A Virginia temporary driver’s license is the paper document the DMV prints and hands you at the counter whenever it has to produce a new plastic card. It is valid for up to 90 days from the date of issuance, giving you full driving authority while your permanent card is manufactured at a secure facility and mailed to your home.1Virginia Code Commission. Virginia Code 46.2-344 – Temporary Driver’s Permit Most people get the plastic card within about two weeks, so the 90-day window is built to absorb mail delays. The paper permit drives fine. It does not fly.
When the DMV Issues One
Any in-person transaction that requires a new physical card produces a temporary permit. That covers first-time applicants after they pass the vision, knowledge, and road tests; drivers completing the in-person renewal that Virginia requires every other cycle;2Virginia Department of Motor Vehicles. Renew Driver’s License replacements for lost, stolen, or damaged cards; name, address, and REAL ID updates; and out-of-state transfers, where Virginia law requires you to surrender your previous license as part of the application.3Virginia Code Commission. Virginia Code 46.2-323 – Application for Driver’s License
Only DMV customer service centers issue driver’s licenses. DMV Select offices handle vehicle titles and registrations and cannot process license or ID transactions.4Virginia Department of Motor Vehicles. DMV Select You walk out of a customer service center with the paper permit the same day and can drive on it immediately.
How Long It Lasts and What It Authorizes
The permit is valid until your permanent card arrives, with a hard ceiling of 90 days from the issue date.1Virginia Code Commission. Virginia Code 46.2-344 – Temporary Driver’s Permit For traffic enforcement, it carries the same driving authority as the plastic card. The practical weakness is that it is paper and has no photo, so anything requiring identity verification beyond “can this person drive” gets complicated.
If your previous Virginia license was voided rather than surrendered at the counter, keep it with the temporary permit. The combination gives a trooper a photo to match against the paper document, and roadside stops go more smoothly.
Where It Won’t Work
Airport Security
TSA does not accept a temporary paper driver’s license as valid identification at airport checkpoints.5Transportation Security Administration. Acceptable Identification at the TSA Checkpoint There is no workaround at the checkpoint. If you have a flight before the plastic card arrives, bring a U.S. passport or another TSA-acceptable ID.
REAL ID enforcement raises the stakes. Since May 7, 2025, TSA has required REAL ID-compliant identification for domestic flights, and a paper temporary permit is not REAL ID-compliant even if the card being printed will be.6Transportation Security Administration. TSA Begins REAL ID Full Enforcement on May 7 If you’re upgrading to REAL ID and have travel coming up, time the DMV visit so you aren’t flying on paper.
Rental Counters
Rental car acceptance is inconsistent. Major rental companies allow temporary licenses as a matter of policy but give individual locations discretion to refuse them if staff cannot verify the document. Expect to be asked for a second government-issued ID such as a passport, and call the specific location before you show up rather than assuming the paper will clear the counter.
Driving in Other States
Virginia participates in the Driver License Compact, under which member states recognize each other’s driving privileges.7Virginia Code Commission. Driver License Compact The compact does not specifically address paper temporary permits, and an officer in another state may have questions a Virginia officer would not. Carrying the voided permanent card alongside the temporary helps the stop end quickly.
If the Permanent Card Doesn’t Arrive
The 90-day validity exists because the mail is not guaranteed. If several weeks pass without the card, contact the DMV to confirm the mailing status and the address on file. If the card was lost in transit, the DMV can issue a replacement for a $20 fee, and you receive another temporary permit to cover the wait.8Virginia Department of Motor Vehicles. DMV Fees
If your temporary is nearing the 90-day limit and the plastic card still has not shown up, you can also buy a standalone 90-day temporary driver’s license for $10.8Virginia Department of Motor Vehicles. DMV Fees Do not let the paper expire with nothing to replace it. Driving without a valid license or permit draws a citation, and a short DMV visit or phone call heads it off.
A Note for CDL Holders
Commercial driver’s license holders who receive a temporary permit carry an extra obligation that standard drivers do not. Federal rules require CDL holders to keep a current Medical Examiner’s Certificate on file with the state licensing agency, and a new certificate has to reach the DMV before the current one expires. If the medical certificate lapses, the state downgrades your commercial driving privileges regardless of what your license document says.9Federal Motor Carrier Safety Administration. Medical
CDL holders also have to keep their self-certification current, declaring whether their commercial driving is interstate or intrastate and excepted or non-excepted. Confirm both the medical certificate and the self-certification whenever you visit the DMV for a CDL renewal or replacement. The temporary permit itself behaves the same way it does for standard drivers; the medical and self-certification layers are what tend to trip people up.
