To challenge your assessment, file a Wake County property tax appeal with the Board of Equalization and Review before its adjournment date, which typically falls in early to mid-April each year.1Wake County Government. Appealing Tax Values Your assessment reflects what the county believes your property was worth on January 1, 2024, the effective date of the last countywide revaluation, and your appeal has to show that number is wrong as of that date. Market shifts since then don’t count until the next revaluation, scheduled for January 1, 2027.2Wake County Government. 2027 Revaluation
What You Have To Prove
An appeal is not a complaint that your taxes feel too high. You need to establish one of two things: either the assessed value exceeds your property’s actual market value as of January 1, 2024, or your assessment is inequitable compared with similar properties nearby.
The market value argument says no reasonable buyer would have paid the county’s number on the valuation date. Physical problems the county overlooked, a location disadvantage, or recent sales of comparable homes well below your assessment all support this line. County appraisers use mass appraisal models that routinely miss property-specific issues like foundation damage, outdated systems, or adverse lot conditions.
The equity argument is different. Even if the county’s figure is close to market, you can argue it’s unfair because nearly identical homes in your area are assessed for meaningfully less. State law requires similar properties to be appraised using the same standards and methods.3North Carolina General Assembly. North Carolina Code 105-322 – Board of Equalization and Review Two houses on the same street with the same square footage, age, and features, one assessed $40,000 higher than the other, is the shape of that case.
Two things to keep in mind before you file. The burden of proof is on you; the assessed value carries a presumption of correctness, and you have to produce enough evidence to overcome it.4North Carolina Department of Revenue. Property Tax Appeal Process And the Board has the power to reduce, increase, or confirm the appealed appraisal, so a weak case can backfire.
The Filing Deadline
The Board of Commissioners sets a specific adjournment date each year when the Board of Equalization and Review stops accepting new appeals. In Wake County, that date typically falls in early to mid-April, and your appeal must be received before it.1Wake County Government. Appealing Tax Values Miss it and you lose the right to contest your value for the current tax year. Confirm the exact date each year with the Wake County Tax Administration office, since it shifts.
There is one narrow exception. If the county changed your assessed value and did not send you notice of the change until after the Board adjourned, you can still file, with a deadline of December 31 of that year.1Wake County Government. Appealing Tax Values Outside that specific situation, the adjournment date is a hard cutoff.
How To File
Wake County handles real estate appeals through its online Tax Portal. Create a Board of Equalization and Review appeal in the portal using an access code, which you can request by emailing realproperty@wake.gov or calling 919-856-5400.1Wake County Government. Appealing Tax Values You can also print the appeal form from the portal and return it by mail. If you mail it, use certified mail so you have proof of the date the county received it, and keep a copy of everything.
Your appeal should state your opinion of the property’s correct value and explain why the county’s assessment is wrong. Attach your supporting documentation: comparable sales reports, photographs, any independent appraisal, or repair estimates. The county specifically encourages submitting documentation that either shows the assessed value doesn’t reflect fair market value or shows the county’s property characteristics are inaccurate.5Wake County Government. Evidence That Actually Works
Start with your own property record on the Wake County Tax Portal. Verify what the county has on file: heated square footage, bathrooms, lot size, year built, and improvements.6Wake County Government. Property Mapping Data errors are common. If the county lists four bedrooms when you have three, or credits you with a finished basement you don’t have, correcting the record alone may resolve the overvaluation.
For a market value case, comparable sales are the strongest tool. Wake County’s free Comparable Sales Search shows sales that county appraisers reviewed and treated as indicative of market value as of January 1, 2024, and it lets you select the properties most similar to yours and generate a downloadable PDF report.7Wake County Government. Comparable Sales Search Focus on sales that closed near the valuation date, involved similar properties, and are in your immediate area. An independent appraisal from a licensed appraiser carries weight, but only makes sense if potential tax savings justify the cost.
For an equity case, pull assessed values for comparable properties in your neighborhood from the Tax Portal and identify homes with similar square footage, age, lot size, and condition that are assessed meaningfully lower than yours. Round out either case with photographs showing physical problems, deferred maintenance, proximity to noise sources or commercial properties, or other conditions the county may have missed.
What Happens After You File
Once the county receives your appeal, a county appraiser may contact you to discuss your evidence and try to resolve the dispute informally. If staff agrees the assessment is too high, they may offer a revised value without a hearing. This stage disposes of many appeals, especially where the evidence shows a clear data error or a value out of step with comparable sales.
Unresolved appeals go to a hearing before the Board of Equalization and Review, a panel of Wake County residents with knowledge of local real estate values, appointed by the Board of Commissioners.1Wake County Government. Appealing Tax Values For 2026, hearings are scheduled on multiple dates between May and August at the Wake County Commons Building, 4011 Carya Drive in Raleigh.5Wake County Government. Board of Equalization and Review Taxpayers with scheduled appointments are not required to appear in person.
At the hearing you present your evidence and explain why the assessment is wrong. The Board then issues a written order that reduces, increases, or confirms the assessed value, mailed to you within 30 days of the Board’s adjournment.3North Carolina General Assembly. North Carolina Code 105-322 – Board of Equalization and Review Read it carefully; any further appeal clock starts on the date that notice is mailed.
Paying Your Tax Bill While the Appeal Is Pending
Filing an appeal does not pause your tax obligation. Wake County bills are mailed in the summer, with payment due by January 5 of the following year. If your appeal is still pending when the bill arrives, pay the full amount. Unpaid property taxes accrue interest at a rate set by the Secretary of Revenue, currently 7% for the first half of 2026.8North Carolina Department of Revenue. Interest Rate If the Board later reduces your value, the county adjusts your bill and refunds or credits the difference.
For scale: Wake County’s current property tax rate is 51.71 cents per $100 of assessed value.9Wake County Government. 2025 Property Tax Bills A $50,000 reduction saves roughly $259 per year in county taxes alone, with additional savings if your municipality has its own rate. That math should guide how much time and money the appeal is worth.
Taking It Beyond the Board
If the Board’s decision still leaves you unsatisfied, you can appeal to the North Carolina Property Tax Commission. The appeal must be received or postmarked within 30 days of the date the Board mailed its decision.10North Carolina Department of Revenue. North Carolina Department of Revenue Appeals Handbook Complete Form AV-14, Notice of Appeal and Application for Hearing, available on the NCDOR website. Attach a copy of the Board’s decision, and send a copy of the notice of appeal to both the Wake County tax administrator and the county attorney.
The Property Tax Commission operates as a trial court. It follows the North Carolina Rules of Evidence, and the burden of proof remains on you.4North Carolina Department of Revenue. Property Tax Appeal Process The Commission meets monthly in Raleigh. This is a more formal proceeding than a Board hearing, and many property owners hire an attorney or an experienced property tax consultant at this stage. The Commission’s final order can be appealed to the North Carolina Court of Appeals, though the grounds for that review are more limited.
Relief Programs Worth Checking
Even if your assessed value stands, you may qualify for a North Carolina property tax relief program that reduces what you actually owe. Applications for all three go to the Wake County Department of Tax Administration.
- Elderly or disabled exclusion: if you’re at least 65 or totally and permanently disabled, you may exclude $25,000 or 50% of your home’s taxable value, whichever is greater. For 2026, prior-year income cannot exceed $38,800.11North Carolina Department of Revenue. Application for Property Tax Relief
- Disabled veteran exclusion: veterans with a qualifying VA disability rating, or their unmarried surviving spouses, can exclude the first $45,000 of assessed value from taxation.12North Carolina Department of Military and Veterans Affairs. Veterans Property Tax Relief
- Circuit breaker deferment: homeowners 65 or older, or totally and permanently disabled, can cap the property tax bill at 4% of income (if income is $38,800 or less) or 5% (if between $38,800 and $58,200). Taxes above the cap are deferred, not forgiven, and remain a lien on the property, coming due with interest when the property is sold, transferred, or no longer used as a permanent residence. A new application is required every year by June 1.11North Carolina Department of Revenue. Application for Property Tax Relief
The circuit breaker and the elderly or disabled exclusion cannot be combined, so if you qualify for both, compare which saves more.
