What You Need to Look Up Your Refund

Why Your Refund May Be Delayed

Fraud Review

Virginia screens every return for suspicious activity. If yours gets flagged, the Refund Review Team looks at it manually and may mail you a letter asking for more information to confirm you really filed it.5Virginia Tax. You can’t resolve a verification letter by phone, but 804.404.4185 is the number for questions about the process.6Virginia Tax. Did You Get a Refund Verification Letter From Us

If the department has flagged you as a possible identity theft victim, it may issue a Personal Identification Number (PIN) you’ll need to put on future returns.5Virginia Tax. Refund Fraud Prevention A separate problem that can hold things up: if your employer filed its withholding records late, the state can’t confirm your withholding without verifying your return by hand.

Errors on the Return

Math mistakes, missing schedules, and figures that don’t match state records all pull a return into manual review. When auditors correct an error they recalculate the return, and your refund can change. You’ll get a notice with the new amount and instructions for disputing it.

Wrong Bank Account

A wrong routing or account number means the bank rejects the deposit, and that’s one of the most preventable causes of a delayed refund. Double-check your bank details before you file.

Why Your Refund Was Reduced or Withheld

If you owe certain government debts, Virginia can take some or all of your refund to pay them before releasing anything to you. This happens under the Virginia Debt Collection Act and, for federal debts, the U.S. Treasury Offset Program.7Virginia Tax. Why Was Your Refund Reduced or Withheld (Offset) Debts that can be offset include:

  • Unpaid Virginia state tax.
  • Delinquent child support and other debts owed to the Department of Social Services.
  • Fines, restitution, and court costs owed to state agencies or courts.
  • Debts owed to Virginia cities, towns, or counties.
  • Federal tax debt and some non-tax federal debts owed to the IRS or other federal agencies.

If your refund is offset, you’ll get a notice naming the agency that claimed the money, how much was applied, and a phone number for questions.7Virginia Tax. Why Was Your Refund Reduced or Withheld (Offset) Who you call to dispute depends on who claimed the debt. For a Virginia Tax debt, call Collections at 804.367.8045. For debts claimed by another state or local agency, contact that agency directly, because Virginia Tax has no information about other agencies’ debts. For federal non-tax offsets, call the Treasury Offset Program at 800.304.3107. If you’ve already paid or don’t owe the debt, the agency that collected it is responsible for refunding the money.

Interest If Virginia Takes Too Long

Virginia pays interest on late refunds automatically. Under Virginia Code ยง 58.1-1833, interest starts accruing 30 days after you paid the tax if you e-filed, or 60 days if you filed on paper.8Virginia Code Commission. Virginia Code 58.1-1833 – Interest on Overpayments or Improper Collection The rate is set quarterly and stood at 9% annually as of late 2025.9Virginia Tax. Virginia Interest Rates Remain 9% for the 4th Quarter of 2025 You don’t have to ask for it. If your refund qualifies, interest shows up as a separate line item. In practice most e-filed refunds arrive well within 30 days, so interest matters mainly when a return gets stuck in extended review.
