To register to vote in Tennessee, you must be a U.S. citizen, a Tennessee resident, and at least 18 years old on or before the next election. You can register online if you have a Tennessee driver’s license or a photo ID from the Tennessee Department of Safety and Homeland Security, or you can submit a paper application to your County Election Commission. Who Can Register
Tennessee has three baseline requirements: U.S. citizenship, Tennessee residency, and being at least 18 by election day.1Tennessee Secretary of State. How to Register to Vote Two categories of people are disqualified. Anyone a court has adjudicated incompetent cannot register unless their legal capacity has been restored. Anyone convicted of certain felonies cannot register until their voting rights have been restored through the process described further down.2Justia. Tennessee does not record party affiliation on your registration. You will not be asked to pick a party, and your voter registration card will not show one. Party choice happens at the polls during a primary, not at registration.
Registering Online
The state’s online portal, GoVoteTN, is the quickest way to register if you qualify to use it. You need a valid Tennessee driver’s license or a photo ID card issued by the Tennessee Department of Safety and Homeland Security.3Tennessee Secretary of State. Online Voter Registration System An out-of-state license or a federal ID will not work for the online form, because the system verifies your identity against state driver services records.
If you do not have one of those two documents, you cannot register online. Use the paper form instead.
Registering on Paper
Paper applications are available at any County Election Commission office and through the Tennessee Secretary of State’s website. The form asks for your full legal name, residential address, mailing address if it is different, Social Security number, date and place of birth, and any prior registration information.4Justia. You can mail the completed form to your County Election Commission or drop it off in person. Mailed forms count based on the postmark date, so a form postmarked on the deadline is still timely even if it arrives later.
The 30-Day Deadline
Your application has to be postmarked or submitted at least 30 days before the election you want to vote in.5Justia. Tennessee Code 2-2-109 – Registration Periods If you register in person at the County Election Commission, the cutoff is 29 days before the election. When the 30th day lands on a weekend or holiday, the deadline rolls forward to the next business day. Miss the deadline and you can still register, but your registration will not take effect until after that election.
After You Register
Once your application is processed, the County Election Commission mails you a voter registration card confirming your precinct assignment. Keep that card. It tells you where to vote on election day.
You can also check your registration status through the Tennessee Voter Registration Lookup tool, which asks for your county, your name, and your birth month and year.6Tennessee Secretary of State. Updating an Existing Registration
If you move within Tennessee, change your name, or need to correct anything on your record, update your existing registration rather than filing a fresh one. You can submit changes through GoVoteTN or by sending an updated paper form to your County Election Commission.
Address changes have their own deadline. The election commission must receive the change no later than five days before an election for it to apply to that election.5Justia. College Students
If you attend college in Tennessee, you can register at your parents’ home address or at your campus address, but not both. The question is where you consider your permanent home. If you plan to return to your parents’ house when the semester ends, that is likely still your legal residence for voting. If you have genuinely relocated, meaning you have registered a car in your college county, obtained a Tennessee license at that address, or listed it on your tax return, you can register there.7Nashville.gov. Military and Overseas Voters
Active-duty military members, their family, and U.S. citizens living abroad register using the Federal Post Card Application (FPCA). Tennessee will send the blank ballot by email, which is faster than mail, but the completed ballot has to come back by physical mail and be received by the time polls close on election day.9Tennessee Secretary of State. Restoring Voting Rights After a Felony
A felony conviction in Tennessee costs you the right to vote, and getting it back requires a court order.11FindLaw. Tennessee Code Title 2 Elections 2-19-143 To qualify, you must have finished your sentence, including parole or probation, owe no outstanding restitution, be current on child support, and owe no court costs unless a court finds you indigent.12Tennessee Secretary of State. Once you have the court order, deliver a certified copy to your local Administrator of Elections, who sends it to the state Coordinator of Elections for verification. For orders issued before May 2, 2025, you also submit a sworn statement confirming you have not been convicted of another disqualifying felony, do not owe restitution or court costs, and are current on child support. Orders issued on or after May 2, 2025 need only the certified copy.12Tennessee Secretary of State. Safe at Home Participants
If you are enrolled in Tennessee’s Safe at Home program, which shields the residential addresses of domestic violence survivors, stalking victims, and others facing safety threats, you vote by absentee ballot, and your voter record shows only a participant identification number rather than a name or address.13Tennessee Secretary of State. What to Bring When You Vote
Registering gets you on the rolls. Voting in person still requires a photo ID that shows your name and photograph, and this applies during early voting and on election day.14Justia. Tennessee Code 2-7-112 – Procedure for Voting Accepted IDs, even if expired, include:
- Tennessee driver’s license (not a temporary license)
- U.S. passport
- Photo ID from the Tennessee Department of Safety and Homeland Security
- Federal or Tennessee state government photo ID
- U.S. military photo ID
- Tennessee handgun carry permit with photo
Student IDs are not accepted, even from Tennessee schools. Out-of-state driver’s licenses are not accepted.
