How the Council Is Structured
The district seats give each part of the city a dedicated representative, and the two at-large seats look at concerns that cross district lines. Because terms run concurrently, all seven seats turn over in the same election cycle rather than in staggered years.3City of Warren. City Council
A 2020 charter amendment caps service in any single city office at three complete terms or twelve years. The same limit applies to the mayor, city clerk, and city treasurer.4Macomb County Clerk. Warren Charter Amendment
What the Council Does
Warren has a strong-mayor form of government, so the council is the legislative counterweight to the mayor’s executive authority. Its most consequential job is the annual budget. The mayor submits a recommended budget, and the council reviews it under Section 8.3 of the city charter. A Michigan appellate court confirmed the council is not confined to a straight up-or-down vote: it may amend the mayor’s proposal and adopt an independent version, so long as the result otherwise complies with the law. The council also passes local ordinances, approves major municipal contracts, and can override a mayoral veto. Individual members sit on committees that focus on particular departments or services, letting them build expertise before full council votes come up.

Because the current members took office in 2023 and terms run four years, all seven seats will be on the ballot again in 2027.
