Virginia license plate codes combine up to seven letters and numbers with distinct visual designs that identify the vehicle type, the owner’s registration status, and any special category the driver qualifies for, such as military service, an affiliated organization, or a disability. For standard passenger plates the character sequence is mostly a database identifier, not a hidden code about you or your car. The visual design is where the real signaling happens, and Virginia law spells out how every plate must be displayed and what happens if you get it wrong.
What the Characters on a Standard Plate Mean
Most Virginia passenger vehicles receive a plate with up to seven alphanumeric characters. The sequence is generated to keep every active registration unique in the DMV’s database. It doesn’t encode your county, your vehicle make, or anything else about you for standard-issue plates. Motorcycles, trailers, and semitrailers use shorter combinations on smaller plates.
The meaningful “code” on a Virginia plate is usually the design itself: the background image, the logo, and any symbol printed next to the characters. Those visual elements tell law enforcement and other drivers what category the plate belongs to, whether that’s a university affiliation, a military decoration, a conservation cause, or a disability designation.
How Plates Must Be Displayed
Virginia is a two-plate state. Passenger vehicles must display a plate on both the front and the rear. Motorcycles, mopeds, autocycles, trailers, and semitrailers only need a rear plate. Every plate has to be securely mounted so it does not swing, and it must remain clearly visible and legible. You cannot place a tinted cover, colored frame, bracket, or any other material over the plate if it obscures the characters, the state name, or the registration decals. Trailer hitches, emblems, and accessories cannot block any part of the plate either.2Virginia Code Commission. Specialty Plate Designs and What They Signal
Virginia offers more than 200 specialty plate designs, each with its own visual layout.3Virginia Department of Motor Vehicles. Create a Plate Designs cover colleges and universities, conservation causes, fraternal organizations, emergency personnel, hobbyist groups, and military service. The design itself is the code. A plate with a Chesapeake Bay logo, a university seal, or a military branch insignia tells you at a glance what category the driver falls into.
Getting a new specialty plate authorized takes work. Before the General Assembly signs off, the sponsoring group has to collect at least 450 prepaid applications within 30 days. Once a plate is issued, it has to hold at least 200 active registrations after five years or the DMV stops issuing it.4Virginia Code Commission. Virginia Code 46.2-725 – Special License Plates, Generally The base annual fee for a specialty plate is $10 on top of standard registration, though revenue-sharing designs cost more because a share of the fee goes to a partner organization.
The Chesapeake Bay plate is the best-known revenue sharer. It carries a $25 annual fee, and after the first 1,000 qualifying plates are sold, $15 of every $25 goes to the Chesapeake Bay Restoration Fund Advisory Committee for environmental education and habitat restoration.5Virginia Department of Motor Vehicles. Military and Veteran Plates
Virginia issues a range of plates recognizing military service, and the fees vary with the decoration involved.
Purple Heart recipients pay no plate fee and receive one free vehicle registration. That benefit also extends to unremarried surviving spouses.6Virginia Department of Motor Vehicles. Purple Heart Medal of Honor recipients receive similar treatment.
For recipients of other military decorations that fall between the Medal of Honor and the Purple Heart in order of precedence, the plate carries a one-time $10 fee on top of regular registration.7Virginia Code Commission. Virginia Code 46.2-725.3 – Special License Plates for Recipients of Certain Military Decorations Branch-specific plates for the Army, Navy, Air Force, Marines, and Coast Guard are also available and require proof of service. Some carry on-base parking privileges.
Personalized Plates and What the DMV Will Reject
You can customize the character combination on most Virginia plates using up to seven characters. The annual personalization fee is $10, added on top of your regular registration and any specialty plate fee.3Virginia Department of Motor Vehicles. Create a Plate Motorcycles and other small-format plates allow fewer characters. Every combination must be unique, and the DMV’s database will not allow duplicates across active registrations.
The DMV Commissioner has broad discretion to approve or deny personalized plate requests under Virginia Code § 46.2-726. One specific statutory restriction: a registered sex offender cannot receive a personalized plate if the requested combination could be read as a reference to children.8Virginia Code Commission. Beyond that, the DMV publishes guidelines on what it will reject. Combinations that read as profane, sexually explicit, related to violence, or referencing illegal activities or drugs are all grounds for denial. The DMV also reserves the right to recall a plate later found to violate the guidelines.9Virginia Department of Motor Vehicles. Disability Plates and Placards
Virginia issues special license plates and parking placards to residents with permanent or temporary disabilities that limit mobility. The program also covers conditions that create safety concerns while walking, including blindness and certain cognitive conditions.10Virginia Department of Motor Vehicles. To apply, you complete the DMV’s MED 10 form, which includes a section that a licensed physician has to certify confirming the qualifying condition. Federal regulations require that the disability plate display the International Symbol of Access in a contrasting color and at the same size as the plate’s characters, and prohibit states from charging more for a disability plate than for a comparable standard plate.11eCFR. 23 CFR Part 1235 – Uniform System for Parking for Persons with Disabilities Disability plates entitle the driver to use designated accessible parking spaces.
Temporary Plates from Dealers
When you buy a vehicle from a licensed Virginia dealer, the dealer can issue temporary plates along with a certificate of temporary registration so you can drive legally while your permanent title and plates are processed. These temporary plates expire when the DMV issues your permanent title and plates, and they cannot remain valid for more than 30 days from the date of issuance.12Virginia Code Commission. If the dealer can’t deliver your title within the first 30 days because the title is lost, held by a lienholder, or delayed for another reason outside the dealer’s control, a second 30-day temporary registration can be issued. The dealer has to submit your title application, bill of sale, and fees to the DMV before the first temporary registration expires. If the title still isn’t available after 60 days, the DMV can extend the temporary registration for up to 90 additional days.
Penalties for Plate Violations
Plate violations run from minor traffic infractions to criminal charges, depending on what happened.
Obscuring or improperly mounting a plate is a traffic infraction under Virginia Code § 46.2-716. Driving with expired registration, no plates, or expired decals is a traffic infraction under Virginia Code § 46.2-613, with a fine of up to $250 for a first offense.13Virginia Code Commission. Virginia Code 46.2-613 – Infractions Relating to Registration, Licensing, and Certificates of Title; Penalties The same statute covers possessing or using a plate, decal, or registration card you’re not entitled to. Under Virginia’s Uniform Fine Schedule, the prepayable amount is $25 plus a $51 processing fee, totaling $76, though a judge can impose up to the statutory maximum at a court hearing.14Rules of Supreme Court of Virginia. More serious conduct escalates. Using counterfeit plates or plates connected to identity theft can move from a traffic infraction into misdemeanor or felony territory under Virginia’s general criminal statutes. A Class 2 misdemeanor in Virginia carries up to six months in jail and a $1,000 fine, while a Class 1 misdemeanor can mean up to twelve months and a $2,500 fine.15Virginia Code Commission. An expired registration is a nuisance fine. Intentionally misusing plates is the kind of thing that can land you in jail.
