Virginia Safety Approval Sticker: Costs, Penalties, and Exemptions

A Virginia safety inspection sticker is the windshield decal proving your vehicle passed the annual state safety check required for every car, truck, trailer, or semitrailer registered in the Commonwealth and driven or parked on a public highway.1Virginia Code Commission. Virginia Code 46.2-1157 – Inspection of Motor Vehicles Required The sticker expires at the end of the month printed on it, must be renewed within 12 months of the previous inspection, and can only be issued by a garage authorized by the Virginia State Police.2Virginia Code Commission. Virginia Code 46.2-1158 – Frequency of Inspection; Scope of Inspection

When Your Sticker Expires

Read the large number on the sticker. That numeral is the expiration month, and the sticker is valid through the last day of it. A “3” means midnight on March 31. A February sticker automatically runs through February 29 in a leap year.3Virginia Code Commission. 19VAC30-70-50 – Approval Stickers and Decals

You do not have to wait until the last day. Because reinspection has to happen within 12 months of the previous inspection, you can go in early in the expiration month, or a bit before, and the new sticker’s expiration will be set from the month of the new inspection.2Virginia Code Commission. Virginia Code 46.2-1158 – Frequency of Inspection; Scope of Inspection Going a few days early does not cost you a month.

Where to Go and What It Costs

Only garages officially designated by the Virginia State Police can perform the inspection and issue the sticker.4Virginia State Police. Safety Division for Inspectors The state caps what a station can charge; individual shops can charge less:

  • Motorcycles and autocycles: up to $12
  • Tractor trucks, trucks rated at 26,000 pounds or more, and passenger vehicles seating more than 15: up to $51
  • Everything else (passenger cars, SUVs, pickups, trailers, motor homes): up to $20

The station must tell you the regulated fee before starting the inspection.5Virginia Code Commission. Virginia Code 46.2-1167 – Charges for Inspection and Reinspection; Exemption

What the Inspector Checks

A technician runs your vehicle through a 24-item checklist covering the systems that keep you and the people around you safe on the road.6Virginia State Police. Vehicle Safety Inspection The categories that most often trip vehicles up:

  • Brakes: both service and parking brakes must work, with adequate stopping power and lining thickness.
  • Tires: minimum 2/32 inch tread depth, no bulges or exposed fabric.
  • Lights and signals: headlights, tail lights, brake lights, and turn signals all functional; no cracked lenses.
  • Steering and suspension: no excessive play, no worn joints affecting control.
  • Glass and wipers: windshield clear of view-impairing cracks, wipers working.
  • Mirrors, horn, and exhaust: at least one secure exterior mirror, an audible horn, no exhaust leaks into the cabin.

Window Tint

Aftermarket tint is a frequent failure point. Front side windows must let in more than 50 percent of light; rear side windows and the rear window must allow more than 35 percent. A medical exemption allows tint as dark as 35 percent on all windows, including the windshield, but you have to carry proof of the exemption in the vehicle.7Virginia Code Commission. If Your Vehicle Fails

The station removes the old approval sticker and applies a rejection sticker in its place. That rejection sticker is good for 15 calendar days after the inspection, and during that time you can still drive the vehicle to arrange repairs. You remain legally responsible for any equipment defect on the road, so an officer can still cite you for an actual violation, but the rejection sticker itself is not a driving restriction.8Virginia Code Commission. 19VAC30-70-60 – Rejection Stickers

Return to the same station within those 15 days and the inspector only re-checks the items that failed, unless something new is obviously wrong.2Virginia Code Commission. Virginia Code 46.2-1158 – Frequency of Inspection; Scope of Inspection Go somewhere else, or let the 15 days lapse, and you pay for a full inspection from scratch. Get the repairs done fast and go back to the shop that failed you.

Penalties for Driving Without a Valid Sticker

Operating or even parking a vehicle on a Virginia highway without a current sticker is a traffic infraction, and each day counts as a separate offense.9Virginia Code Commission. Virginia Code 46.2-1158.02 – Penalty for Failure to Have Motor Vehicle Inspection Because it’s an equipment violation rather than a moving violation, it carries no demerit points on your driving record.

There is a grace period most drivers don’t know about. Law enforcement cannot stop your vehicle solely because of an expired sticker until the first day of the fourth month after expiration.1Virginia Code Commission. Virginia Code 46.2-1157 – Inspection of Motor Vehicles Required A January expiration means no stop on that basis alone until May 1, and evidence from a stop that violates this rule is inadmissible in court. The protection is narrow: if an officer pulls you over for any other reason and notices the expired sticker, you can still be cited.

If you do get a summons, schedule an inspection right away. Courts have discretion to dismiss the charge if you bring proof the vehicle has since been inspected and passed.9Virginia Code Commission. Virginia Code 46.2-1158.02 – Penalty for Failure to Have Motor Vehicle Inspection

Vehicles That Don’t Need a Sticker

A few categories are exempt from the annual requirement. New vehicles inspected at the dealership under the manufacturer’s program get an approval sticker without a separate visit, and that dealer inspection starts the 12-month clock. Antique vehicles at least 25 years old and registered as antiques with the DMV are exempt entirely.10Virginia Code Commission. Virginia Code 46.2-1158.01 – Exceptions to Motor Vehicle Inspection Requirement Trailers under 3,000 pounds actual gross weight are exempt unless they have brakes, in which case they aren’t. Virginia residents on active-duty military stationed outside the state may drive here on leave with a valid inspection sticker from their duty state.11Virginia State Police. Vehicle Inspection FAQs And if your sticker expires while you and the vehicle are out of state, you don’t need a new inspection until you return to your Virginia residence or place of business.

Emissions Is a Separate Requirement

The safety sticker is not the same as an emissions inspection. Emissions testing applies only to vehicles garaged in specific Northern Virginia localities: Arlington, Fairfax, Loudoun, Prince William, and Stafford counties, and the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park. An emissions inspection is valid for two years rather than one.12Virginia Department of Motor Vehicles. Emissions Inspections If you live in one of those jurisdictions, you need both a current safety sticker and a passing emissions result to stay legal.
