Virginia Vehicle Registration: Deadline, Documents, and Fees

To complete a Virginia vehicle registration, apply to the Department of Motor Vehicles within 30 days of buying a vehicle or moving to the state, bringing your title, proof of liability insurance, and a valid safety inspection. You will pay a one-time 4.15% sales and use tax (minimum $75) plus an annual registration fee that starts at $23 for passenger cars 4,000 pounds or less.¹²

The 30-Day Deadline

Every owner of a motor vehicle, trailer, or semitrailer in Virginia must obtain a certificate of title and register the vehicle before driving it on any highway. You have 30 days from the date of purchase or transfer to apply.¹ New residents get the same 30 days from the day they establish residency.

A few situations sit outside this rule. Farm tractors and forestry equipment do not need Virginia titles or registration. Active-duty military stationed in Virginia can keep an existing out-of-state registration for the length of their service, and the same applies to certain full-time religious missionaries whose assignments run 36 months or less and who are not employed in the state.¹

Insurance Is Now Mandatory

Virginia will not process a registration without proof of liability coverage. The DMV verifies insurance electronically, so your policy needs to be on file with your insurer before you apply. For policies effective on or after January 1, 2025, the minimum limits are $50,000 per person for bodily injury, $100,000 per accident, and $25,000 for property damage.³

Virginia used to allow owners to pay a $500 uninsured motor vehicle fee instead of carrying coverage. That option ended July 1, 2024. If your coverage lapses after registration, the Commissioner can suspend your license, registration, and plates, and you owe a $600 noncompliance fee to get them back.⁴

Safety and Emissions Inspections

Every registered vehicle in Virginia must pass an annual safety inspection at an official inspection station, where a certified technician checks brakes, lights, tires, steering, and other mechanical components. Fail the inspection and you receive a rejection sticker with a short window to make repairs and return. Antique vehicles on special plates are exempt.

A biennial emissions inspection is also required if you register a vehicle weighing 10,000 pounds or less in Arlington, Fairfax, Loudoun, Prince William, or Stafford counties, or in the cities of Alexandria, Fairfax, Falls Church, Manassas, or Manassas Park.⁵⁶ Both inspections must be current before the DMV will issue or renew a registration.

Documents To Bring

The application form is the VSA 14, available on the DMV website or at any service center.⁷ You will fill in the 17-digit vehicle identification number, current odometer reading, your full legal name, physical address, and Social Security number. VIN errors are the most common reason applications stall, so copy it from the dashboard or door jamb rather than an older document that may contain a typo.

Along with the form, gather:

The original Virginia title, or a valid out-of-state title if you are transferring from another state
Two documents showing your Virginia address, such as a utility bill and a lease
A current insurance card or declarations page meeting Virginia’s minimum limits
A valid safety inspection sticker on the vehicle, plus emissions inspection if you live in a covered Northern Virginia locality

How To Submit Your Application

In Person

Visit any DMV customer service center. Booking an appointment online cuts wait times sharply. A representative reviews your VSA 14, verifies your insurance and inspection status, and processes the title and registration in the visit. You leave with a temporary registration and receive your permanent card, plates, and decals in the mail.

By Mail

To skip the office, send your completed package to the Virginia DMV Titling Department, P.O. Box 27412, Richmond, VA 23269.⁸ Allow up to 15 days for your materials to arrive before contacting the DMV.⁹

Online Renewal

If a vehicle is already registered and no title change or new inspection is involved, renew through the DMV’s online portal. Online renewals get a $1 discount, and multi-year renewals save more: $3 off two years and $4 off three years.¹⁰

What It Costs

Sales and Use Tax

When you first register a vehicle in Virginia or transfer a title, you owe a one-time motor vehicle sales and use tax of 4.15% of the sale price or fair market value, whichever is higher. The minimum is $75 for most passenger vehicles, so even a very cheap car triggers at least that amount.² Transfers between spouses, inherited vehicles, and vehicles purchased by qualifying disabled veterans are among the exemptions in the companion statute.¹¹

Annual Registration Fees

State registration fees depend on vehicle type and weight. Private passenger cars 4,000 pounds or less pay $23 per year; over 4,000 pounds, $28. Motor homes pay $33 or $38 on the same weight split.¹² Multi-year registration is available at the Commissioner’s discretion, with the annual fee multiplied by the number of years chosen.¹³

Many cities and counties add a local vehicle license fee, collected separately by your jurisdiction.

Highway Use Fee

Drivers of electric and highly fuel-efficient vehicles pay an annual highway use fee to offset lower fuel-tax revenue. The formula produces 85% of the difference between the fuel taxes a vehicle rated at 23.7 MPG would pay and what your vehicle pays at its higher efficiency rating. Low-speed electric vehicles pay a flat $25 per year.¹⁴

Local Personal Property Tax

This is the cost that catches new Virginians off guard. Localities levy an annual personal property tax on vehicles with an active Virginia registration, assessed by the locality where the vehicle is registered even if you garage it elsewhere. Rates and assessment methods vary, but rates of several dollars per $100 of assessed value are common, and a newer vehicle’s bill can easily run several hundred dollars a year. Your local Commissioner of the Revenue or tax office sends the bill, usually in the fall. It is separate from your DMV fees, and for many owners it is the largest annual cost of keeping a car on the road beyond insurance.

Driving Without Registration

Operating an unregistered vehicle on Virginia roads is a traffic infraction. The court has discretion to dismiss the charge if you provide proof of registration on or before your court date, so getting into compliance quickly matters. A stop for unregistered driving often surfaces lapsed insurance as well, which brings the $600 noncompliance fee and a suspended license.⁴

Before You Register a Used Vehicle

Run the VIN through the National Motor Vehicle Title Information System before you buy. The federal database tracks brand designations such as “salvage,” “junk,” and “flood” across all 50 states, so a seller cannot erase them by retitling in another state. Virginia queries the system before issuing a new title, and the check also helps flag cloned vehicles where a stolen car has been assigned a legitimate VIN.¹⁵ A few dollars spent here can save you from inheriting someone else’s fraud.
