohibited practice under the Virginia Consumer Protection Act, which opens additional enforcement avenues.¹²
