WA Seniors Card: Eligibility, Transperth Travel and Rebates

The WA Seniors Card is a free card from the Western Australian Department of Communities for residents aged 65 and over who are retired or working no more than 25 hours a week in paid employment. It gives you free off-peak travel on Transperth buses, trains and ferries, rebates on water and local government rates, and discounts at participating businesses across the state. The card is double-sided: one side is a Seniors SmartRider for travel, the other is your WA Seniors Card for discounts and rebates.

Who Qualifies

You need to meet three tests: be 65 or older, live in Western Australia, and be either permanently retired or working no more than 25 hours a week in paid employment.¹

The work test has a few wrinkles. Paid leave counts as hours worked, so if you’re contracted for 30 hours but take 8 hours of annual leave, you’re still treated as working 30 hours that week. For casual or seasonal workers, the Department averages your hours over the past 12 months. Volunteer work and domestic duties don’t count as paid employment. If you’re moving from full-time to part-time, your current hours decide eligibility, not any historical average.²

Once you hold the card, you’re required to tell the WA Seniors Card Centre if your paid hours change enough to push you over the 25-hour threshold.²

How to Apply

You can apply online through the WA Seniors Card website or by post. For the paper route, download the form from the same website or pick one up at any Australia Post office, then mail it to the WA Seniors Card Centre.³

The official pages don’t publish a set list of required identity documents, so check the form or the terms and conditions before you start. You’ll need to be able to verify your age, WA residency, and employment status, so have identification confirming your date of birth and a Western Australian address ready.

Free Transperth Travel

Free travel on Transperth buses, trains and ferries is the headline benefit. On weekdays, travel is free within these off-peak windows:

From first service until 6:00 am
9:00 am to 3:30 pm
7:00 pm until last service

Travel is free all day on Saturdays, Sundays and public holidays. During weekday peak hours (6:00 am to 9:00 am and 3:30 pm to 7:00 pm), you pay a concession fare.⁴

Tag on at the start and tag off at the end of every journey. Miss the tag-off and you’ll be charged a default fare. Tagging on inside the free window gives you up to three hours of system-wide travel. If you plan to also travel at peak times, you need at least $10 loaded onto the SmartRider side of the card. The card itself is free.⁴

Rebates on Household Costs

Several state rebates flow from the card. Some are larger if you also hold a Commonwealth Seniors Health Card (CSHC).

Water Corporation Rebate

With a WA Seniors Card alone, you can receive up to $100 off your annual Water Corporation service charges. If you also hold a CSHC, the rebate rises to up to 50% of your service charges.⁵

Local Government Rates Rebate

WA Seniors Card holders can receive a rebate of up to 25% on local government rates. Holders with a CSHC as well can receive up to 50%. The Water Corporation registers eligible seniors for this rebate on behalf of local government, so in most cases you don’t need to contact your council separately.⁶

Safety and Security Rebate

You can claim up to $400 per household toward eligible home security or safety items. Applications must reach the WA Seniors Card Centre by 31 May of the relevant year, and retrospective payments aren’t available. You apply through the WA Seniors Card website or the WA.gov.au services page.⁶⁷

Air Conditioning Rebate

Seniors living north of the 26th Parallel, or north of the 50 Day Relative Strain index line, may qualify for an air conditioning rebate on their electricity bill if they also hold a CSHC, Pensioner Concession Card, or Veterans’ Affairs Pensioner Concession Card. The WA Seniors Card alone doesn’t unlock this one.⁸

Business Discounts

Hundreds of WA businesses offer discounts to cardholders, generally between 10% and 25%, across entertainment, shopping, health and wellbeing, and accommodation. The WA Seniors Card website has a searchable Discount Directory you can filter by postcode and category. Discounts are offered at the business’s discretion and can change, so confirm the offer before you pay.⁹

Using the Card Interstate

Each state and territory issues its own Seniors Card, and the benefits differ, but many interstate businesses (particularly tours, attractions and accommodation providers) will recognise a WA card. Ask before you pay. The National Seniors Transport Scheme also lets WA cardholders get concession fares on public transport in other states and territories.⁶

Keeping Your Details Current

If you change your address, phone number or other personal details, update them through the WA Seniors Card Centre. The simplest way is to log in to your online account on the WA Seniors Card website, where you can change details, request a replacement card, and apply for government rebates in one place.¹⁰

If you prefer paper, the same downloadable form covers new applications, replacement cards and detail updates, so you only need one form regardless of the reason.¹¹ Replacement cards go to the address on file, so keep that current. And remember to notify the Centre if your paid working hours rise above 25 a week, since that can affect your eligibility.²
