The Volusia County sales tax rate is 6.5%, combining Florida’s 6% state sales tax with a 0.5% county discretionary surtax. The county surtax has been in effect since January 2002 and is currently authorized through December 31, 2031. Most taxable sales in the county are charged at the full 6.5%, but a cap on the surtax, a short list of exemptions, and a recent repeal of commercial rent tax change the math in specific situations.
How the Rate Is Built
Florida’s statewide sales tax is 6% and applies the same way in every county.1Florida Department of Revenue. Tax and Interest Rates Counties can add a discretionary sales surtax under Section 212.055 of the Florida Statutes, and Volusia’s is 0.5%.2Florida Department of Revenue. Discretionary Sales Surtax Information for Calendar Year 2025 Added together, that is the 6.5% you see on most receipts in the county.
The $5,000 Surtax Cap
The 0.5% Volusia surtax only applies to the first $5,000 of any single item of tangible personal property. Anything above $5,000 on that same item is taxed at the 6% state rate only.3The Florida Legislature. Florida Code 212.054 – Discretionary Sales Surtax; Limitations, Administration, and Collection
A $10,000 purchase works out like this:
- State tax: $10,000 × 6% = $600
- County surtax: $5,000 × 0.5% = $25
- Total: $625
Without the cap, the surtax would be $50. The ceiling matters most for vehicles, boats, and equipment. On the DR-15 return, Line 15(a) is where you report the exempt portion of items above $5,000.4Florida Department of Revenue. Instructions for DR-15 Sales and Use Tax Returns
What Is Taxed and What Is Not
Sales tax applies to most tangible personal property, event admissions, and short-term lodgings of six months or less. Florida also charges a use tax on items purchased out of state and brought into Volusia County.
Several everyday categories are exempt from Florida sales tax:
- Groceries. Food products for home preparation are exempt, though prepared meals are generally taxable.5The Florida Legislature. Florida Code 212.08 – Sales, Rental, Use, Consumption, Distribution, and Storage Tax; Specified Exemptions
- Prescription drugs and medical supplies, including chemical compounds and test kits used to diagnose or treat disease and common household remedies.5The Florida Legislature. Florida Code 212.08 – Sales, Rental, Use, Consumption, Distribution, and Storage Tax; Specified Exemptions
- Prosthetic and orthopedic devices dispensed by prescription, including artificial limbs, orthopedic shoes, hearing aids, crutches, dentures, and prescription eyeglasses.6Florida Department of Revenue. DR-46NT – Nontaxable Medical Items and General Grocery List

One change deserves specific attention. As of October 1, 2025, the state sales tax on commercial real property rentals is fully repealed.7Florida Department of Revenue. Sales Tax on Commercial Rentals Repealed Effective October 1, 2025 If you lease office, retail, or warehouse space in Volusia County, you no longer owe state sales tax on the rent. Before the repeal the rate had already been phased down to 2%. Landlords and tenants should check any lease that previously built the tax into the stated rent.
Out-of-State Sellers and Marketplaces
If you sell into Volusia County from outside Florida, you have to collect sales tax once your sales into the state exceed $100,000 in the previous calendar year. Florida does not use a separate transaction-count threshold.
Sellers who go through marketplace platforms like Amazon, Etsy, or eBay usually do not collect Florida tax themselves. Under Florida Statute 212.05965, marketplace providers that meet the nexus threshold collect and remit on behalf of their third-party sellers. The marketplace certifies that it will handle the tax, and sellers exclude those sales from their own returns. Sellers with more than $1 billion in annual U.S. gross sales can contractually agree with the marketplace to handle their own tax instead.8The Florida Legislature. Florida Code 212.05965

Filing and Payment Deadlines
Returns are due on the 1st of the month following each reporting period and become late after the 20th. Electronic filers must initiate payment and receive a confirmation number by 5:00 p.m. ET on the business day before the 20th. Paper filers have until the 20th itself, with the deadline rolling to the next business day if that date lands on a weekend or holiday.10Florida Department of Revenue. Florida Sales and Use Tax
Electronic filing becomes mandatory once your business pays $5,000 or more in sales and use tax during Florida’s prior fiscal year (July 1 through June 30). Once you cross that threshold, you file electronically for the entire next calendar year beginning with the January return.10Florida Department of Revenue. Florida Sales and Use Tax
The return itself is Form DR-15. It asks for gross sales, exempt sales, taxable amounts broken into categories (general sales, taxable purchases, transient rentals, and food and beverage vending), the surtax calculation, and any credits or deductions. The Department of Revenue’s eServices portal lets you file, store bank information, view history, and reprint prior returns.11Florida Department of Revenue. eServices for Taxes, Fees and Other State Remittances
Collection Allowance for On-Time Electronic Filers
File and pay electronically by the deadline and you can deduct 2.5% of the first $1,200 of tax due, up to $30 per reporting period.4Florida Department of Revenue. Instructions for DR-15 Sales and Use Tax Returns Paper filers are not eligible. It is small, but it is worth claiming, and it is another reason to file electronically even if you are below the mandatory threshold.
Penalties for Filing Late
A late return triggers a 10% penalty on the tax owed, with a $50 minimum. That $50 floor applies even when no tax is due, so a late zero-dollar return still costs $50.10Florida Department of Revenue. Florida Sales and Use Tax On top of the penalty, a floating interest rate accrues on any unpaid balance from the original due date; current rates are published by the Department of Revenue.1Florida Department of Revenue. Keeping Records
Keep records supporting your sales tax transactions for at least three years from the date you file the return or the date it was due, whichever is later.4Florida Department of Revenue. Instructions for DR-15 Sales and Use Tax Returns That includes invoices, exemption certificates, and point-of-sale reports documenting your gross sales, exempt transactions, and tax collected. If a buyer gives you an exemption certificate, keep a copy. The Department of Revenue can audit within that three-year window, and incomplete records make a routine audit much harder.
